2024.05.21 02:21 dontchallenge NYS never received my 2019 taxes, but Federal did? Efiled

Hi there,
Just received a letter from NYS, they claimed they never received my taxes for 2019. the more I looked into it, looks like NYS never received it. Called my tax guy he claims "it was processed" but his software doesn't keep of filings past 3 years. This seems highly suspect that there isn't a time sample on file when it was efiled. Looking at the draft copy he sent me and his signature forms it said auto withdrawal of funds from my bank account. On the final copy he sent me, the summary sheet said to mail a check. my normal process is to read my entire draft copy and then sign. This was our process for so many years I worked with him. We always did auto width drawl and never had an issue, so I never thought to actually check that the final copy would be any different. He even told me I am the 1% that actually reads what he preps. Big mistake that I didn't review the final copy
Calling NYS they didn't receive 2019 tax forms, nor did they receive any payments. check my bank account statements around those times. Still nada.
NYS rep told me to file asap, and when the bill is generated you can write a letter and plea your case. she was going to note something in my file then we got disconnected. She seemed like human though.
Question for you guys, do tax software keep a proof of error or of successful submission on file? is it really 3 years? I have a hard time believing that. I've used him for so many years, while hes been an excellent tax person, when it comes to owning up to mistakes, hes a bit dodgy.
Q1) besides pleaing, is there anything else I can do here? Are there any other confirmations that can be dug up? I am of course going to submit as soon as he sends me what I need to send. and write a letter point my signatures.
Q2) Whats the likely hood of NYS dropping penalties and or interest? Gut is saying yes to penalties but probably not the interest.
Big lessons learned: Going to add to my process, Keep proof of electronic filing confirmations. and proof payment went to and from my bank account every year moving forward.

Mr. A. J. Doherty, former State Senator, one time member of the State Board of Agricultural and a former director of the Michigan State fair, has completed the best hotel in this part of the state and it is now open to the public. The formal opening is to take place on the evening of May 12th, when the Clare Chamber of Commerce are to give a complimentary banquet to Mr. and Mrs. Doherty, by which the citizens of Clare hope, in a small measure at least, to show appreciation to the man who has done so much for his “own home town”. The banquet will have to be limited to 150 persons and will include some of Mr. and Mrs. Doherty’s friends from different parts of the state and the members of the Chamber of Commerce of Clare. This is to be one of the most elaborate banquets ever held in this part of the state. No expense will be spared and all the plans are in keeping with this beautiful building, which Mr. Doherty has built, not for the financial returns he expects to reap, but rather as a testimonial of his good will toward the community. Three years ago the Clare Chamber of Commerce purchased the site on which had been located for many years the popular “Calkins House”, but which had been destroyed by fire. The consideration was $6,000 and they presented this site to Mr. Doherty with the understanding and agreement that he erect a hotel costing at least $60,000 on that site. Mr. Doherty has gone many times beyond that amount and erected a four story steel, brick and terra cotta structure which is modern in every way and fireproof. An Otis elevator, display rooms for traveling salesmen, complete laundry, billiard room cafeteria, which opened April first, dining room, ballroom, radio, mezz-nine floor, room for two mercantile establishments and spacious quarters for the public library that have been donated by Mr. Doherty are among the features housed under one roof. The equipment throughout the structure is of the very latest and best. The lighting fixtures are exceptionally fine. There are 60 guests rooms, each containing hot and cold running water, and several suites. Thirty-six of the single rooms afford either a tub or shower bath. The furniture is walnut and mahogany and blends neatly with the interior mahogany finish throughout the building. The main floors are of terrazzo. The corridors and the floors of the rooms are of music and are covered with beautiful rugs. All dishes, towels and linen are stamped with the “Hotel Doherty” monogram. More than 100 guests can be accommodated at one time.
When Mr. and Mrs. Doherty came to Clare from New York state in 1878, they had very little money. He engaged in the mercantile business in rather a small way and purchased a home for which he was to pay $750. of this amount he was able to pay $250 down and the balance he paid in installments. He succeeded in business and in 1901 he was elected to the State Senate from the 28th district, and in 1903 he was re-elected and again in 1905. some time later he was appointed a member of the State Board of Agriculture to succeed C. J. Monroe, of South Haven. He took an active interest in the affairs of the Michigan State fair while he was a director. In the senate he was known as “Bellwether” Doherty for his possession of great political sagacity and the added fact that he led the senate roll call, considerations which gave him much influence. He has built eight business blocks and many residences in Clare and has stood ready at any time to do anything to advance the best interests of his town. Residents of Clare are free in their assertions that for its size, there is no better hotel in the state.

The banquet given by the Clare Chamber of Commerce in honor of Mr. and Mrs. A. J. Doherty and the formal opening of the “Hotel Doherty” Monday evening, May 12, is now a matter of history, but will never be forgotten by those who were privileged to attend. No expense or pains had been spared to make this event a complete success. Promptly at the appointed hour, the orchestra under the leadership of Robert Heisman of Midland, began playing and the guests were admitted to the dining room. This room, however was not large enough to take care of the one hundred and sixty-eight guests who were present, and a table had been placed in the lobby so all could be accommodated. The dining room was decorated with palms and ferns together with beautiful silk American flags. The tables were graced with sprays of smilax and large bouquets of carnations. These decorations were in charge of Walter Caple, of Mt. Pleasant, and his work was well and capably done. The food was excellent and well served. The music of the orchestra was enjoyed, especially the old plantation songs many of which the guests joined in singing these in company with the music. Following the serving of the banquet, W. S. McAllister, President of the Board of Commerce, at the beginning of his talk, got himself in right with the ladies present, by calling them beautiful and got in wrong with the men, especially those in dress suits, by calling them ordinary and commonplace. He spoke of the disappointment and discouragement which prevailed in Clare at the time the old Calkins House burned and of the many plans proposed only to be abandoned until Mr. A. J. Doherty undertook the task of erecting this beautiful building. He paid tribute to Mr. Doherty and expressed the appreciation of the Chamber of Commerce and the citizens of Clare. In his usual happy and witty manner “Mac” then introduced Judge Ray Hart, of Midland, as toastmaster for the evening. Judge Hart has appeared in this capacity in Clare before, but never has he or any one else filled that position so acceptably as Judge hart did at this banquet. In his remarks, he spoke of the success of men which often can be attributed in a large measure to the inspiration, faith and co-operation of their good wives and then introduced Rev. H. B. Johnson, who spoke briefly of Clare, the best town, and on behalf of the Board of Commerce, presented a large bouquet of roses to Mrs. Doherty. Although it was a complete surprise to her, she responded in a very wonderful manner, and emotion ran high when she told how she appreciated the love and sympathy of her friends and neighbors expressed by this gift.
Mr. Perry Shorts, vice-president of the Second National Bank, of Saginaw, and graduate of the University of Michigan law school, then responded to the toast, “The successful American Business Man”. His address was a masterpiece. He said, “We hear eulogies of ministers, scientists, statesman and others but seldom does any one speak of the common American business man. He is looked upon as hard headed and coldblooded, but his success is so important to all of us that it is well to consider those qualities which will make him succeed. He must have commanding will power and any man or any army with a fixed determination will win. The successful business man will have a good supply of labor. Hard work is the key used by wealthy men, scientist, surgeons, lawyers and statesmen to unlock success. Good citizenship is one qualification and this means love for country, state and own home town. He obeys the laws and respects the rights of others. Honesty is the foundation of good citizenship. The ideal man of today is a man of good character. A man is at his best when he is lifting his fellow men to a higher and better position of living. We often say that credit is the basis of business, but character is the foundation of credit.” He spoke of the spiritual things, which, while they are invisible, they are the most important. He urged all to be broader, more generous, bigger and wiser.
Ex-Governor A. E. Sleeper then spoke of his acquaintance and friendship with Mr. Doherty which began when they were associated together in the State Senate many years ago. E. V. Chilson, Deputy Secretary of State, in a very feeling and touching manner expressed his appreciation of Mr. and Mrs. Doherty and their friendship.
There was great applause when one of the former Clare citizens, Mr. Dennis E. Alward was introduced. Mr. Alward said, “I arrived in Clare 44 years ago, when pine stumps were in the street. There was a population of about 250 people. Mr. S. C. Kirkbride occupied a residence on the site of this hotel at that time. That day I met for the first time, a young attorney, Mr. C. W. Perry. A young banker, C. H. Sutherland, a merchant, Nathan Bicknell, the father of James S. and William H. Bicknell and the family of Doherty’s. Mr. Doherty and I built our homes side by side, we had no money, but were great neighbors. When I came to Clare that first day, they were building the town hall and there was as much interest manifested by the citizens as if it were the capitol of the state. I was a stranger and all were interested in me and a young man on the roof of that building engaged in nailing on shingles paid too much attention to the stranger and hit his thumb with a hammer. His language was emphatic and sulphurous, but that man has been a builder ever since that time he worked on the town hall and he has always built substantial and well. I count myself fortunate to be able to come back to my home, to the city which will always be my home and pay tribute to what my friend Doherty's have done.”
Hon. James E. Davidson, of Bay City, and Senator Karcher, of Rose City, spoke briefly. Hon. W. W. Potter, of Hastings, who was a former resident of Clare county, was introduced. Judge Hart read telegrams and letters from Congressman Roy Woodruff, Hon. Leonard Freeman, Gov. Alex Groesbeck, Auditor General O. B. Fuller, Regent of the U. of M., Julius Beal, Sec’y. Of State Chas. DeLand, Hon. George Lord and others, who expressed regrets at being unable to be present. After the speaking, the tables and chairs were removed from the dining room and a goodly number of the guests danced until late in the evening.
Guests from out of town were: Mr. and Mrs. E. V. Chilson, Dr. and Mrs. J. B. Roe and Dennis Alward, of Lansing; Hon. Wm. Wallace, Perry Shorts, R. T. Maynard and Herbert Gay, of Saginaw; Mr. A. So I loved the first Helldivers and love this one even more. I have nothing negative to say about helldivers 2. Through all the nerfs and buffs and bugs I’ve always found a way to to adjust my play style and still have fun.
There are some things I think would make great additions to the game and maybe play in to the lore a little more.
  1. Earned items - as in the first game some capes were earned by doing certain things, specifically defeating bosses and such. I think it would be cool to bring back something similar. For example: Kill 1 million bugs and get a cape or maybe different ship name options or rank options. Maybe in the future if they ever bring weapon or armor shaders or ship “decorations”.
  2. Player profiles - kind of going of the last thing, perhaps being able to earn medals for completing certain tasks or participating in specific operations and being able to display a ribbon rack on your profile or something similar.
  3. Make it personal - being able to chose what planet you are from (if you talk to the engineer crewmate she says she have never been to Super Earth, indicating she is from one of the other planets.) But it could be a fun little boost for some when your home planet comes under attack. Get mail from home or school kids. Some of those letters the kids would send to the soldiers in Iraq. “Thanks for killing bad guys. I hope you don’t die. Thank you soldier.” Or maybe you get a “Dear John/Jane” letter.
  4. Lore, lore, lore - I’ve loved the tidbits of lore we have gotten here and there and would love to see more even if it’s not in the game itself. Most of the “extended” lore at this point is speculation and theory.
Anyways, I love the game and have nothing next to say about it. I think there could be other ways to reward players that aren’t medals or game breaking. So many of us don’t really have much use for samples or medals a couple days after the new warbond and that’s okay, doesn’t stop me from collecting samples or doing daily/major orders.
What stuff would you like to see that isn’t negative or about fixing bugs and nerfing and buffing, just fun side things?

Is your local shelter refusing animals? Shelters are supposed to be safe havens for animals who have nowhere else to go, but in an increasing number of communities across the country, good Samaritans who find strays and desperate citizens who cannot keep their animals are hearing the same responses when they try to take animals to shelters: “Sorry—we’re full,” or “We’ll have to put you on a waiting list.” Some shelters require people to make appointments, wait for months, or pay high “surrender fees,” or they drastically reduce their hours or even encourage people to leave cats on the streets, often illegally—all in a misguided attempt to keep animals out.
Why? Shelters are under extreme pressure by laypeople who are opposed to euthanasia under virtually any circumstances and at any cost. They harass and vilify shelter workers who make the difficult but compassionate decision to euthanize some animals in order to keep their doors open to every animal in need.
In response, an alarming number of shelters—in some cases, even taxpayer-funded ones—are choosing to operate like exclusive clubs or boutiques instead of refuges for animals in need. Document Your Experience

If a shelter has refused to accept an animal from you, required you to pay a surrender fee, put you on a waiting list, or instructed you to abandon an animal, carefully document everything that happened. Take photos and video, if you can, to help make your case when you share the evidence with elected officials and the media. Be sure to document the following:
  • The name and address of the facility
  • The time and date of your call or visit
  • The name of the person you spoke with
  • What you were told (an exact quote, if possible)
  • Whether you spoke with a supervisor and, if so, what you were told

Gather Community Support

If you know of other people who have encountered difficulties in surrendering an animal to a shelter, interview and take written statements from them, then help them take their cases to local and state elected officials as well as to the media.
Meet with local veterinarians to explain the situation at the shelter. Veterinarians may be especially sympathetic—not only because they care about animals but also because in communities where shelters restrict intakes, veterinary offices and animal hospitals often become popular places for people to abandon animals. If you find veterinarians who seem understanding, ask them for a statement and encourage them to get involved by helping you lobby for open-admission policies at the shelter. Be sure to keep your meetings brief and respectful, as most veterinarians are extremely busy, and follow up with a handwritten thank-you note. Take the time to form lasting relationships with sympathetic veterinarians, as they may be able to help if you find an animal who is turned away from the shelter.
If you know of local businesses where stray and homeless animals congregate, ask the owners if they would be willing to sign a statement and get involved. Their concerns may have significant influence with elected officials.

Make Your Case

Once you have gathered statements and evidence, request a meeting with the shelter director by writing a polite letter. Express your support of open-admission policies, including providing euthanasia services when necessary. If the director is open to revising the shelter’s policies, wonderful! Your legwork has paid off. If not, don’t worry—you have brought this important issue to his or her attention, and you can now take your case to elected officials and the media.
If the director is unresponsive to your concerns, don’t be discouraged. If the shelter is taxpayer-funded, elected officials may view the situation more objectively and be more receptive (and able to initiate change). Your next step is to request a meeting with elected officials to express your concern that the shelter is not providing needed services.
If the shelter is taxpayer-funded, it’s also important to attend city and/or county meetings on a regular basis to express your concerns about the shelter. Most meetings allow the public to speak briefly (usually for three to five minutes) on issues of concern, so prepare and practice a short statement that you can read if given the opportunity. Be sure to include your most compelling points, including examples of your own or others’ experiences with being turned away.

Keep Speaking Up!

Changing entrenched policies can take time, so be persistent and patient. There are many simple actions that you can take to keep the issue in the forefront of citizens’ and elected officials’ minds:
  • Write letters to the editor and comment on online news articles that demonize open-admission shelters or glorify turn-away facilities.
  • Become an animal rights photographer. Go into the community and document the suffering of homeless and neglected animals (dogs hit by cars, covered with mange, or languishing on chains, cats living under sheds trying to raise a litter of kittens, etc.). Share these photos with the shelter director, elected officials, and/or the media to help demonstrate the critical need for a shelter that accepts all animals. Please also try to help any stray animals or chained dogs you see.
  • Print out PETA’s flier about the dangers of turn-away facilities and hand it out to people in front of grocery stores, or leave a stack at your dentist’s office, the gym, coffee shops, etc.fundamental need for shelters to keep their doors open to all animals (we can provide free materials).
  • Ask your state lawmakers to introduce legislation that would require “rescues” to be strictly regulated and facilities operating as taxpayer-funded shelters to accept all animals surrendered to them, as well as defining facilities that turn away animals as “adoption groups” rather than as “shelters.”
  • If your case is especially egregious (an animal died or was significantly injured as a result of being turned away), consider filing a lawsuit against the city/county/shelter on the grounds of dereliction of duty and/or cruelty to animals. You may be able to find an attorney willing to help in your case on a pro bono (free of charge) basis simply by calling local attorneys listed online.
  • Tell your friends, neighbors, and family members about the situation at your local shelter and encourage them to get involved, too!
  • Host information tables at community events. Play PETA’s videos about problems associated with turn-away policies, such as “The Betrayal of ‘No-Kill’ Sheltering,” “Turned Away: A Closer Look at ‘No-Kill,’” “How Long Do Outdoor Cats Live?” and “100 Pit Bulls in 100 Seconds,” and share PETA’s materials on these topics (we can provide them for free!).
  • Ask your local library to let you set up an information display about the fundamental need for shelters to keep their doors open to all animals (we can provide free materials).

A research letter was published on May 3, 2024 titled Highly Pathogenic Avian Influenza A(H5N1) Virus Infection in a Dairy Farm Worker. (The picture is from the letter, look at the guy’s eyes! Yikes!!)
If you scroll all the way down to “Supplemental Material” you can download the full Supplementary Appendix, because it is in this Appendix that even more information is provided.
For example, page 6 of the Appendix mentions the mutations found in the farmworker virus, as compared to the current candidate vaccine viruses (CVVs). Note: The cross-references to other literature are my own. I maintain a timeline of events for my research into avian influenza, which includes outbreaks, past pandemics, scientific studies, basically anything avian-influenza related that I found noteworthy. I found that three of the four the mutations from were mentioned in prior studies and I thought that might be of interest here:
V210A:
-V210A mutation was in the H5N1 strain from the recent human case in Chile. See April 17, 2023 CDC Update - Human Infection with highly pathogenic avian influenza A(H5N1) virus in Chile, https://www.cdc.gov/flu/avianflu/spotlights/2022-2023/chile-first-case-h5n1-addendum.htm (There are only three amino acid changes (i.e., L104M, L115Q, V210A) between the HA of the virus from the Chilean case and A/Astrakhan/3212/2020-like candidate vaccine, and they are not in major antigenic epitopes strongly suggesting that antibodies elicited by the [vaccine] would be expected to have good cross-reactivity. . .”).

I found it interesting that three of the mutations in the recent dairy farmworker in Texas were also found in the human case from Chile. The latter case was not a farmworker but was a man who lived near a beach where dead sea lions had been found, and so the authorities presumed some type of environmental exposure (although I don’t know if that was ever confirmed for sure). So it may be that these mutations in the HA gene are generated upon the virus entering a new host, like a human.
In the Appendix the authors also speculate about the exact manner in which these cows are becoming infected. The various scenarios they propose here clearly shows no one has any idea what is happening, but it was interesting to see it all in print.
The appendix also notes multiple times the difficulties in obtaining full information on these cattle outbreaks. There are several references to the inability to conduct an epidemiological investigation on the dairy farm where the worker was infected, and the authors note several times how a sample of the cattle on that farm was “not available” for comparison with the human strain. So there are some glaring gaps here that hopefully won’t be gaps forever. The more information we have the better.

I am a sales rep for clinical labs. I bring my clients (physician primary care offices) to labs in which the labs run the samples and I get paid commission on every sample I bring in. I applied for a position at a start up lab and already the owner is asking me to bring my sales rep friends on board. I let him know that I will need an offer letter before that. He is telling me that he can make me the VP of sales, which I have no interest in doing. It’s weird because I feel like he wants me to build his sales force, and bring more samples on for free, and then possibly let me go when he has enough volume.
I asked if my continued employment is contingent upon bringing more people on, and he replied that “it will build my umbrella”. He didn’t directly answer the question. How should I go about this?

Questions regarding naming conventions for deliverables.
In terms of priority, I deliver for Music FIRST, then TV/Film etc. SECOND, however I would like to be compliant when delivering mixes such as NoLeadVoc and InstOnly mixes for any potential sync licensing.
I have read AESTD1002.2.15-02 (Page 14 onwards), which is considered the standard for deliverables.
Here is the filename example of a mastered deliverable:

It seems that pro mastering studios and production companies follow the core of this naming convention, but over time have adopted their own unique differences.
For instance, Netflix's naming convention seems to contradict itself for version numbers, asking for e.g. 'R##' in the table, but then gives examples of 'v##'):

Question 1) Using 'R' (for Revision) would match the AES convention, but would you say that Netflix giving these examples is enough to warrant me using 'v' (for Version) for deliverables going forward?
I 'think' I read somewhere that in film, the letter 'v' is used already being used for picture, so the letter 'R' was adopted for audio only submissions. Please correct me if I'm wrong here, because I want to know!
If I can use 'v' instead of 'R', that would be great. For me, 'v' makes it easier, so I can name all deliverables as V01, V02, V03, instead of changing the letter from 'v' to 'R' when revisions start, e.g. V01, R01, R02.
Question 2) It appears that starting filenames with the Artist's Initials is what's required and is commonly used/expected.
For example, Lauren Hill would start the file with 'LH' as seen below:

BUT... What happens when a song has 2 artists with identical rights to the song, meaning nobody is featuring on the song, and it's seen as a 50/50 collab, where the song title might be structured as "Artist1 X Artist2" instead of "Artist1 (Feat. Artist2)". How would you go about naming these files.
Let's say Artist 1's initials is AA, and Artist 2's initials is BB. Can you do this:

I've never seen a comma used in a deliverable, but AESTD1002.2.15-02 does not state that comma are illegal, so in this unique circumstance, would you say this is the most plausible solution?

The Atemporality of Manga and Anime
Every form of visual media functions according to its own temporality. In the case of popular culture most of these temporalities are a matter of movements.
All forms of visual expression are marked by a form of movement particular to their medium. Manga, anime, and film each have their own “grammar” of movement. Lining up photographs of real people like frames in a manga, for example, would not produce the same effects as a manga. On the contrary, it would lack reality (riariti), and the only effect it could produce would be of kitsch. This is because the kind of movement specific to the photographic medium clashes with the manga form.
These techniques for expressing movement include everything from the macro-level of speed lines in manga. Used effectively, they produce the effect of realistic movement. Reality (riariti) in anime is produced not by naturalistic backgrounds or by imitating cinematic techniques but only by realizing the kind of movement that is unique to anime. Under these conditions even a character drawn with a single line can seem just as real or even more real than a person in a photograph or a film. Now let us consider the question of temporality in manga and anime while paying attention to how they express movement.
A comparison of the work of Ishinomori Shotaro and Nagai Go is useful in thinking about temporality in manga. Ishinomori and Nagai use very different methods for representing time. Simply put, one uses “cinematic time” and the other “gekiga time.”
As Kato Mikiro has also argued, Ishinomori’s work brought the representation of time in manga to an extremely sophisticated level. His techniques were then adopted as a kind of grammar unique to manga and eventually rendered even more sophisticated in the hands of artists like Otomo Katsuhiro. One can certainly see the influence of film in these techniques (Ishinomori himself was also a great fan of Western films). Even more than someone like Tezuka Osamu, Ishinomori intended his manga to be like films. In contrast to this, Nagai’s techniques are more specific to manga, almost as if he were taking a position against cinema. Because this point is very closely related to the emergence of the beautiful fighting girls, let us look into it in greater detail.
In Ishinomori’s work, time “flows,” as it were, at the mostly consistent speed. It is his well-known techniques for describing intervals in dialogue - for example, the kind of time produced by the contrast between the dialogue within speech bubbles and the handwritten dialogue outside the speech bubbles - that maintain the objectivity or intersubjectivity of time in Ishinomori’s works. It is a more chronological, measured time that flows straight and even, without slowing or faltering.
In Nagai’s work, on the other hand, time no longer flows. It contracts and expands along with the reader’s subjective viewpoint. Action-packed, high-impact moments are drawn with large frames and take up many pages. This way of representing time, hardly used by Ishinomori at all, has become the trademark of Japanese manga in general. Ishinomori’s Masked Rider (Kamen raidaa) and other works in the squadron genre have been more often adapted as live-action dramas than as anime. This is in stark contrast to Nagai’s works, which have almost always been adapted as anime. There are no doubt reasons internal to the industry for this, but that does not explain everything. It seems clear that Nagai’s work itself has a greater affinity for being adapted as anime. And one of the things that anime have adopted from manga is the kind of atemporality represented in Nagai’s work.
In an earlier essay I was critical of this sort of atemporality in the work of Miyazaki Hayao. Here, I would like to return to that earlier essay to reconsider the atemporality of manga and anime.
As Miyazaki himself points out, anime starts out as the stepchild of manga. Anime often borrow techniques directly from manga. The best known example of this is the use of so-called manpu (Takekuma Kentaro) but the atemporality of anime is also derived from manga. Miyazaki compares anime’s atemporality to a traditional Japanese form of storytelling known as kodan storytelling, in which time and space are grossly distorted and exaggerated according to the passion and expressivity of the characters. The kodan “Kan’ei sanbajutsu” (Horse riding in the Kan’ei era), for example, is a long and extremely detailed description of how Magaki Heikuro climbs up a stone staircase on a horse. This kind of unlimited extension of a single privileged moment is typical of the atemporality of kodan storytelling, and Miyazaki is extremely critical of it.
One sees this kind of temporality most often in gekiga comics like those of Kajiwara Ikki. The most extreme example is perhaps Nakajima Norihiro’s Astro kyu dan (Asutoro kyu dan), the climaz of which is a single baseball match between the Astros and the Victories, the description of which took three years in serialization and more than two thousand pages. Astro kyu dan was a groundbreaking work, but it was neither minor nor avant-garde. It was published in Shonen jampu (Jump), a leading manga magazine, and, with the exception of a few raised eyebrows here and there, readers had no trouble accepting it.
The media space of manga and anime clearly tends toward atemporality. Manga about sports inevitably favor these descriptive techniques. The time between the moment the ball leaves the pitcher’s hand to the time it is swallowed up in the catcher’s mitt, the moment when a long-distance runner speeds up just before the finish line, the time of a round of boxing: all of these extremely short periods of time are extended and rendered in elaborate detail. The impact of a particular scene is heightened in direct proportion to the time spend describing it and the density of the narrative. Such techniques have been used most effectively in manga and anime. There is nothing in films or even novels capable of rendering this sense of atemporality quite as naturally. This point may have to do with the particularity of “Japanese space” that I discuss later.
Of course, the imaginaire, the realm of the imagination and fantasy, is atemporal to begin with. Dead people, for example, do not age in this realm. This is very different however, from Sigmund Freud’s notion of the atemporality of the unconscious. The unconscious is atemporal by its very nature, while the Imaginary can accurately be said only to strive for atemporality. In the imagination there is often a striving toward unlimited experience, which leads to a frantic gathering together of privileged moments.

In an essay on schizophrenia, the psychiatrist Nakai Hisao writes about the distinction between chronological and kairological time. Chronological time, named after Chronos, the Greek god of time and the father of Zeus, refers to physical time that we can measure on the clock. Kairos, on the other hand, is the Greek word for “opportune moment” and refers to time as human beings actually experience it. When we feel as if a boring lecture will go on forever or the time spent with a lover is over in a millisecond, it is because we are experiencing the time of kairos. Nakai writers that at a certain point in the progress of schizophrenia, patients experience “the collapse of kairological time and the maintenance of chronological time.” If this is possible, then there is no reason to think that the opposite might not also happen. Chronological time might recede, and the individual might leap headfirst into kairological time. In borderline cases and hysterics, for example, kairological time is clearly dominant. The time experienced by these individuals is often marked by the “here and now” of narcissism.
There are several other ways in which anime and manga strive for atemporality, or the suppression of chronological time. Characters like Sazae-san and Doraemon never grow old, and their stories unfold cyclically , always in the same setting. The technique of the tournament form that anime borrowed from manga magazines like Shonen jampu is another example of an atemporal form, like an infinite musical scale. American comics are fundamentally loyal to the techniques of cinema . In other words, they use chronological time in every respect. The flow of time from frame to frame is always even, and emotional prolongation and exaggeration is minimized. The characters’ subjective viewpoints are rendered through their monologues, and they do not demand readerly identification any more than necessary. In Japanese manga, on the other hand, particularly since kairological time was introduced by Tezuka, there has been a proliferation of techniques for rendering brief moments with high density and a very light touch. As these techniques were developed and further refined, they forced readers to identify with the characters even as they made it possible for them to read at a very fast pace. There is nothing else like this in the history of representational culture. It is very different from the way short time periods are presented in long novels such as the four days of the Brothers Karamazov or the single day of Joyce’s Ulysses. The high temporal density of these literary works derives from their indexical and polyphonic narrative structures. What they lack, moreover, is speed. The paradoxical combination of high-density and high-speed forms of expression is the unique quality of the media space of manga and anime.
The atemporality of manga derives from the screen effect whereby something looks as if it were stopped because it is moving so fast. Atemporality is not the only effect made possible by this copious description of instantaneous moments. I have pointed out that it also makes speed-reading possible. What does the copious description of instantaneous moments have to do with speed-reading? Here it would be useful to explain one of the most conspicuous codes that characterizes manga and anime.
Synchronic Space in Unison
Manga has its own very particular set of codes. As is well known, manga have multiple means for communicating these codes, both visual and verbal, as well as various supplemental onomatopoetic and mimetic expressions. Its methods of visual expression are far from simple. The background may be drawn in great detail, but the characters must be drawn using symbolic abbreviations. This is necessary to maintain visual continuity for the same characters from frame to frame. The characters’ emotions must also be expressed symbolically. This is the function of so-called manpu. Movement is expressed symbolically using various kinds of “speed lines.” I use the word “symbolic” here to indicate that these expressions directly transmit meanings as simple codes, leaving almost no room for multiple interpretations.
A frame from a manga chosen at random illustrates what I mean in greater detail. It is easy to see that multiple code systems coexist within even a single frame. We may begin by reading the text, but the shape of the bubbles that envelop the text are also expressive of emotions and situations. The manga as a whole consists of a very long list of codes, including the facial expressions of the characters, manpu, onomatopoetic and mimetic expressions, and speed and concentration lines. In manga it is almost impossible for a given mark, ln the paper not to carry any meaning. The brush or pencil strokes and the panel layout, as well as the empty spaces and the abbreviations, all contribute in some way or another to the meaning. When we stop and think about it, it is quite surprising that we have read such huge quantities of manga without ever being conscious of all of these codes . How is it that a system of codes of this complexity has come to be shared as a common grammar so unconsciously - and accurately? Answering that question alone would make for a fascinating history of representational culture. But for now let us leave that aside and move on.
Some readers may be wondering whether there is really anything unique here about manga and anime. Don’t film and theater have their own complex systems of codes? What is unique about manga and anime is not the layering of codes on top of one another, or even the number of codes in use. What is important is that in manga and anime these codes do not create a polyphonic effect. Instead, they work in unison.
What do I mean by this? Even though multiple layers of codes operate in a manga or an anime, they express the same meaning, or the same emotion. Multiple code systems are synchronized to convey the meaning of a single situation. The more precise and rhythmic this synchronization is, the more rapidly we end up reading them. Speed-reading is an effect of this unison of codes, but at the same time the codes are brought into greater synchronicity by being read quickly.
One more crucial factor is that each of these codes that we have been discussing is highly incomplete on its own. No single manga code can convey meaning by itself. The text of the images alone do not relay sufficient meaning to be read in isolation. This means that all of the code systems must supplement each other. It is only this mutual supplementation that makes possible the synchronization and the unisonic effect of the whole.
For this reason the space of manga functions a representational space that is both excessively overdetermined in meaning and highly redundant. A related phenomenon is the rapid spread of those unsightly so-called telops that have become so irritatingly common on television programs in recent years. The words of the performers on variety shows are repeated for emphasis using subtitles, to which are added (in all likelihood synthesized) recordings of the laughter of the crew. Here also, you have multiple codes working in unison to ensure that the viewer was no way to react but to laugh. Some have pointed to this as an example of television becoming like manga. But I am more interested in considering what it is about our culture that makes us so found of these redundant and exaggerated forms of expression.
According to Frederik Schodt, who has also written about Japanese manga, the Japanese preference for combining visual with verbal expression has its roots in the kibyoshi picture books of the Edo period. Schodt’s thesis will of course require careful study before we can be certain. But at the present moment it does seem to be the case that Japan is the only country in which the fundamental grammar of popular culture can be described as the copious expression of multiple codes in unison. It is not that there are no examples of this in other countries, but nowhere else has it attained the widespread popularity and sophistication that it has in Japan.
This distinctive medium, which becomes meaningless when the codes are separated out and excessively meaningful when they are synchronized, brings to mind something else as well. It is very similar to how the Japanese language itself uses phonetic kana along with Chinese characters. As the anime director Takahata Isao has argued, anime and the Japanese language stand in a very intimate relation to one another. Takahata’s point is the anime is the Japanese language. Of course, there have been claims like this before, such as the one that suggests that manga resemble Japanese calligraphy. Misconceptions about kanji, particularly the idea that they are ideographic, and fascination with the refined look of the characters led even Jacques Lacan into thoughtless remarked that “the Japanese cannot be psychoanalyzed.” [*12. Jacques Lacan, “Avis au lecteur Japonais,” in Le seminaire de Jacques Lacan, ed. J. A. Miller, vol. 11 (Paris: Editions du Seuil), 497-500.] If we accept the distinction between the Symbolic and the Imaginary, we have to recognize that this is wrong. If there is something unique about kanji, it is not that they are closer to symbols than to letter. It is entirely possible to be attached to the visual appearance of writing, to treat it like a fetish, whether it be kanji or alphabetic letters. For the same reason we should avoid facile conflations of the imaginary function of anime and manga with the symbolic one of the Japanese writing system.
My sense is that the uniqueness of the two-pronged kanji/kana writing system employed in Japanese has less to do with its visual qualities than with the fact that reading it is a highly context-dependent process . And it is this fact that helps regulate the emergence of symbolic effects into the Imaginary. What we can say at this point for sure is that neither a Chinese character nor a phonetic reading on its own is sufficient to denote meaning. And it goes without saying that it is only with the addition, in synchronic unison, of katakana and roman letters that the full meaning can be gleaned. It is probably not a coincidence that the code systems of anime and manga work in a similar way.
The ease with which we enter into the world of a manga and the extraordinary speed at which we are able to consume them suggest that we may “read” them in the same way that we read Japanese writing. If this is indeed the case, we might make a further hypothesis about the Japanese writing system. We cannot claim that Japanese writing somehow blurs the boundaries between the Imaginary and the Symbolic. We can argue, however, that it provides us with a sophisticated mechanism for processing imaginary objects using symbolic operational forms.
This hypothesis helps explain a number of stranger phenomena. The first of these is that drawing ability is not the most important factor in assessing Japanese manga artists and anime directors. In fact we are strangely forgiving of their technical skills in drawing. The ability to draw certainly doesn’t hurt, but it is merely an added value. There are any number of Japanese artists who are considered “greats” but whose drawing ability is inexpert when judged by the standards of the West. Even Otomo Katsuhiro, for example, is not valued in the West for his ability to draw. Instead, his international reputation rests on his ability to tell a good story. This tendency to downplay drawing ability is also reflected in the fact that almost all critical writing on manga and anime to date focuses exclusively on narrative and character analysis.
It seems likely that we Japanese inhabit a cultural sphere that has experienced a rather distinctive development of technologies for the symbolic processing of imaginary things. This hypothesis has implications that are not limited to the theory of manga and anime. But because those implications would take us far beyond the scope of this book, we leave them for later and return to the main argument, bearing this hypothesis in mind.
The Space of Multiple Personalities
It should be possible to further expand on and generalize from these notions of the multilayered codes in manga and anime and the way they function in unison. It should be possible, for example, to think of a character in a manga as a kind of code. In my understanding, manga works have a structure that resembles a patient with multiple personalities. The better the work, the more occasions it provides for the multiplication of these personalities. To put it differently, the more perfect the manga, the more completely it succeeds in integrating the totality of its character into a single mutually supplementing system of partly personified characters.
In clinical practice it is well known that the separate personalities of patients with multiple personality disorder are highly incomplete in themselves. It is not uncommon for these individual personalities to be simple types whose entire nature can be expressed with a single phrase. In this sense it might be more appropriate to refer to them not as “personalities” but as individual “specs” (functions). This sort of incompleteness applies to many manga works as well.
It should be clear that what I am opposing to this space of multiple personalities is Mikhail Bakhtin’s notion of polyphony. Here is Bakhtin on the space of polyphony:
  • A plurality of independent and unmerged voices and consciousnesses, a genuine polyphony of fully valid voices is in fact the chief characteristic of Dostoevsky’s novels….a plurality of consciousnesses, with equal rights and each with its own world, combine but are not merged in the unity of the event…not only objects of authorial discourse but also subjects of their own directly signifying discourse…. The consciousness of a character is given as someone else’s consciousness, another consciousness, yet at the same time it is not turned into an object, is not closed, does not become a simple object of the author’s consciousness. In this sense the image of a character in Dostoevsky is not the usual objectified image of a hero in the traditional novel….He created a fundamentally new novelistic genre.

The space of manga and anime has virtually nothing to do with these characteristics. In fact that space is more like an even more extreme version of what Bakhtin describes as having come before Dostoevsky. In other words, manga and anime give us “a multitude of characters and fates in a single objective world, illuminated by a single authorial consciousness,” in which “a character’s discourse [can] be exhausted by the usual pragmatic functions of characterization and plot development” and made to “serve as a vehicle for the author’s own ideological position.”
It is a fact that is often misunderstood, but like many other subcultural productions, the degree of freedom of expression in manga genre is extremely low. Compared with the novel, the formal characteristics and the range of narratives and narrative perspectives in manga are much more tightly circumscribed. What manga have instead is a much greater diversity of styles than the novel. This is also typical of most subcultural forms. To put it in semiotic terms, manga are impoverished on the syntagmatic axis (i.e., the horizontal structure) but extremely rich on the paradigmatic axis (i.e., the vertical branch).
For this reason it is not possible for manga to convey narratives above a certain level of complexity. The personalities of characters in manga have to be simple enough to be understood at a glance. If complex personalities cannot be described, complex narratives are not possible. In manga, therefore, the individual personalities of characters are inevitably types. If many manga contain only characters that belong to identifiable types, this is because the characters have to be arranged according to a code in which each one of them carries a single meaning. But this is no reason to complain about the lack of complexity and depth in manga characterization. In manga, a single personality is often divided among multiple characters. In other words, an entire manga work in its entirety is the coordinated expression of a single personality - of, for example, the personality of the author.
If it seems like I am belittling manga and anime by making this argument, this is not my intention. But just to be sure, let me make my defense of them explicit. The characteristics of manga that I have described above are weaknesses in terms of their capacity for literary expression. But do we not live in a time when the authority of the literary has been considerably weakened and the exponents of so-called high culture are being banished to an ever-shrinking territory?
If the weaknesses of subcultural forms like manga fall under the category of what I have just described as the syntagmatic, their strength lies in their paradigmatic diversity. One example would be popular music, where a diversity of sounds and arrangements are applied to simple structures, making for virtually infinite repetition and renewal. These days, techniques like sampling and remixing are not limited to music. We can all remember quite clearly how refreshing and powerful we found the anime series Neon Genesis Evangelion (Shin seiki Evangerion), which was produced almost entirely using these technical refinements. Subcultural forms will surely continue to seduce and bewitch us with their uncompromising superficiality. They may not be able to portray “complex personalities,” but they certainly do produce “fascinating types.” The beautiful fighting girl, of course, is none other than one of those types. That she can only survive in a subcultural habitat is due to the reasons given above.

Due to his connections with the police and politicians, Vedant got out on bail in under a day. The lawyer representing him, Adv Prashant Patil, has been associated with the likes of people like Jacqueline Fernandez, Suraj Pancholi and many others.
Vedant, along with 2 of his friends were seen partying in nearby clubs in Kalyani Nagar. They returned to their car drunk at 3:15AM, and Vedant forced his driver to let him drive the car, even though the driver kept asking him to not do it. The Agarwal family is now trying to shift the blame on the innocent driver, making it look like he was the one who was driving when the accident took place. According to law, Vedants father too should be facing prosecution and jailtime.
The deceased, Anish and Ashwini, came from Madhya Pradesh in search of job opportunities and were working in IT companies. There is very little coverage about the victims and their backgrounds. Imagine what their families must be going through. Pune police has failed miserably in providing them justice.
We demand justice for the victims' families, and we refuse to let the influence of wealth and connections overshadow the gravity of this tragedy.
