So people have been talking about Boa Hancock, and how powerful she is... and seriously, people always talk about "narrative" and stuff when they have literally nothing. So lets analyze the arguments people have given:

Take 1: Boa is the Empress of an island full of haki users, so she must be a strong haki user.

This sounds impressive, but is it ? A big misconception a lot of people have is that having haki is special. yes some haki users can be fucking strong, like Kaido, Luffy, etc... but those haki users are even strong without using haki.
Now, the ranking of Amazon Lilly depends on how strong they are, so the stronger you are the higher your rank, so Boa Hancock is at number 1 as the strongest, and then we have her 2 sisters... Boa Marigold and Boa Sandersonia... so how strong are they ?
Well we know that, they were weaker than pretimeskip Luffy...

And they were not even close to Luffy, they were completely defeated and overpowered by base Luffy... even that "haki" from the 2nd and 3rd strongest haki users in the island... were surpassed (and Boa Marigold has supposedly advanced armament haki)

So sure... Boa Hancock rules a country filled with haki users... but they were all weaker than pretimeskip g2nd Luffy, were Luffy without any problem defeated the 2nd and 3rd strongest warriors of Amazon Lilly.
So sorry, objectively, Hancock being leader of a country filled with haki user isn't that special.

Take 2: Boa Hancock is a conqueror haki user, that must mean she is strong

Now, conqueror haki while a good ability isn't that special unless you manage to awaken advanced conqueror haki... yes. few have conqueror haki... but lets look at a veteran pirate that had it for decades:

So yes, while conqueror haki can be a strong ability, having it doesn't necessarily mean you are going to pass the YC2 or YC1 tier...

Take 3: Hey but Blackbeard said that he can't believe no one could be affected by Boa's powers, so that must mean she is strong

So this comes from a big misconception people have... now we know that certain df abilities can be countered by a great deal of haki.

We know it from Law... but Law turned into a woman. So Law had a great deal of haki and he still got turned into a woman.
For some reason, people take this statement and then assume that if you have a strong haki that you are automatically inmune to df abilities... but it doesn't work that way...
Law's haki was strong enough to counter Doc Q's powers, but he still got affected by them... and only after he actively used a great deal of haki he was able to break himself free.
Now lets say... that instead of Law being turned into a woman by Doc Q... Law had been turned into stone by Boa Hancock... would he be able to break free? I personally don't think so... when you get turned into stone, you are not conscious, and you have to consciously activate haki to counter an ability.
We saw this... again, in Amazon Lilly...

We see that they got turned into stone, but they had no idea they were even turned into stone after they were unturned by Boa Hancock. So if instead of Doc Q's powers, Law would have been turned into stone, then Law would have stayed as stone until Boa decides to unturn him (assuming Law feels strong feelings toward Boa ofc, or else he would be inmune)
And another important part is that: You have to learn you can do that.
In chapter 1063, Law said he learned that from his fight with the Yonko... that means that if Law had been turned into a woman before learning this skill... Law would have enough haki to counter it but he wouldn't do it because he would have no idea that he can do it. Which means that if BB doesn't know df abilities can be countered by a huge deal of haki, then he would not know he can stop Boa from turning him into stone

Take 3.5: Her haki is strong enough that her df abilities can work on Blackbeard

This is part of the previous take... so everything applies there... but now we find another misconception...
Now we know from Law that a huge deal of haki can counter certain df abilities, but for some reason people now assume that this depends on the users haki.
In other words... they assume that if Doc Q was a stronger haki user than Law, then now Law could still use a huge deal of haki and he would not be able to counter Doc Q's df abilities... and there is nothing in the story that suggests that.
Boa's powers could work on Blackbeard, and it wouldn't mean that they worked because Boa's haki is "strong enough to make Bb unable to counter it".

Take 4: She has a 1.6 Billion Bounty, so that must mean she is strong

This has been a looong debate.. but people still confuse it... Having a bigger bounty than another character doesn't necessarily mean you are stronger.
Seriously people. Bounties are not equal to strength. Bounties exist to show how dangerous someone is to the WG. Kid Robin had a 79 million bounty, around 2 million less than Hancock and Crocodile pretimeskip.
Zoro with a bounty of 320 million, defeated King with a bounty of 1.390 billion.
Luffy, Kid and Law all have a bounty of 3 billion, and Luffy is clearly stronger than the other 2 by a big amount. So either Luffy´s bounty is too small or the others is too big.
Now the warlords of the sea... were always going to have an insanely big bounty when they stopped being warlords, because that was the point.. the warlords were pirates so strong that the pirates would be afraid of the WG. So just for the fact that they are warlords, they have influence and power that puts them insanely dangerous...
and with that she also is a leader of a country filled with haki users which are also located in the Calm Belt, which is a damn difficult location to get in. So she is definitely dangerous, even when those haki users aren't as strong, they can still take down a lot of marines if they try to attack her... and Boa is one of the few pirates that actually pillage everyone, she will pillage pirates, marines and civillians alike with no remorse.
And clearly she has a really strong df with an insane hax.

Summary:

So we have the 4 major takes that we have found and none of them points on Boa being actually YC1 or admiral level or a top tier like some people try to put her.
Now ofc there are some counterarguments here... like... yes, Boa Marigold and Sandersonia got beaten 2 years ago, so may be they have grown more... and sure but how much ? We have no idea... Characters growing in strength, doesn't help us to pin point how strong they are right now,
So while she is a conqueror haki user she also has a 1.6 billion bounty, while Doflamingo and Chinjao had less than 600 million. And sure... that is true, but then again... Chinjao stopped being a pirate years ago after he got defeated by Garp, and Doflamingo had his bounty frozen.... So we will never know how high Doflamingo's bounty would have been if his bounty was unfrozen. My guess is it would be a bounty that could compete with the Yonko. Doflamingo wasn't just dangerous, he was blackmailing the celestial dragons, he was controlling the underworld (which included at least 2 of the Yonko), like Doflamingo by mere influence is probably more dangerous than some Yonko... and in man power, his subordinates probably have Amazon Lilly's haki users beat. Like take everyone except Boa Hancock, so Boa Marigold, Sandersonia, the kuja pirates and the haki users vs the Donquixote Family, and I still think the Donquixote family wins. (Ofc assuming they have a similar level to 2 years ago which we don't know, may be they grown stronger than I am giving them credit, but we just don't know)

Feats

So Boa's feats... are:

Beating the pacifista, and she also faced Smoker, but since all the strawhats were unable to beat 1 pacifista and Boa easily defeated 1 Pacifista. Then we can say for certain that she was stronger than g2nd and g3rd Luffy pretimeskip. (Even thouugh the pacifista stopped attacking her since she was an ally).
But then Luffy post timeskip, one shots a pacifista with g2nd. And that is basically Hancock's best feat that we can measure...
and then there is this feat that can't be measured:

She manages to turn the marines and 2 YC commanders of the Blackbeard pirates. and got defeated by Blackbeard. This feat can't be measured because like I said...
We have no idea if you can nullify her petrification abilities, at least if Law were hit with her powers like he got hit by Doc Q, then he would still be turned into stone. So this doesn't mean that Devon's and Vasco Shot's haki is bad or that they don't have enough haki to nullify it. They just wouldn't be conscious to stop it.
Blackbeard saying it would work on him, doesn't mean much, unless he actually knows a huge deal of haki can nullify df abilities. Sure he is a Yonko, but we have seen that as a Yonko he has taken priority on dfs and not on haki. We still have no idea if Bb has any form of advanced haki or how much knowledge he has on it, we just know it was strong enough to block an attack from S Hawk.
And may be haki just can't nullify her df abilities, like there is nothing wrong with it. Law's awakening and Kid's awakening was still working on Big Mom, even when other abilities of them couldn't work. Luffy could still turn Kaido into rubber.

Hax and Strength

Another argument takes into consideration her hax... like people assuming that hax is the same as strength. Sure Hax is not completely unrelated to strength, but it doesn't work in the way that other more direct forms of powers work.
Like give Boa's powers to a beautiful girl weaker than Koby when Luffy faced Axe Hand Morgan. And that girl would still be able to beat a Yonko, if the Yonko finds her attractive and the Yonko is not protecting himself with haki. (assuming that even makes a difference). Like any feat that she has done using her powers, could probably be replicated by a girl weaker than chapter 5 Koby with the same df.
Sugar, just by touching Chinjao turned him into a toy and Chinjao was fighting with Luffy a few chapters back. Certain hax ignores strength, so just because Boa turned a big chunk of marines and a big chunk of the bb pirates into stone, doesn't mean she is stronger than those marines and those bb pirates.

So how strong is she?

So like I already said... the only feat that can be measured is she beating the pacifista. Which is something g2nd Luffy replicated after the timeskip in chapter 601

And this Luffy isn't in g4th, so he is weaker than Doflamingo, who was much weaker than Katakuri, who is weaker than an admiral.
She doesn't have a narrative or portrayal above Doflamingo or even Chinjao... except for her bounty, but like I said, bounties are a bad way to powerscale characters. Even being the leader of a country of haki users isn't as special when the 2 strongest aside from Boa Hancock, were weaker than pretimeskip g2nd Luffy.
So from feats, she would be around g2nd Luffy in chapter 601.

and then there is hype...

And yes, objectively this is the only thing, sadly, Boa Hancock has. People like her character, find her sexy, find her fighting style cool, find her as an idea cool. So people hype her to be "stronger than Doflamingo", stronger than Katakuri, stronger than x... and there is nothing wrong with it. Like I seriously love the character and I hope she turns out to have advanced conqueror haki and not only her, but Boa Sandersonia and Marigold also turn out to become Yonko commander level characters. Specially since Oda isn't known for making women strong (fighters, clearly a lot are strong emotionally and in other ways). Even Tsuru who a lot of us have hype for her due to she being of the same generation as Garp and Sengoku... Oda could have made her chase an old legend of the past, may be she chased after Big Mom or stuff like that... but no... she chased after... Doflamingo... And Big Mom, while objectively the strongest female fighter in One Piece right now, is one of those characters that Oda uses to hype others and really humilliates it to make other characters look cool. So lets hope he ends up making Boa a really contender for the strongest female fighters
