The 2028 United States presidential elections were held on Tuesday, September 26 and Tuesday, November 7, 2028. As no candidate won a majority in the first round, a runoff was held, in which former California Governor Gavin Newsom and U.S. senator Jon Ossoff defeated the Unity Party ticket of incumbent President Liz Cheney and Vice President Mark Milley.
In the first round, Newsom took the lead with 28.9%, followed by Cheney with 18.7%, Glenn Youngkin and Kristi Noem of the American National Party with 17.8%, Jon Stewart and Alexandria Ocasio-Cortez of the Progressive Party with 11.2%, Robert F. Kennedy, Jr. and Jamel Holley of the Peoples’ Party with 8.0%, Lily Wu and Dave Smith of the Libertarian Party with 7.9%, and Emanuel Pastreich and Chris Hedges of the Green Party with 5.0%. For the first time since the presidential election of 1852, the Republican Party did not field a candidate, and the (federal) party was dissolved early in the next year.
In the second round, Newsom defeated Cheney 54.7% to 45.3%. Turnout was 64.4%, as nearly fourteen million fewer people voted in the second round than in the first round; later polling suggested that most second round no-shows would have preferred a Cheney victory. Cheney conceded defeat on the evening of November 7 after exit projections became available. Newsom and Ossoff were subsequently inaugurated on January 20, 2029.
==Electoral system==
Under Article 3 of the Constitution of the United States, the president is elected to a four-year term in a two-round election. If no candidate secures an absolute majority of votes in the first round, a second round is held six weeks later between the two candidates who received the most votes.
For a person to serve as president, the individual must be a citizen of the United States, be at least 35 years old, and have been a United States resident for at least 14 years. Candidates for the presidency typically seek the nomination of one of the various political parties in the United States. Each party develops a method (such as a primary election) to choose the candidate the party deems best suited to run for the position. Primary elections are usually indirect elections where voters cast ballots for a slate of party delegates pledged to a particular candidate. The party's delegates then officially nominate a candidate to run on the party's behalf. The presidential nominee typically chooses a vice presidential running mate to form that party's ticket, which is then ratified by the delegates at the party's convention (except for the Libertarian Party, which nominates its vice-presidential candidate by delegate vote regardless of the presidential nominee's preference).

===Democratic Party===

• For president: Fmr. Gov. Gavin Newsom (California)
• For vice president: U.S. Senator Jon Ossoff (Georgia)

Other candidates included U.S. Senator Mark Kelly, U.S. Representative Brittany Pettersen, Maryland Governor Wes Moore, former Illinois Governor J. B. Pritzker, former Colorado Governor Jared Polis, and U.S. Senator Adam Schiff. Former Vice President Pete Buttigieg, still affiliated with the party, declined to run. Texas Governor Matthew McConaughey, the subject of much early speculation, also declined to run. Polis, meanwhile, had also considered a Libertarian run.
Newsom trailed Kelly for most of the primaries, and only secured the nomination in June.
===Unity Party===

• For president: President Liz Cheney (Wyoming)
• For vice president: Vice President Mark Milley (Virginia)

Incumbent President Liz Cheney, who helped found the Unity Party in 2026, ran for re-election under its banner. She faced only token opposition in the primaries, winning 98% of the popular vote.
===American National Party===

• For president: Gov. Glenn Youngkin (Virginia)
• For vice president: Fmr. Gov. Kristi Noem (South Dakota)

The American National Party’s first primaries were a bitter contest between the party’s conservative wing and the Trumpist wing. Virginia Governor Glenn Youngkin, former Tennessee Governor Bill Lee, former Florida Governor Ron DeSantis, and U.S. Senator Tom Cotton were candidates associated with the conservative wing; South Dakota Governor Kristi Noem, U.S. Senator Adam Laxalt, businessman and 2024 Republican vice presidential nominee Vivek Ramaswamy, businessman Elon Musk, media commentator Tucker Carlson, and former U.S. Representative Matt Gaetz were associated with the Trumpist wing.
Youngkin took an early lead in the primaries and secured the nomination in April; his closest competitor was Tucker Carlson. He selected Kristi Noem, who dropped out after Iowa, as his running mate in an effort to heal the divide within the party. Carlson, who had declared the contest rigged and threatened an independent run, agreed to support the ticket after Noem’s selection.
Both Donald Trump, Jr. (the 2024 Republican nominee) and Ivanka Trump declined to run. Donald Trump attempted to mount a campaign (despite being legally barred from the presidency), but died late in 2027.
===Progressive Party===

• For president: U.S. Senator Jon Stewart (New Jersey)
• For vice president: U.S. Senator Alexandria Ocasio-Cortez (New York)

Though former senator and party founder Bernie Sanders led in primary polls going in to 2028, he declined to run for a second, non-consecutive term as president, citing his age. (He would be 87 on Inauguration Day.)
Early candidates included U.S. Representative Ro Khanna, U.S. Representative Christale Spain, Georgia Governor Stacey Abrams, U.S. Senator Keith Olbermann, and YouTuber Kyle Kulinski.
The final contest was between two senators, Jon Stewart of New Jersey and Alexandria Ocasio-Cortez of New York. Stewart narrowly beat Ocasio-Cortez in the delegate count, and subsequently selected her as his running mate.
===Peoples’ Party===

• For president: Party founder Robert F. Kennedy, Jr. (California)
• For vice president: Fmr. State Assembly Member Jamel Holley (New Jersey)

The Peoples’ Party, founded only two years earlier, did not hold primaries. At the Peoples’ National Convention, party founder Robert F. Kennedy, Jr. was unanimously nominated for president. He selected Jamel Holley as his running mate, who was then nominated by acclamation.
===Libertarian Party===

• For president: Wichita Mayor Lily Wu (Kansas)
• For vice president: Commentator Dave Smith (New Jersey)

The primaries proved to be a battle between the “pragmatist” faction, led by U.S. Senator Gary Johnson, and the far-right “Mises Caucus,” which proved to be popular with the party’s base but deeply unpopular with the wider American public.
The primaries were won by U.S. Representative Michael Rectenwald, a Mises supporter. However, the primaries were non-binding, and Mises opponent Wichita Mayor Lily Wu won the nomination at the convention. Other candidates included businessman and conspiracy theorist Patrick M. Byrne (a Mises supporter), California State Senator Drew Carey, U.S. Representative Caleb Q. Dyer, and U.S. Senator and 2024 nominee Chase Oliver.
At the convention, the party selected Dave Smith, a vocal supporter of the Mises Caucus, as Wu’s running mate as a gesture of unity. Though very active in the party, Smith did not and had never held elected office, which led to criticism.
===Green Party===

• For president: U.S. Representative Emanuel Pastreich (Party List)
• For vice president: U.S. Representative Chris Hedges (Party List)

U.S. Representative Emanuel Pastreich, the party’s vice-presidential nominee in 2024, easily won the primaries against activists Jasmine Sherman and Jorge Zavala. Notably, U.S. Senator Luis J. Rodriguez declined to run.
===American Solidarity Party===

• For president: Fmr. Prof. James G. Hanink (California)
• For vice president: Prof. Stephen Bainbridge (California)

At the 2027 Solidarity National Convention in November, the party selected Dr. James G. Hanink as their nominee. In 2026, Hanink received 1.70% of the vote when he ran for Governor of California. Hanink selected another college professor, UCLA’s Stephen Bainbridge, as his running mate.
===True Liberty Party===

• Endorsed Libertarian Party ticket

The True Liberty Party was founded in 2027 by members of the Libertarian Party’s Mises Caucus as a paleolibertarian alternative to the mainstream party. Having filed its party list after most states had had their filing deadlines, the party was on few ballots in the House election and polled only 81,081 votes, or 0.05%.
Members of the party considered fielding a presidential ticket, and after the Libertarian National Convention they approached Michael Rectenwald, who declined to run under their banner. Subsequent to a meeting with vice-presidential nominee Dave Smith, the party voted to endorse the Wu / Smith ticket and focus on state legislative races and the next House election.
===Republican Party===

• No candidate

The 2028 Republican National Convention was held in Washington, DC on July 10–12, 2028 at the Atrium Ballroom of the Ronald Reagan Building and International Trade Center. 616 delegates from 37 states met at the convention. After thirty-one inconclusive ballots, the convention adjourned early without nominating a candidate.[1] On the last nine ballots, the American National Party’s Youngkin/Noem ticket received at least 40% of the delegate vote, but not a majority. The party was dissolved early in 2029.
Six state parties later voted to endorse the Youngkin/Noem ticket.
===Other candidates===
The Alliance Party nominated Rocky De La Fuente; Greg Orman was his running mate. The ticket polled 758,525 votes, or 0.44%, De La Fuente’s highest-ever campaign total.
Comedian Taylor Tomlinson ran an independent campaign; fellow comedian Lewis Black was her running mate. Tomlinson was 34 on Election Day, but 35 on Inauguration Day; Black was 80. The ticket polled 323,372 votes, or 0.19%.
The Socialist Workers Party nominated Alyson Kennedy; Róger Calero was her running mate. The ticket polled 196,386 votes, or 0.11%, the party’s best result in percentage terms since 1976.
The American Independent Party nominated Eric Trump; Ye (AKA Kanye West) was his running mate. Only Ye actively campaigned; Trump never publicly acknowledged his nomination. The ticket polled 137,859 votes, or 0.08%. Barring their 2020 and 2024 joint nominations of the Republican Party tickets, the result was the party’s best in absolute terms since 2004.
The Party for Socialism and Liberation nominated Eugene Puryear; Michael Prysner was his running mate. He was cross-nominated by the Peace and Freedom Party. The ticket polled 104,770 votes, or 0.06%, the party’s best-ever presidential result.
The Workers World Party nominated Monica Moorehead; Kyle Stephenson was her running mate. The ticket polled 83,723 votes, or 0.05%, by far its best-ever result.
The Socialist Party USA nominated Stephanie Cholensky; Claudia Miller was her running mate. The ticket polled 69,263 votes, or 0.04%, the party’s best result since 1984.
The Transhumanist Party nominated Zoltan Istvan; Gennady Stolyarov II was his running mate. The ticket polled 58,772 votes, or 0.03%, twenty times the party’s 2024 total.
The America First Party initially nominated its founder, white supremacist Nick Fuentes, who was unable to obtain ballot access as, at the age of 30, he was too young to be eligible. His replacement was former Idaho lieutenant governor Janice McGeachin; Wendy Rogers was her running mate. The ticket polled 50,845 votes, or 0.03%.[2]
Performance artist and perennial candidate Vermin Supreme ran an independent campaign; Steve Wayne was his running mate. He polled 44,665 votes, or 0.03%, his highest-ever total.
The Prohibition Party nominated Zack Kusnir; Randy McNutt was his running mate. The ticket polled 39,724 votes, or 0.02%, the party’s best result since 1960.
All other candidates combined polled 35,694 votes, or 0.02%. No other candidate got more than 0.01%.[3]

===Campaign===
====First Round====
The campaigning done by most parties was much less heated than it had been in 2024 and 2020. In the interests of healing the national divisions that had emerged in the prior decade, the major candidates—Newsom, Cheney, Youngkin, and Stewart—ran what the media described as “feel good” campaigns, focused on their own positive attributes and general patriotism, and rarely even mentioning their opponents by name. (MSNBC’s Chris Hayes famously described the campaign as “entirely generic.”) Additionally, Youngkin’s campaign emphasized his total acceptance of the 2023 constitution, in contrast to the official platform of his party.
For the first half of the campaign, polling suggested that the second round would consist of Cheney and either Youngkin or Stewart, with Cheney in first. However, both Youngkin and Stewart began slipping in the polls after the debates, while Newsom rebounded.
Meanwhile, Wu’s campaign struggled due to perceptions of extremism and dissatisfaction for her nomination from the party’s base, and did not poll above 3% until mid-August; hypothetical polling in 2027 had suggested the Libertarians would take 10%.
Polling for the Kennedy and Pastreich candidacies were mostly consistent, though Kennedy’s numbers declined slightly in September.
====Second Round====
It was not yet customary for parties that lost in the first round to endorse candidates in the second round; only the Progressive and Green Parties did so, both endorsing Newsom, though Hedges, the Green vice-presidential nominee, issued a statement that he was endorsing a stance against Cheney rather than for Newsom. Meanwhile, the Libertarian National Committee held a vote on a second round endorsement, but adjourned after eight inconclusive ballots.[4] Wu merely issued a statement of her intent to vote Cheney. Finally, Youngkin personally endorsed (and campaigned for) Cheney, but the American National Party did not endorse anyone.
The second round campaign was slightly more heated than the campaign in the first round. Independent groups ran ads on behalf of the two remaining candidates—pro-Newsom ads criticized Cheney’s failed attempt to appoint Britt Grant to the Supreme Court for the 2028–2046 term and her hawkish stance towards Serbia; pro-Cheney ads criticized Newsom’s handling of California’s housing shortage and homelessness crisis. However, the candidates themselves again refrained from direct attacks.
On October 18, the only second round debate was held. A poll commissioned by CNN/ORC found that 55% of viewers felt that Newsom had won the debate, compared to only 32% who gave the win to Cheney; 13% felt that neither candidate won.
===Presidential debates===
The Commission on Presidential Debates organized a series of debates during the leadup to the first round, and a single debate during the leadup to the second round.
The first round debates consisted of three “overcard” debates between the four candidates that polled above 15%: two with the presidential candidates, and one with the vice-presidential candidates. Additionally, there was an “undercard” debate with those presidential candidates who were nominated by parties represented in Congress, but who were polling under 15%, as well as Robert F. Kennedy, Jr, who was then polling above 10%.
The sole second round debate featured only Newsom and Cheney.

==Aftermath==
Newsom’s final victory, by 9.4 points, was frequently characterized as a landslide. Unlike the previous three elections, there were no election protests or violence, as the result was neither close nor surprising—Newsom had consistently led in second round polls, though his final margin was still larger than expected. The result was clear late in the evening, and Cheney delivered a concession speech where she promised to aid the new administration in an “orderly transition.”
Cheney was the third president in a row to be defeated for re-election, the first time such occurrence in American history, and the longest streak of one-term presidents since Grover Cleveland left office for the second time in 1897. Newsom, meanwhile, had won the (second-round) popular vote by the largest margin since Ronald Reagan’s 1984 landslide, and by the largest margin for a first-time presidential candidate since Dwight D. Eisenhower’s 1952 victory.
Newsom was congratulated by several world leaders on his election, with the first call coming from British Prime Minister Keir Starmer.
Turnout in the second round was substantially lower than the first round—13,882,676 fewer votes were recorded. This was much larger than the 7.8 million vote dropoff in the previous election, and many pundits viewed it as a cause for concern. Early analysis of exit polls suggested a large portion of Glenn Youngkin’s voters skipped the second round, which was borne out by later studies. The American National Party faced substantial criticism subsequent to one of these studies, which they commissioned, that showed that the vast majority of their voters who skipped the second round would have preferred a Cheney victory. As a remedy, the party adopted a policy of issuing formal endorsements and campaigning for their preferred candidate in the second round, should their candidate not make it to that round.

1. The convention had been scheduled to run through July 14.
2. The America First Party was later the subject of the landmark case FEC v. Fuentes, in which the party was banned by the Supreme Court due to its anti-democracy, genocidal platform.
3. Of note, the Green Mountain Peace and Justice Party nominated former president Bernie Sanders, even though he declined the nomination. The party chose its chair, Jessica Diamondstone, as his running mate. The ticket polled 677 votes, all in Vermont, coming in at eighth place there.
4. The LNC had previously adopted a rule that a two-thirds vote was necessary for a formal endorsement. Neither Cheney nor Newsom ever got even a bare majority of the committee.
5. The Youngkin/Noem ticket was also endorsed by the Alaska, American Samoa, Kansas, Montana, Washington, and Wyoming Republican Parties, and appeared on the ballot with those lines. The ticket also appeared on the ballot with the Conservative Party of New York line.
6. The Stewart/Ocasio-Cortez ticket appeared on the ballot in Oregon under the “National Progressive” line, as the Oregon Progressive Party was a separate organization, founded in 2007. The Oregon Progressive Party endorsed the Green Party ticket instead.
7. The Pastreich/Hedges ticket was also endorsed by the Oregon Progressive Party and by Socialist Alternative.
8. Though endorsed by the True Liberty Party, in no state did the Wu / Smith ticket appear with their ballot line.
9. The Tomlinson/Black ticket appeared on the ballot in New York as the slate of the Strategic Alliance To Irritate the Real Electorate—the initials spelled the word “satire.” In Vermont, they appeared on the ballot as the slate of the Youth and Elder Alliance.
