Crashing after latest update

Below is the error log created immediately after the crash. This safe file was created after the update, so it's not an old save file conflict. The mod is also incredibly sluggish if I don't disable the caps system, but this was not a problem before the update. Not sure if there's anything in the log here that is revealing, but it seems like either these failures to create new IDs, or these spammy attempts to deploy airwings could be the problem
Also, playing as TV Town. I 've noticed that the Runners template has an empty subunit in it, which gets called out in the error log here. It doesn't seem to cause a problem on it's own, as it's been that way in the previous updates as well, but thought I'd report it anyway.
Mod and HOI have been reinstalled, validated, etc.
