2024.05.21 02:21 dontchallenge NYS never received my 2019 taxes, but Federal did? Efiled

Hi there,
Just received a letter from NYS, they claimed they never received my taxes for 2019. the more I looked into it, looks like NYS never received it. Called my tax guy he claims "it was processed" but his software doesn't keep of filings past 3 years. This seems highly suspect that there isn't a time sample on file when it was efiled. Looking at the draft copy he sent me and his signature forms it said auto withdrawal of funds from my bank account. On the final copy he sent me, the summary sheet said to mail a check. my normal process is to read my entire draft copy and then sign. This was our process for so many years I worked with him. We always did auto width drawl and never had an issue, so I never thought to actually check that the final copy would be any different. He even told me I am the 1% that actually reads what he preps. Big mistake that I didn't review the final copy
Calling NYS they didn't receive 2019 tax forms, nor did they receive any payments. check my bank account statements around those times. Still nada.
NYS rep told me to file asap, and when the bill is generated you can write a letter and plea your case. she was going to note something in my file then we got disconnected. She seemed like human though.
Question for you guys, do tax software keep a proof of error or of successful submission on file? is it really 3 years? I have a hard time believing that. I've used him for so many years, while hes been an excellent tax person, when it comes to owning up to mistakes, hes a bit dodgy.
Q1) besides pleaing, is there anything else I can do here? Are there any other confirmations that can be dug up? I am of course going to submit as soon as he sends me what I need to send. and write a letter point my signatures.
Q2) Whats the likely hood of NYS dropping penalties and or interest? Gut is saying yes to penalties but probably not the interest.
Big lessons learned: Going to add to my process, Keep proof of electronic filing confirmations. and proof payment went to and from my bank account every year moving forward.

Is your local shelter refusing animals? Shelters are supposed to be safe havens for animals who have nowhere else to go, but in an increasing number of communities across the country, good Samaritans who find strays and desperate citizens who cannot keep their animals are hearing the same responses when they try to take animals to shelters: “Sorry—we’re full,” or “We’ll have to put you on a waiting list.” Some shelters require people to make appointments, wait for months, or pay high “surrender fees,” or they drastically reduce their hours or even encourage people to leave cats on the streets, often illegally—all in a misguided attempt to keep animals out.
Why? Shelters are under extreme pressure by laypeople who are opposed to euthanasia under virtually any circumstances and at any cost. They harass and vilify shelter workers who make the difficult but compassionate decision to euthanize some animals in order to keep their doors open to every animal in need.
In response, an alarming number of shelters—in some cases, even taxpayer-funded ones—are choosing to operate like exclusive clubs or boutiques instead of refuges for animals in need. When shelters make it difficult for people to surrender animals, closing their doors and refusing to help, they leave animals with nowhere to turn. Many are abandoned on the streets, where they starve and die in agony of untreated diseases or injuries. Others remain in the hands of people who don’t want them and who may mistreat, neglect, or even kill them.
If your local shelter has adopted this harmful practice and started implementing restrictions or turning away animals, please speak up! The basic steps are simple—documenting your experiences, gathering support, and making your case—and your involvement can make a world of difference to the animals in your community who need you the most. Read on to learn how you can help, and follow the links in each section for helpful sample statements and letters.

Document Your Experience

If a shelter has refused to accept an animal from you, required you to pay a surrender fee, put you on a waiting list, or instructed you to abandon an animal, carefully document everything that happened. Take photos and video, if you can, to help make your case when you share the evidence with elected officials and the media. Be sure to document the following:
  • The name and address of the facility
  • The time and date of your call or visit
  • The name of the person you spoke with
  • What you were told (an exact quote, if possible)
  • Whether you spoke with a supervisor and, if so, what you were told
  • What happened to the animal who needed help

Gather Community Support

Collecting statements and support from others who have been negatively affected by a shelter’s policies will significantly bolster your case when you meet with officials. If you know of other people who have encountered difficulties in surrendering an animal to a shelter, interview and take written statements from them, then help them take their cases to local and state elected officials as well as to the media.
Meet with local veterinarians to explain the situation at the shelter. Veterinarians may be especially sympathetic—not only because they care about animals but also because in communities where shelters restrict intakes, veterinary offices and animal hospitals often become popular places for people to abandon animals. If you find veterinarians who seem understanding, ask them for a statement and encourage them to get involved by helping you lobby for open-admission policies at the shelter. Be sure to keep your meetings brief and respectful, as most veterinarians are extremely busy, and follow up with a handwritten thank-you note. Take the time to form lasting relationships with sympathetic veterinarians, as they may be able to help if you find an animal who is turned away from the shelter.
If you know of local businesses where stray and homeless animals congregate, ask the owners if they would be willing to sign a statement and get involved. Their concerns may have significant influence with elected officials.

Make Your Case

Once you have gathered statements and evidence, request a meeting with the shelter director by writing a polite letter. Express your support of open-admission policies, including providing euthanasia services when necessary. If the director is open to revising the shelter’s policies, wonderful! Your legwork has paid off. If not, don’t worry—you have brought this important issue to his or her attention, and you can now take your case to elected officials and the media.
If the director is unresponsive to your concerns, don’t be discouraged. If the shelter is taxpayer-funded, elected officials may view the situation more objectively and be more receptive (and able to initiate change). Your next step is to request a meeting with elected officials to express your concern that the shelter is not providing needed services.
If the shelter is taxpayer-funded, it’s also important to attend city and/or county meetings on a regular basis to express your concerns about the shelter. Most meetings allow the public to speak briefly (usually for three to five minutes) on issues of concern, so prepare and practice a short statement that you can read if given the opportunity. Be sure to include your most compelling points, including examples of your own or others’ experiences with being turned away.

Keep Speaking Up!

Changing entrenched policies can take time, so be persistent and patient. There are many simple actions that you can take to keep the issue in the forefront of citizens’ and elected officials’ minds:
  • Write letters to the editor and comment on online news articles that demonize open-admission shelters or glorify turn-away facilities.
  • Become an animal rights photographer. Go into the community and document the suffering of homeless and neglected animals (dogs hit by cars, covered with mange, or languishing on chains, cats living under sheds trying to raise a litter of kittens, etc.). Share these photos with the shelter director, elected officials, and/or the media to help demonstrate the critical need for a shelter that accepts all animals. Please also try to help any stray animals or chained dogs you see.
  • Print out PETA’s flier about the dangers of turn-away facilities and hand it out to people in front of grocery stores, or leave a stack at your dentist’s office, the gym, coffee shops, etc.fundamental need for shelters to keep their doors open to all animals (we can provide free materials).
  • Ask your state lawmakers to introduce legislation that would require “rescues” to be strictly regulated and facilities operating as taxpayer-funded shelters to accept all animals surrendered to them, as well as defining facilities that turn away animals as “adoption groups” rather than as “shelters.”
  • If your case is especially egregious (an animal died or was significantly injured as a result of being turned away), consider filing a lawsuit against the city/county/shelter on the grounds of dereliction of duty and/or cruelty to animals. You may be able to find an attorney willing to help in your case on a pro bono (free of charge) basis simply by calling local attorneys listed online.
  • Tell your friends, neighbors, and family members about the situation at your local shelter and encourage them to get involved, too!
  • Host information tables at community events. Play PETA’s videos about problems associated with turn-away policies, such as “The Betrayal of ‘No-Kill’ Sheltering,” “Turned Away: A Closer Look at ‘No-Kill,’” “How Long Do Outdoor Cats Live?” and “100 Pit Bulls in 100 Seconds,” and share PETA’s materials on these topics (we can provide them for free!).
  • Ask your local library to let you set up an information display about the fundamental need for shelters to keep their doors open to all animals (we can provide free materials).

Welcome everybody to the third SotW of May! This week, we'll be listening to a song that was often used as a powerful opening track for Em's concerts in the Recovery era. Most of you probably know what song I'm talking about. This week's track is 'Won't Back Down', featured as the fourth track on Em's seventh studio album, 'Recovery'.
Upon the release of Recovery, the song received generally positive reviews from music critics, who praised its aggressive nature and production. Although not released as a single, 'Won't Back Down' appeared on four national charts. It was used in the game Call of Duty: Black Ops and its trailer as well as the trailers for the films Mission: Impossible - Ghost Protocol and Hitman: Agent 47.
Along with most of the songs from Recovery, 'Won't Back Down' was recorded at 54 Sound and Effigy Studios in Ferndale, Michigan, with recording carried out by Mike Strange. The song is one of the only Eminem songs not in a 4:4 time signature, along with Untitled (also from Recovery) and Underground (from Relapse).
Originally, the song was set to be a solo record, with Eminem singing the chorus himself. Later, Liz Rodriguez, who is also featured on Recovery's '25 to Life' and 'Almost Famous', recorded the song's chorus. Eminem however, explained in an interview that after recording his vocals for the song, he decided to include Pink on the song as he "felt like she would really smash this record.".
Although 'Won't Back Down' was not released as a single, it charted on four national charts worldwide due to digital sales on the release of Recovery. The song reached its highest position on the US Billboard Hot 100, where it peaked at number 62 on the chart for the week ending of July 10, 2010, although it fell off the chart the following week. The song also charted in Australia, Canada and the United Kingdom, peaking at number eighty-seven, sixty-five and eighty-two on their respective national charts, although on all three the song again only appeared for one week.
As stated before, upon its release, 'Won't Back Down' received generally positive reviews from most music critics. David Jeffries of Allmusic wrote positively of the song, describing the song as a "lurching heavy metal monster" that "could be used as the lead-in to 'Lose Yourself' on any ego-boosting mixtape", but wrote more critically of the lyrics, denouncing the pop culture jokes featured throughout the song, particularly ones aimed at Michael J. Fox, calling the line "Make like Michael J. Fox in your drawers, playin' with an Etch-A-Sketch" "less effective" than other jokes aimed at him. Steve Jones of USA Today described it as "rock-tinged" and stated that Pink's appearance provides "outside star power".
A remixed version of the ESPN trailer of the game Call of Duty: Black Ops featuring 'Won't Back Down' was released on June 14, prior to the E3 Activision conference for which he also performed. The song was also featured in the game's credits and zombie mode map 'Five' as an easter egg.
Em has performed the song on live sketch comedy show Saturday Night Live accompanied by Lil Wayne and Mr. Porter. Idolator reacted positively to Eminem's performance, stating that he proved "once again what a dynamic and energetic live performer he is on this exceptionally angry tune (even by Slim Shady standards)." He also performed the song on Late Night with Jimmy Fallon.

(Sorry, English is not my primary language)
After the 1.4.0. patch/hotfix last friday, the game is unplayable for me, and for a lot of different ppl too. Blizzard ignores this, there were no official statement regarding these problems.
If you have similar problems since 1.4.0., please comment here, force Blizzard somehow to deal with this problem.
I saw a lot of comments here on reddit, and on the official forums too. Here is a topic from Blizzard forums (with 122 replies):

There are no clear connections between these cases, but its too big of a sample to be a coincidence. I opened a ticket too, but no response from Blizzard.

I had no major issues with the game before the update, but since then it is unplayable. I dont have monster pc, but it was just fine before:
AMD Ryzen 7 4800H
16 GB RAM
GTX1650

Here are my problems, if you dont want to read throught other's:
  1. On the charachter select screen, after I select a char and click start, the game says: Queued for game - Start game - Pending
  2. After 3-4 min of loading, nothing happens, but the select screen reappears. After I select the character again, the game loads in in seconds, w/o any porblems.
  3. In the game, there are huge lagspikes. I cant describe it better, the game freezes for 50-80 secs, after:
- I arrive in a new zone, or just randomly, if I travel
- I open a vendor
- I click on a quest giver
- I open my inventory
- I open my seasonal things (with "U")
- I open a loot cache
After the said 50-80 secs, the game either continues or freezes comletly with a message: The game connection has been lost.
Additional info: In NM dungeons there are no problems, I can play there normally.

hi! i have seen a lot of debates here (ntu ppga vs nus pol sci, smu biz vs nus biz) etc but i have not found one about this. if this has been discussed before, sorry in advance! also i am new to this pls be nice, i am open and willing to learn. the issue is simple, i cannot decide between these two and i have no idea what to do so i am turning to the internet. [dw i am seeking advice elsewhere too but do give me your 2 cents]
ntu ppga (pros)
  1. course really interests me, out of every course across all the unis here in sg (focus on IR appeals to me, profs are pretty cool too)
  2. relatively smaller cohort, from what i have heard so far and i like the small batch vibes
  3. looking to work overseas in the future and ntu is more recognised (ik it is said uni rankings dont matter anymore but from seniors / adults i know who hire, it still does)
  4. most of my activities / hobbies / CCAs are all in this field and i have built my skills in this

smu biz (pros)
  1. smu biz —> job (i would have a much easier time finding a job afterwards, a job that pays well so i can enjoy all the little treats i like having w/o having to compromise too much)
  2. i like the city campus vibes
  3. love the whole double major thing.
  4. the domains i want to specialise in (marketing / hr), i have a natural flair for those and i have been offered internships in this field (i turned them down because i wanted to travel at that time)
  5. clubs seem more interesting, students seem more outgoing and confident which is more my style

  1. more competitive course to get into (igp etc) ? coursemates will likely be difficult to compete with / even keep up with and acc to other reddit posts “not graduating well” = difficult to find jobs in govt [tbvh idk too much abt this, i just saw this somewhere]
  2. if it‘s too hard and i lose my passion?? / what if i am paid pennies and i lose my passion for sth i love (ok yea i know this is normal with most ppl but it’s still a concern so im listing it)
  3. JOB. just not sure how much i want to work for govt. i know there are private jobs oppz too but i have been informed that that is not the majority and with this job market i would rlly need to shine somehow / be connected

  1. not very well known worldwide, difficult to find jobs overseas

  3. not sure to what extent the biz grads are doing as well as marketed / reported (tbf a lot of smu grads are in finance and that cud just be inflating the grad salary)
  4. went for a sample biz class once, and the prof was incomprehensible. i know this applies for many unis regardless of course, smtimes modules u js get a prof liddat but this was a sample class so they are alr the best? and it wasnt just one person it was multiple.
overall i know both paths are very different. and i have always envisioned both parts. tbh it was my dream to study IR, get into post grad research and continue in academia and become a prof but i am older now and i realise the chances are slim. i also know with my personality + skills i will do well in the biz domains i want to get into and i would prefer working in the private sector, with an above avg job and have fun. it’s kind of like either i pick sth i will love studying but maybe not love to that extent working in OR i pick sth i wont necessarily enjoy studying as much but will prefer working it. this statement seems counterintuitive but that is how i can best explain it. ultimately the problem is i can really picture myself in both of these and wtv i pick now i will live for at least 5-7 years. in any case, if u have read all this, thank you! any thoughts are appreciated. take care everyone!

Why am I doing this?
I've heard a lot of chatter over the course of the offseason about the Texans' wide receiver room. I hear people saying 'Tank Dell is the real WR1,' or 'Stefon Diggs will be the most productive WR on the team; just look at his pedigree!' I haven't heard much love for Nico at all, and it seems absurd. He had an incredible season last year, finishing as the WR7 in PPG. I feel like I'm losing my mind—clearly, the guy who just lit it up production-wise is the best player, right?
Some Data Points of Note:

I will be the first to say that a lot of these stats are redundant and describe the same thing. The main point is that he was extremely good last year. He was performing like a real elite WR1 in this offense. I don't see how he could be faking this kind of performance.
What does Tracking Data Tell Us?
To take this a step further, let's look at the Receiver Tracking Metrics more granularly. Overall Score is by far the most predictive of future fantasy points, but the breakdown between Open, YAC, and Catch Score lets us know more about the type of player Nico is.
For those unfamiliar, the Receiver Tracking Metrics are ESPN's attempt to turn tracking data into metrics that describe and predict wide receiver play. I'll also leave an explainer article here.
Nico Collins' 2023 RTMs (Scale is 0-99)
Nico had some of the best Catch (3rd) and YAC (2nd) scores of any WR last year. His Open Score, however, was not a bright point, but a 57 is still an above-average mark. For reference, Ja'Marr Chase and Amon-Ra St. Brown finished the season with a 58 Open Score, while Puka Nacua finished with a 53 Open Score.
Understanding Open Score I'm not sure why some of these elite WRs seem to score lower in Open Score, while others score higher. My best guess is that there is too much situational adjustment in the model, causing it to be biased against certain types of WRs or certain play types. From my testing, Open Score doesn't have much predictive power by itself, but it does when combined with Catch and YAC scores, which is what the Overall (OVR) Score represents.
A Mini-Study on WRs that have elite seasons
We have established that Nico Collins just had a monstrous breakout season where, on paper, he looked like one of the better WRs in the league. This got me thinking: of all the WRs to have seasons like Nico had, how often did they maintain a high level of production? I looked at all WRs who had an 80+ OVR Score in the ESPN RTMs and compared their PPG from that year to the next year. I also ensured that each season a player had to play 8 or more games to be included in the sample, to avoid including players who suffered injuries.
All Seasons by WRs with a 80+ OVR Score (2017-2022)
Mini-Study Results There are 21 WR seasons listed here; 15 out of 21 (71.4%) had 16+ PPR PPG in the next season. Of these 21 WR seasons, 14 had 16+ PPG in that season. Out of those 14, 13 had a 16+ PPG season again the next year. The one WR in the sample who didn't repeat 16+ PPG in the next year was 2021 A.J. Brown. If you look through his game log on Sleeper, you'll see a season riddled with injuries, and of course, the team's high run rate and having a bad QB only exacerbated things.
WRs with an 80+ OVR Score and 16+ PPG seem to be really good bets to repeat their 16+ PPG performance. Almost every WR season since 2017 that met the two thresholds of an 80+ OVR Score and 16+ PPG repeated a 16+ PPG season the next year. Although this is a relatively small sample, it seems reasonable to believe this trend will continue. These are the best of the best WRs based on the tracking data and fantasy production, and they have been and still are very good bets to make in fantasy.

Okay, But what if the stats are LYING???
This is a good question. Sometimes a system and scheme can overly inflate a player's production. I don't think that's the case here, but it's worth exploring if the player's talent is actually evident on film. This is our 'sanity check,' if you will. I, like most, think Matt Harmon is the best WR analyst in all of fantasy football, so I usually default to his film opinion when checking my work. He has been a big fan of Nico Collins even before his big breakout season. He discussed the Texans' WR room in a Mailbag episode on his YouTube channel after the Stefon Diggs trade. I strongly suggest you go and watch that video. I'll do my best to summarize his thoughts on the offense here. He discusses how the Texans were initially trying to trade for Keenan Allen to fill their need for a short-area target. Harmon points out that Diggs' success rates on down-the-field routes are not as good as they once were, and he alludes to this being what tends to happen as WRs age. Matt describes how Diggs fills the void of the short-area target in the offense, and that he and Tank Dell will rotate as the slot/flanker positions in the offense. He then goes on to say that Nico Collins will be the pure X-WR that never leaves the field. The biggest statement of note to me was when Matt said, 'Just to be straight, of all these three players... the best film last year was Nico Collins, including Stefon Diggs.... I think he's the best Texans receiver right now.'"

Harmon also takes note of Tank Dell's injury and speculates that he might not be 100% to start the season.
It's important to mention that after this 'real football' discussion, Harmon still said he believes this room is a mess from a fantasy perspective. This, of course, is the safest stance you can take in this scenario. And I know all the fantasy strategy guys will simply say to take the one they feel is the biggest value at ADP. This is fair, and something I would agree with most of the time, but in this instance, I think people are getting too cute.
The numbers he put up last year, tracking metrics, and film all seem to point to Nico being a stud WR1, and these types of players generally tend to find a way to ball out no matter what the circumstance.
Disliking Nico Goes Against Current Consensus:
I'm generally of the belief that ADP and Consensus fantasy values are fairly accurate, or at least as accurate as possible. So to me, it is important to get an idea of what the 2024 consensus thinks of Nico Collins.
This may be a shock to some out there, but Nico is already projected as the consensus WR1 on the Texans by ADP and early projections.

As you can see looking at the initial FantasyPros projections Nico Collins is projected as the WR10 overall, not only is he projected as the WR1 on the Texans but he is projected to be a low-end WR1 in fantasy leagues.

Here is the ADP from BestBall leagues: Nico is currently going as the WR13 off the board, once again as the WR1 on the Texans offense.
The consensus market seems to be very much in on Collins as a Low-End WR1 this year. Yet, still, I hear people say they prefer Diggs or Tank Dell at a seemingly alarming rate, hence this deep-dive.
Lastly looking at the Texans 2023 Pass Rate and how it could change in 2024
Last year the Texans Early Down Pass Rate was the 26th lowest in the league (RBSDM.com)
This stat was pretty alarming to me. Why does a team with such a good passing game refuse to pass on early downs? I suspect this might have been due to injuries to the receiving group, or maybe it was precautionary to prevent Stroud from having too many rookie mishaps. It's not like they were a good running team either.
The Houston Texans Run Block Win Rate in 2023 was 25th (ESPN Analytics)
The Texans Rush EPA/Play was below average (RBSDM.com)
As you can see their run game as a whole just wasn't effective last year. And they didn't do much to address it this year either.

Last year, the Texans had about a league-average Pass Rate. It's probably fair to assume that they will somewhat increase their Early Down and Overall Pass Rate, given Stroud is going into Year 2 earning more trust from the staff. Adding Diggs also suggests that they will pass more in 2024 as well. If the Texans are indeed more pass-heavy in 2024, it will increase the likelihood of all three of the Texans' top pass catchers producing. It will be especially good for their young, stud WR1 in Nico Collins.

While everyone is complaining about terrible balance (which it is) I'm just straight up bored. Lvl 150, capped samples, ship upgrades etc. For a live service game there's nothing really going on lately. I know it may be because psn drama and now the balance drama, but still. We're defending the same planets 3 times a week.
What pisses me the most is the statement put out like a month or two ago. One of the devs said they're still a small team and basically the same people who are in charge of warbonds are doing balance/bug fixes.
Like bro, didn't you sell 12 million copies? I'm sure you can afford extra staff.
With this pace I really don't see myself playing much longer (I have 470h as of today). The lack of content is notable.
EDIT: Most people got my message wrong, probably bc I mentioned my lvl and play time. I don't care for more things to grind for, I'm playing for fun. But how long can I have fun on the same planets, doing the same missions?
EDIT 2: Most of my play time was spent when I had torn acl, literally couldn't walk so I was grounded. So keep the "touch grass" arguments to yourself

You can change the value 8 to 2 and delete this if statement and the logic inside to force TSR to utilize the same jitter sequence as TAA with r.TemporalAA.Samples 2. But as you can see, the 2 coordinates in UE are more similar to the SMAATX shown in this paper (page 8, upper left corner) which is nowhere near as effective.
Replace these code lines here 2 with:
float SamplesX[] = { 0.0f/16.0f, -8.0/16.0f }; float SamplesY[] = { -8.0f/16.0f, 0.0/16.0f }; Put r.TemporalAAFilterSize to 0.09 or you might get a black screen. After a recompile, Epic's TAA and TSR can utilize this much more efficient jitter pattern.

The drills had been effective. All hands of the terraforming station were accounted for in the various slipstream escape craft within 7 minutes of the initial detection of the inbound warship.
All possessions were secured within another 3 minutes and the small fleet of vessels were free of the atmosphere 5 minutes later. In formation they slid silently through the blackness and away from the approaching insatiable appetite of conquest.
27 hours later, the twinkling effect began at the bow of each vessel as they pierced the veil of reality and speared their way into the void between the planck lengths of spacetime.
Earth Command received them a mere 49 hours, 29 minutes, and 37 seconds after the last of the escape craft abandoned the terraforming station.
The station became another dot on the map of conquest of the M’quezniok, a line that seems to be expanding in all directions away from their homeworld much faster than the humans can build up and sort of defensive perimeter.
The M’quezniok culture lacks subtlety and nuance; it lacks empathy. It only has room for measurable strength and their measure lies in whether or not property can be taken and held. If it can, it belongs to whomever can do so… and that someone, in their eyes, should always be them. They have no mercy and eradicate all citizens of colonies that they conquer. They raze every building that cannot be readily adapted to their purposes. They devour any animals that they cannot use for brute force. They are ruthless and their culture lies entirely in the glory of the expansion of their empire, in an unsustainable need for personal edification for each military commander.

The ground forces commander entered the station ahead of her troops. There were no humans here. They fled like the cowards they were, well in advance of the arrival of her ship. There was no honorable conquest to be had at this location, just the claiming of an abandoned complex. None of her crew dared touch anything in a way that might suggest an interest in it for, the appearance for claiming spoils out of turn could result in punishments far greater than any rewards to be found here.
The Commander walked through the terraforming station, going through bunk after bunk, finding nothing of value and even less of military value. There were no secrets here. There were no riches here. The Commander took the box and returned to her quarters where she opened it to see what personal secrets it may have, what stories of the former crew member who fled the station like a coward at her approach. She found, much to her shock and utter amazement, a vast collection of tales of superior warriors. Brave individuals who, in the times of greatest need for the human civilization, had risen to the challenges within their own society to defeat the misguided evils that sought to undermine the human way of life as it existed then and as she knew it to exist now. These stories, laid out in a bizarre format that seemed to mix a form of graphic depictions alongside the human language as text, reminded the Commander of many struggles within her own empire’s history; times when it took massive competing armies to determine which philosophy should rule their future; times when the death tolls where high and the waste of resources on putting down rebellions was tremendous. The Commander reviewed these documents left behind by the unknown crew member of the human terraforming station and pondered where these great heroes of humanity were, if not already devastating the front lines of M’quezniok fleet.
That’s when it occurred to her. The humans were giving the M’quezniok a chance to prove themselve worthy of living. They were giving the M’quezniok an opportunity to stop their conquest against the humans on their own before they unleashed their most powerful military forces. The Commander, stunned by her realization, dropped the volume of deeds and turned to her communications terminal.
“We have made a grave mistake in violating human space” she began her message. “I have uncovered a volume of histories which outline the capacity that humans have when situations exceed their tolerance. I have uncovered this box, quite by accident, as an item of abandoned loot in my most recent raid. Please review the contents, as I have put them into the end of the this transmission. Consider that all we know of humans through direct contacts is corroborated in these volumes: they always try to allow those who have wronged them to change their ways and, only when those ways are not changed, does it appear that they will unleash tremendous force to utterly defeat and destroy their foes. Note, in sample 17, that the humans in the story, after being unable to reach a peaceful accord with their opponents, wiped and entire sentient race from the cosmos to end the conflict with them. Note in samples 3, 9, and 47, that they have the mind to develop weapons that can be silently deployed among their enemies and which will only affect their enemies, causing them to die of disease whether the battle reaches them or not. Note that, in samples 5, 9, and 62, that the humans have a history of boarding enemy vessels in small numbers and converting the vessels themselves into weapons to destroy huge components of the enemy fleet. Most importantly, in all of the above examples, note that humans will often sacrifice themselves without promise of lasting glory or honor or riches to merely inflict harm on their opponents. There is no methodology of these tales that makes sense in our culture and that, we should all agree, makes the humans infinitely more dangerous than we previously expected. More than all of the previous, note that the humans have the capacity, when needed, to reveal their strongest military assets; single individuals who carry the power of an entire legion of our finest soldiers. Single fighters who can destroy warships without any equipment or weaponry. Single individuals who, according to these volumes, have the ability to turn our very minds against us if we face them in battle. As you are all aware, it has appeared that the humans have given up all efforts to defend themselves against us and the war is, essentially, over. There is no more honor or glory to be found in fighting humans. We arrive, they retreat. We arrive, they abandon what they have built. We arrive, and they fall back, taking all of their observations of us with them. As you can see from volumes 1, 6, 19, 33, 42, 54, 68, 71, and 98, this is when their greatest warriors emerge. It is my tactical advice that the abandonment of this specific box of intelligence on human culture was left as a final warning to us; a warning that, should we continue our actions against them, we will pay the consequences as they unleash their greatest technology and soldiers against us. If you agree, order all Conquestors to halt their advancement and return to the edge of our space.

Humanity Space Command received the transmission. The statement of complete cessation of M’quezniok incursions and a promise that the last 79 encounters, in which humans had abandoned the facilities before the M’quezniok could even arrive to start fighting, would be surrendered peacefully, and permanently, back to human control.
The message indicated that the worlds conquered by force would be the new, permanent, boundary between the two empires and that humanity need not fear for any future incursions. The message also outlined that, should humanity absolutely require it so as to not unleash their greatest warriors in retribution, a list of worlds could be presented as negotiable assets that could be returned.
Human Space Command was baffled. Astounded, pleased, elated, even… but more than anything else, baffled. The best humanity had been able to offer was defeated in every dispute against the M’quezniok. Their individuals were faster, stronger, and harder to kill than humans. Their weapons were more powerful. Their defensive technology vastly outclassed anything humanity could throw at them. Their declaration of cessation simply made no sense and their outlines that they wished to avoid humanity unleashing their greatest warriors and technology as retribution made even less sense. But the top brass of HSC was not about to continue a war in which humanity had no hope of winning when the opposition declared they were done.
The HSC’s final conference on the subject, prior to transmitting the acceptance of the M’quezniok’s declaration, ended with a compound question: “who is this Lois Lane and why do they want her to be the liaison should we have to open negotiations?”

Hello friends and fisher-scholars, Sugar Sensitivity here with my weekly obsession! After nabbing the Long-Nosed Legends along the Bahari Coast in my last post, I set my sights on what's become my favorite fishing spot in the game. Not only can I get a nice take of trout during the day phase, Einar is right there to unburden the mountains of fish in my inventory between phases, so data-gathering is quick, easy, and tidy!
But most importantly ... a flux of fisherfolk are frequently found there, familiar faces that foster fast friendships! (There are almost always lovely people to meet at the docks and fish with, making that x5 bonus easy to come by!)

Results

As a general statement, the information presented here is a snapshot of one person’s experiences and may differ from the actual catch rates in place behind the scenes. There may be factors I have not considered, or insights I have yet to discover about fishing, and this data may only apply to the current patch at the time of posting (0.179). I encourage other fisher-scholars to replicate this design or improve upon it so the most accurate information is available to us all!
The findings of this particular ichthyological foray are presented here. Full descriptions of data by session are available in the final images attached on this post.
It should be noted, the Ancient Fish only becomes available after completing the quest Something's In the Water. These catch tables would show significantly different results without that fish available to catch.

Below I have included my entry tables by date, as well as phase and session. The phase refers to one of four sections of a Palian Day (Day: 6AM-6PM, Evening/Dusk: 6PM-9PM, Night: 9PM-3AM, Morning/Dawn: 3AM-6AM), while a session refers to the number of fish I log sitting there and fishing for (at least part of) the duration of a given phase. Further analysis of per-session catch rates could be analyzed at a later date if outliers are reasonably accounted for. I've improved my tables to auto-calculate totals and percentages, making data entry quicker and more efficient, while also hopefully less prone to human error.
This new entry method also makes the process much easier to replicate across other biomes and future expeditions! So lovely folks that read these silly things, I ask you in regards to my next mission(s):

§ 190.51 Completion of drawback claims.
(a) General —
(1) Complete claim. Unless otherwise specified, a complete drawback claim under this part will consist of the successful electronic transmission to CBP of the drawback entry (as described in paragraph (a)(2) of this section), applicable Notice(s) of Intent to Export, Destroy, or Return Merchandise for Purposes of Drawback on CBP Form 7553, applicable import entry data, and evidence of exportation or destruction as provided for under subpart G of this part.
(2) Drawback entry. The drawback entry is to be filed through a CBP-authorized electronic system and must include the following:
(i) Claimant identification number;
(ii) Broker identification number (if applicable);
(iii) If requesting accelerated payment under § 190.92, surety code and bond type (and, for single transaction bonds, also the bond number and amount of bond);
(iv) Port code for the drawback office where the claim is being filed;
(v) Drawback entry number and provision(s) under which drawback is claimed;
(vi) Statement of eligibility for applicable privileges (as provided for in subpart I of this part);
(vii) Amount of refund claimed for each of relevant duties, taxes, and fees (calculated to two decimal places);
(viii) For each designated import entry line item, the entry number and the line item number designating the merchandise, a description of the merchandise, a unique import tracing identification number(s) (ITIN) (used to associate the imported merchandise and any substituted merchandise with any intermediate products (if applicable) and the drawback-eligible exported or destroyed merchandise or finished article(s)), as well as the following information for the merchandise designated as the basis for the drawback claim: The 10-digit HTSUS classification, amount of duties paid, applicable entered value (see 19 CFR 190.11(a)), quantity, and unit of measure (using the unit(s) of measure required under the HTSUS for substitution manufacturing and substitution unused merchandise drawback claims), as well as the types and amounts of any other duties, taxes, or fees for which a refund is requested;
(ix) For manufacturing claims under 19 U.S.C. 1313(a) or (b), each associated ruling number, along with the following information: Corresponding information for the factory location, the basis of the claim (as provided for in § 190.23), the date(s) of use of the imported and/or substituted merchandise in manufacturing or processing (or drawback product containing the imported or substituted merchandise), a description of and the 10-digit HTSUS classification for the drawback product or finished article that is manufactured or produced, the quantity and unit of measure for the drawback product or finished article that is manufactured or produced, the disposition of the drawback product or finished article that is manufactured or produced (transferred, exported, or destroyed), unique manufacture tracing identification number(s) (MTIN) (used to associate the manufactured merchandise, including any intermediate products, with the drawback-eligible exported or destroyed finished article(s)), and a certification from the claimant that provides as follows: “The article(s) described above were manufactured or produced and disposed of as stated herein in accordance with the drawback ruling on file with CBP and in compliance with applicable laws and regulations.”;
(x) Indicate whether the designated imported merchandise, other substituted merchandise, or finished article (for manufacturing claims) was transferred to the drawback claimant prior to the exportation or destruction of the eligible merchandise, and for unused merchandise drawback claims under 19 U.S.C. 1313(j), provide a certification from the client that provides as follows: “The undersigned hereby certifies that the exported or destroyed merchandise herein described is unused in the United States and further certifies that this merchandise was not subjected to any process of manufacture or other operation except the allowable operations as provided for by regulation.”;
(xi) Indicate whether the eligible merchandise was exported or destroyed and provide the applicable 10-digit HTSUS or Department of Commerce Schedule B classification, quantity, and unit of measure (the unit of measure specified must be the same as that which was required under the HTSUS for the designated imported merchandise in paragraph (viii) for substitution unused merchandise drawback claims) and, for claims under 19 U.S.C. 1313(c), specify the basis as one of the following:
(A) Merchandise does not conform to sample or specifications;
(B) Merchandise was defective at time of importation;
(C) Merchandise was shipped without consent of the consignee; or
(D) Merchandise sold at retail and returned to the importer or the person who received the merchandise from the importer;
(xii) For eligible merchandise that was exported, the unique export identifier (the number used to associate the export transaction with the appropriate documentary evidence of exportation), export destination, name of exporter, the applicable comparative value pursuant to § 190.11(b) (see § 190.22(a)(1)(ii), § 190.22(a)(2)(ii), or § 190.32(b)) for substitution claims, and a certification from the claimant that provides as follows: “I declare, to the best of my knowledge and belief, that all of the statements in this document are correct and that the exported article is not to be relanded in the United States or any of its possessions without paying duty.”;
(xiii) For eligible merchandise that was destroyed, the name of the destroyer and, if substituted, the applicable comparative value pursuant to § 190.11(c) (see § 190.22(a)(1)(ii), § 190.22(a)(2)(ii), or § 190.32(b)), and a certification from the claimant, if applicable, that provides as follows: “The undersigned hereby certifies that, for the destroyed merchandise herein described, the value of recovered materials (including the value of any tax benefit or royalty payment) that accrues to the drawback claimant has been deducted from the value of the imported (or substituted) merchandise designated by the claimant, in accordance with 19 U.S.C. 1313(x).”;
(xiv) For substitution unused merchandise drawback claims under 19 U.S.C. 1313(j)(2), a certification from the claimant that provides as follows: “The undersigned hereby certifies that the substituted merchandise is unused in the United States and that the substituted merchandise was in our possession prior to exportation or destruction.”;
(xv) For NAFTA and USMCA drawback claims provided for in subpart E of parts 181 and 182, the foreign entry number and date of entry, the HTSUS classification for the foreign entry, the amount of duties paid for the foreign entry and the applicable exchange rate, and, if applicable, a certification from the claimant that provides as follows: “Same condition—The undersigned certifies that the merchandise herein described is in the same condition as when it was imported under the above import entry(s) and further certifies that this merchandise was not subjected to any process of manufacture or other operation except the allowable operations as provided for by regulation.”; and
(xvi) All certifications required in this part and as otherwise deemed necessary by CBP to establish compliance with the applicable laws and regulations, as well as the following declaration: “The undersigned acknowledges statutory requirements that all records supporting the information on this document are to be retained by the issuing party for a period of 3 years from the date of liquidation of the drawback claim. All required documentation that must be uploaded in accordance with 19 CFR 190.51 will be provided to CBP within 24 hours of the filing of the drawback claim. The undersigned acknowledges that a false certification of the foregoing renders the drawback claim incomplete and subject to denial. The undersigned is fully aware of the sanctions provided in 18 U.S.C. 1001, and 18 U.S.C. 550, and 19 U.S.C. 1593a.”
(3) Election of line item designation for imported merchandise. Merchandise on a specific line on an entry summary may be designated for either direct identification or substitution claims but a single line on an entry summary may not be split for purposes of claiming drawback under both direct identification and substitution claims. The first complete drawback claim accepted by CBP which designates merchandise on a line on an entry summary establishes this designation for any remaining merchandise on that same line.
(4) Limitation on line item eligibility for imported merchandise. Claimants filing substitution drawback claims under part 190 for imported merchandise associated with a line item on an entry summary if any other merchandise covered on that entry summary has been designated as the basis of a claim under part 191 must provide additional information enabling CBP to verify the availability of drawback for the indicated merchandise and associated line item within 30 days of claim submission. The information to be provided will include, but is not limited to: summary document specifying the lines used and unused on the import entry; the import entry summary, corresponding commercial invoices, and copies of all drawback claims that previously designated the import entry summary; and post summary/liquidation changes (for imports or drawback claims, if applicable).
No where in there does it say you need to provide the 8 digit HTS code. The answer is D.
