Grand World Phu Quoc was introduced by Vingroup as a real estate resort project that was highly sought after by investors. However, in response to these expectations, Vingroup and Techcombank have set up a maze-like scam to blatantly seize customer investments, estimated at OVER 1 BILLION USD.
GRAND WORLD LAND IS ONLY COMMERCIAL AND SERVICE LAND AND CANNOT BE SOLD AT RETAIL
The Grand World land has two certificates, CU 861652 and CU 861653, with a total area of 85.3 hectares. Certificate CU 861652 is state-owned land leased with annual payments, with an area of 407,951.7 m2. And certificate CU 861653 is state-owned land leased with a one-time payment, with an area of 374,975.4 m2. Both of these certificates clearly state that they are COMMERCIAL AND SERVICE LAND.

In addition, according to Decision No. 02/QD-BQLKKTPQ of 2019 of the Phu Quoc Economic Zone Management Board on the planning of the Grand World project, Article 1 clearly states: New Vision Real Estate Company Limited leases land for use for commercial and service purposes (to implement the project to build the Grand World high-end resort and villa complex).

Thus, from the project's red book to the decision documents of the BQLKKTPQ, it is clearly confirmed that the Grand World project land is planned as tourism and commercial land and is land leased with annual payments (certificate CU 861652) and a one-time payment (certificate CU 861653). According to Article 175 of the 2013 Land Law, land leased with annual payments is not allowed to transfer the right to use land [2]. And according to Article 174 of the current 2013 Land Law, the lessee is allowed to transfer the right to use land and attached assets owned by the investor to the land [3]. But that is in the case of transferring the entire land lot, project and all assets, facilities, not dividing and selling like dividing lots and selling land. Similarly, LDG Investment can only sell the entire right to use the land to Vingroup, not a part of the project.

VINPROUP SCAMMED CUSTOMERS BY SELLING WHAT THEY CANNOT SELL.

As stated above, the land of the Grand World project is state-owned leasehold land and cannot transfer land use rights (for land with annual rent) or must transfer the entire land use rights (for land with one-time rent). Vingroup cannot transfer the land use rights of the leased land to be divided into lots and sold. If Vingroup wants to sell to small and individual investors, it can only resell the right to exploit apartments and services.
But if it only sells the right to exploit, Vingroup will not be able to sell for much money. For that reason, there is reason to suspect that "Vingroup has taken advantage of investors' lack of legal knowledge to SCAM" by being vague with customers about "SELLING ALL REAL ESTATE" and issuing a sales contract as a "TOURISM SERVICE CONSTRUCTION SALES CONTRACT".

Article 19 of the 2014 Real Estate Business Law stipulates that the principle of buying and selling houses and construction works (or tourism works as Vingroup calls it) must be attached to land use rights. This is what Vingroup cannot separate and transfer to customers as mentioned above.
According to Appendix No. 01 issued with Circular 27/2018/TT-BTNMT, commercial and service land is land used to build business, service, commercial establishments and other works serving for business, services and trade. That means that the commercial and service land here is only state-owned land leased for businesses to exploit and operate commercial and service activities, not land for subdivision and sale of land plots with accompanying construction works. Thus, it is clear that all transactions transferring tourism service works in Grand World Phu Quoc are "ghost" transfers.
According to the signed TOURISM SERVICE CONSTRUCTION SALES CONTRACT, in clause 5.2 "Obligations of the seller", it is clearly stated that the seller "is responsible for procedures with the competent authorities of Vietnam to apply for a certificate of land use rights, house ownership rights and other assets attached to land for the buyer". According to Article 1 of Circular 23/2014/TT-BTNMT dated May 19, 2014: "This Circular provides for the Certificate of land use rights, house ownership rights and other assets attached to land (hereinafter referred to as the Certificate)".
The "Certificate" in the Sales Contract is understood to mean "Certificate of land use rights, house ownership rights and other assets attached to land".
Even though Grand World sold out the entire project in 2021, by September 15, 2023, the Kien Giang Provincial Department of Construction issued Document No: 2479/SXD-QLN in response to legal matters for a citizen (a project customer) as follows:
"Upon verification, the Department of Construction has the following comments: The Grand World high-class resort and villa project in the Bai Dai eco-tourism area, Ganh Dau commune, Phu Quoc district, Kien Giang province. TECHCOMBANK COLLUDES WITH VINGROUP TO SEIZE CUSTOMER ASSETS IN A MAFIA-LIKE MANNER THROUGH USURY LOANS

The sales contract for the tourism project that New Vision signed with customers, referred to as buyers, is an illegal contract. Therefore, it is certain that the sales contract and the credit contract for payment are not eligible for notarization of "guaranteed transaction assets" at the Department of Natural Resources and Environment for mortgage in accordance with legal regulations.
As mentioned above, the "tourism projects" in the Grand World project are assets that cannot be "divided into parts or subdivided" for transfer. Therefore, when customers buy products in the Grand World project and need to borrow money, Vingroup and Techcombank colluded with each other to deceive customers. Techcombank lends money to customers, referred to as borrowers, in a mafia-like manner.
Specifically, in order to disburse the loan, Techcombank required the borrower, who is also the buyer of Grand World Phu Quoc tourism projects, to sign a power of attorney for all purchased assets and everything belonging to/located in the purchased assets to Sao Thuy Company at Nguyen Ngoc Notary Office. Sao Thuy is a subsidiary of Techcombank, responsible for collecting debts and harassing buyers/borrowers if they pay late or have the right to seize the property because the borrowebuyer has signed a power of attorney with them. This is a way to avoid going to court to enforce the auction of assets according to the legal process of the Law.
But why did the customer, who is also the borrower, have to accept this unreasonable request from TCB? Because before working with Techcombank on the loan and the method of borrowing, the buyer, who is also the borrower, had made an advance payment to Vingroup from 30% - 40% of the total value of the real estate that they had agreed to transact on the sales contract. Therefore, if they do not agree to sign the power of attorney as required by Techcombank, they will either not be approved for the loan, lose the entire amount of money that has been paid in advance, or have to pay the full 100% of the amount.
In fact, this method is no different from mafia loan sharking. Because it is clear that from the time the customer signed the power of attorney for Sao Thuy Company, the customer has transferred all of their assets to Techcombank. Thus, Techcombank and Vingroup can completely collude with each other to appropriate for other purposes. And this act is a complete violation of the regulations on banking activities.
With the above tricks, Techcombank has violated the regulations on lending in the activities of credit institutions as stipulated in Article 179 of the Criminal Code of 1999. VINGROUP AND TECHCOMBANK CONSPIRE TO SEIZE CUSTOMER ASSETS WHEN MORTGAGING GRAND WORLD TO ISSUE BONDS.

Accordingly, on October 25, 2023, Thien An Investment Management Co., Ltd (Thien An) completed the issuance of the DTACH2328002 bond lot, with a value of 1.070 trillion VND, for a term of 5 years. Thus, the maturity date of this bond lot is October 25, 2028. Previously, on October 17, 2023, Thien An successfully issued the DTACH2328001 bond lot, with a value of 1.076 trillion VND, along with an interest rate of 9.7%/year, for a term of 5 years from October 17, 2023 – October 17, 2028.

As the House Jan. 6 committee heads towards its final public hearing, lawyers are criticizing the panel for engaging in overreach and harassing targets through onerous document production requests.
The comments were made as the committee is currently locked in a battle with former President Donald Trump’s election attorney John Eastman on the production of 576 emails subpoenaed by the panel. The committee in an Oct. 3 filing before a federal district court argued that Eastman was improperly holding back documents, under the guise of attorney-client privilege and attorney work-product privilege.
Eastman, 62, helped prepare legal filings for Trump that contested the results of the 2020 presidential election in several states. The committee has contended, in part, that the filings were an attempt to overthrow the government.
Eastman’s attorneys, in response, accused the committee of attempting to undermine the attorney-client relationship.
His lawyers further said that the court has already ruled on the matter and found in the vast majority of cases for Eastman’s claim that attorney-client privilege prevented Eastman from disclosing the documents to the committee.
“Judge Carter found Dr. Eastman’s privilege logs perfectly adequate to dismiss a majority of the January 6 Committee’s attempts to subvert attorney-client privilege,” said Eastman’s attorneys from Burnham & Gorokhov said in the statement.
As proof of Eastman’s alleged attempts to improperly shield documents from investigators, the Jan. 6 committee released an email between Trump’s election lawyers in which they joked about Trump.
One of the email’s authors, former Trump lawyer Bruce Marks, accused the committee of releasing the exchange in an attempt to embarrass Trump’s lawyers.
“At the time of the emails on December 30 and 31, 2020, Professor Eastman, Ken Chesebro, and I were representing President Trump in litigating a U.S. Supreme Court petition filed on December 23,” Marks told Politico. “These emails were part of a privileged exchange. Regardless of whether specific tongue in cheek emails were protected by the attorney-client privilege, they were clearly protected by First Amendment rights of political association and free speech.”
‘Fishing Expedition’
One lawyer who has defended a half-a-dozen people who have been charged as a result of actions at the Capitol on Jan. 6. applauded Eastman and his attorneys for pushing back.
“The Committee’s endless speculation does not trump the power of attorney-client privilege,” attorney Joseph McBride told The Epoch Times in an email. McBride has a reputation for fiercely criticizing the government for its detention and prosecution of people regarding the events of Jan. 6.
“More people need to stand up to these communist psychopaths. I, for one, am glad that John Eastman is doing it,” he added.
Another lawyer who is suing the government over the seizure of phone records cautioned that the dispute between Eastman and the committee was only a small part of the panel’s excesses.
“I think [Eastman’s lawyers] were basically trying to show the court that that was a claim of attorney-client privilege that applied to that email. But the larger issues in the Jan. 6 Committee is they are overreaching,” Paul Kamenar, an attorney with the National Legal and Policy Center (NLPC), a conservative watchdog group, told The Epoch Times.
The NLPC is suing the select committee over phone records of a Jan. 6 protest organizer that the panel demanded in their probe.
“They’re not respecting that attorney-client privilege and work-product privilege. And even so, some of this is first amendment protected communications that we have,” Kamenar said.
To Kamenar, the committee has exceeded its authority.
“I think at this point, it’s just a matter of a fishing expedition and harassment, as I see it, and there’s no more need for any other emails from other people,” he said about the continued investigation of the panel, adding that there are no new facts being discovered by the committee.
McBride said that the continuation of the committee is just being used to hurt so-called MAGA-Republicans, without really investigating what happened.
“The committee is, without question, suppressing exculpatory evidence. It is also selectively editing videos to proffer a narrative to the public that caricatures all MAGA Republicans in the light of domestic extremism,” McBride said, noting that the same members of Congress gave Hillary Clinton a pass when she “destroyed 33,000 emails” she improperly kept on a private email server when she was secretary of state.
Electoral Reforms
According to Kamenar, the dispute over privilege claims is obscuring an obvious purpose of the Jan. 6 Committee hearings, which is to make it toxic to oppose proposed legislative reforms that would make it harder to decertify presidential results.
“That’s the purpose of the committee: Rep. Liz Cheney has a bill that would reform the Electoral Count Act, which is also co-sponsored by Rep. Zoe Lofgren,” said Kamenar.
In September, the House passed the Presidential Electoral Reform Act, introduced by Jan. 6 Committee members Cheney (R-Wyo.) and Lofgren (D-Calif.), that makes a number of changes to the 1887 Electoral Count Act. These include making the vice president’s role in election certification a ceremonial one, and increasing the number of lawmakers needed to sustain an objection to a state’s reported electoral slate.
A Matter of Politics
Kamenar believes that the committee previously postponed hearings because of Hurricane Ian not out of sympathy for the victims but because the networks were busy covering the hurricane and wouldn’t give the hearings top billing.
“They want to make sure they’re in primetime and get maximum TV coverage. So it’s clear that it’s a matter of politics there. And also, the Committee is trying to be assistant prosecutor to the Justice Department for the criminal investigation” into Jan. 6, Kamenar said.
Meanwhile, McBride contended that the committee’s rush-to-judgment of the selective release of information wouldn’t stand up in a real court of law.
“The January 6th Committee is no different from a counsel of 17th-century puritans looking to burn witches in Salem,” McBride said.
“The Committee is not looking for the truth: Instead, it seeks to identify, prosecute, and burn at the stake, anyone who dares to question the Biden regime’s action,” he added.
The Epoch Times has reached out to the Jan. 6 committee for comment.

When we play Monopoly or basketball, we know we are playing a game. The stakes are low. The rules are silly. The point system is arbitrary. But what if life is full of games — ones with much higher stakes — that we don’t even realize we’re playing?
According to the philosopher C. Thi Nguyen, games and gamified systems are everywhere in modern life. Social media applies the lure of a points-based scoring system to the complex act of communication. Fitness apps convert the joy and beauty of physical motion into a set of statistics you can monitor. The grades you received in school flatten the qualitative richness of education into a numerical competition. If you’ve ever consulted the U.S. News & World Report college rankings database, you’ve witnessed the leaderboard approach to university admissions.
In Nguyen’s book, “Games: Agency as Art,” a core insight is that we’re not simply playing these games — they are playing us, too. Our desires, motivations and behaviors are constantly being shaped and reshaped by incentives and systems that we aren’t even aware of. Whether on the internet or in the vast bureaucracies that structure our lives, we find ourselves stuck playing games over and over again that we may not even want to win — and that we aren’t able to easily walk away from.
This is one of those conversations that offers a new and surprising lens for understanding the world. We discuss the unique magic of activities like rock climbing and playing board games, how Twitter’s system of likes and retweets is polluting modern politics, why governments and bureaucracies love tidy packets of information, how echo chambers like QAnon bring comfort to their “players,” how to make sure we don’t get stuck in a game without realizing it, why we should be a little suspicious of things that give us pleasure and how to safeguard our own values in a world that wants us to care about winning the most points.

The Pennsylvania Department of State counts 4 million registered Democratic voters in the state and 3.5 million Republicans as of May 2022. But even with 550,000 more Democrats than Republicans, Pennsylvania is not quite a blue state. It is more purple, with 1.3 million registered voters who call themselves libertarian, Green, or “other.” These are the less predictable voters, who make Pennsylvania a swing state, capable of going Democratic or Republican.
And with 19 electoral votes, it is a must-win for presidential hopefuls.
Many, but not all Pennsylvania Republicans, believe former President Donald Trump is still the person for the job. They say getting a Republican back in the Oval Office is vital.
“It’s absolutely central to our survival,” Schuylkill county author Russell S. Hepler told The Epoch Times. “And 2022 as well. I don’t want to underemphasize this upcoming election, because that’s going to lay the foundation for 2024, for good, or for bad.”
Hepler, a pastor was speaking as an individual, not for his congregation. His book is titled “Yes! We Can Turn This Nation Around!: A Practical Guide for Christian Political Involvement.”

Hepler says the United States is going in the wrong direction.
“If they keep pushing this radical leftist, economic, environmental, and cultural agenda, there isn’t going to be much left to America. When you’ve got a Supreme Court nominee who can’t even define a woman, we know this nation is in serious trouble,” Hepler said. “You can’t survive if you deny reality. That has been the basis for Marxism since its beginning. It’s always based on lies. It’s based on, ‘whatever I say the truth is,’ as the government, as the party, as the big brother.’”
Rick Rathfon, chairman of the Clarion County Republican party, agrees that winning is critical for Republicans.
“Look at the mess that Biden has got us into in just 18 months. I mean, we need to take both the House and Senate back in November and to try to restore sanity and dignity in Washington,” Rathfon told The Epoch Times adding that if Trump runs, he would support him.
But it will be ugly.
One Party, Two Views
Democrats will be out to destroy Trump from day one, Rathfon said. “They’ve never quit trying to destroy him. Trump did a lot of good things for our country. He absolutely did. But I think it would be a mistake for him to run, just because of the hatred that the Democrats and the mainstream media have for him.”
“I love Governor Ron DeSantis from Florida. I hear that in my travels, and from a lot of state committee people.”

The Pennsylvania Republican Party did not respond to requests for comment in this story.
Sam Faddis is a retired CIA operations officer and author of “Beyond Repair: The Decline and Fall of the CIA” and “Willful Neglect: The Dangerous Illusion of Homeland Security.” Faddis has spoken to many Republicans as an organizer of a coalition of more than 75 patriot groups across Pennsylvania that are working together on election reform and other issues.
The majority of Pennsylvania’s Republican voters consider themselves “Make America Great Again/America first” people Faddis said, and they are 100 percent behind Trump on the issues, even if they sometimes have questions about his tactics.
Issues are the center of gravity overwhelmingly for the Republican Party in Pennsylvania, he says.
“There is a gap about the size of the Grand Canyon between those MAGA people and a very large number of established Republican politicians sitting in Harrisburg,” Faddis told The Epoch Times.
“While I know the establishment does not want to recognize that fact—they want to continue to pretend like that issue doesn’t exist—for the base, that is kind of the issue.”
The base does not feel like establishment Republicans are representing people and what they stand for, he said.
“We’re over here with Donald Trump again, at least on all of the issues, and you guys want to pretend like 2016 never happened.”
Trump is Different
The problem is that Trump is fundamentally different from any president that came before him in recent memory, Republican or Democrat, Faddis said.
“He’s totally outside the system. He’s not part of the uni-party.”
The establishment in both parties have a general consensus on how America’s government is going to be run, Faddis said. That is, always bigger, always more expensive.
“Donald Trump is a wrecking ball, so of course he has to be destroyed as far as the establishment is concerned,” Faddis said.
If the Republican who runs is not MAGA, their campaign is dead-on-arrival in Pennsylvania, Faddis said. And he believes it would be a waste of time for another MAGA-minded candidate to challenge Trump.
“If Donald Trump runs, he will, head and shoulders, without any question, be the choice,” Faddis said. “There’s no question. I can’t imagine that another MAGA-type person could challenge him in the primary in Pennsylvania and have any hope of winning. That’s not possible.”
If Trump decides not to run, Faddis believes DeSantis would be the number one person that the most voters would instantaneously coalesce around.

“I think that, frankly, would be a smart political move, because in some ways, I think DeSantis is a less controversial guy than Trump, for the middle,” Faddis said.
“I can’t conceive of anybody, even a dyed-in-the-wool guy like Ron DeSantis, beating Trump in Pennsylvania. I mean, DeSantis is very popular here. And I love his policies. But you could not possibly convince the base to walk away from Donald Trump as it stands.”
Primary Fight
Several Republicans indicated that they don’t want to see DeSantis and Trump battle in a primary. For many, it would be like watching parents fight when you love them both and don’t want to choose a favorite.
Toni Shuppe, founder and CEO of Audit the Vote PA, has been investigating anomalies in the 2020 election since right after it happened.
“I personally believe, based on what I found through Audit the Vote, that Donald Trump won in 2020,” Shuppe told The Epoch Times. “I feel like he won the first time, he deserves his second term. I would vote for him if he runs. But I also really like Ron DeSantis.”
For most folks in this story, the dream ticket would be Trump and DeSantis, although not everyone is convinced DeSantis would be willing to take a vice presidential role when he could govern Florida instead.

For Shuppe, the dream ticket would be Trump and South Dakota Governor Kristi Noem. “DeSantis is young. He’s doing such a good job in Florida. I would like to see Trump and Kristi, and then potentially, eight years of DeSantis,” Shuppe said. “I think, in order to get the country back on track, restoring our constitutional republic, it’s going to take a long time. And I think that that is why a Trump-and-somebody-else ticket makes sense first, followed by eight years of someone like Ron DeSantis. That could really get things moving in the right direction.”
Kurt Dock, a Lancaster Township Republican Committee member, would like to see Trump run, but if he doesn’t, Dock believes the Republican party has strong candidates in Noem and DeSantis.
He says the Democrats have moved too far left.
“When the pendulum swings one way and goes so extreme, it usually comes back just that hard the other way,” Dock said.
“I would like to see someone a little bit more centrist. Not so much to the right. Instead of continuing the alienation, try to get some of the people that are very center, or center-left to come to our side. I don’t think it would be that tough to do.”

Retired Lt. Col. Sandy Miarecki, who served over 20 years in the Air Force as a pilot, was given a notice of proposed removal from her position as an instructor at the U.S. Air Force Academy (USAFA) on July 14 for refusing COVID-19 vaccination and testing.
At the beginning of the school term, in January 2022, she was first suspended from teaching for the same reason.
Miarecki was vaccine injured in 1992 during her military service. She was not completely disabled from the injury, and she gave credit to her research on natural medicine, saying it allowed her to be functional.
When the COVID vaccines were mandated in the military, she thought the imposition would violate U.S. law as well as the Nuremberg Code.
“Before the [COVID vaccine] shots mandates came down, I warned my chain of command that they would be breaking federal law if they forced any EUA shots on anyone.” Miarecki told The Epoch Times, referring to the vaccines allowed under emergency use authorization.
Similarly to Miarecki, USAFA civilian Olympic-calibre coach Dana Lyon believes that she was terminated due to rejecting COVID vaccination, according to The Gazzette.
“When the mandates came down—illegally from SecDef, who has zero authority to mandate anything like this, per the USC—all subsequent people who forced the injections on people or lose their jobs or get kicked out of Academy were guilty of coercion under 21 US Code, Section 360bbb-3 and Nuremberg code,” Miarecki added.
The Nuremberg Code is a set of internationally accepted standards to which doctors have to conform when experimenting on humans. It was established by the war crime tribunal in Nuremberg, Germany, after World War II.
“Even to this day, neither Pfizer’s Comirnaty (the only FDA approved shots until Jan 2021) nor SpikeVax by Moderna (started in Jan 2021) have EVER been available in the US. Bottom line: all shots are still only EUA, and coercion to take them or lose your job or Academy appointment is a crime against humanity and punishable by death through international tribunals,” Miarecki said.

She says that some of her students told her that they didn’t want the shots, and she told them about the regulations for religious and medical exemptions.
“Since their chain of command denied them due process and withheld this information, the students (and faculty, and civilians) asked me for help,” Miarecki said.
“I helped them write exemption letters and connected them with my legal team when they wanted to talk to a lawyer. That was the first problem, that I was ‘counseling and mentoring students on avoiding the mandates,'” she noted.
Miarecki, who was given the Airman’s Medal for heroism in 1992 for a river rescue, says that she personally knows “3 civilian instructors flying under the radar because they will do the EUA testing, and 4 military instructors doing the same.”
Miarecki told The Epoch Times that she filed formal DoD/IG complaints in Jan 2022, and in March 2022 the IG (Inspector General) informed her that part of the complaint should be handled by the Office of Special Counsel (OSC), so she filed new complaints to the OSC but hasn’t heard back from them so far.
“I would guess that I will not receive a favorable outcome, which should arrive any day now,” she said.
Around the same time she was suspended, a federal district court in Ohio temporarily blocked the Biden administration from enforcing the COVID-19 vaccine mandate on thousands of U.S. Air Force service members who remain unvaccinated after having opposed the shot on religious grounds but have had their religious exemption applications denied.
The Air Force has been struggling with pilot shortages for years now.
Former Air Force Chief of Staff General David Goldfein testified before Congress in 2017 about a shortage of aviators, writing in 2016 that the situation was a “quiet crisis.”
A DoD report (pdf) from 2019 noted that by the end of FY 2018, the Air Force was “short 2,000 pilots out of a total inventory of 18,400.”
“I know of personally more than 700 pilots who are actively unvaccinated and have filed a religious accommodation or have filed for a medical exemption or something of the sort,” USAF pilot Lt. John Bowes told The Epoch Times on June 24.
About this, Miarecki said: “I can guarantee that 700 is a low number overall.”
“We’ll be holding our breath to hear if we get a preliminary injunction, but this fight is far from over. Most pilots are still grounded, including myself, and we’ll see how that changes with the coming news,” Bowes told The Epoch Times on July 19.
