Free carafax

Carafax charges $39.99 for one report. This data is being pulled from Government agencies (Police Department & Motor Vehicle Divisions), Car Dealerships, Big repair shops and insurance companies who says that its very efficient to let Carfax handle this while them getting paid by Carfax for sharing this data. The company that owned Carfax (Polk) was acquired by IHS for $1.4 billion in 2013. I don't think each report is worth the $39.99. Why can't this data be published on the Blockchain while the data provider getting compensated by the ones who is using it directly instead of letting a $1.4Bn middleman in between? I understand there are still some services required to be provided by a middleman like authenticating the provider, etc, but I don't think it should be worth $1.4Bn. I'm open for any thoughts and feel free to destroy this idea.
