I hope this letter finds you well. To begin, I was drawn to this topic through social media posts that shared dozens of records detailing the abuse and deaths of hundreds of children in these therapy programs. I have often wondered, how can these programs be allowed to cause this amount of trauma to teens and children? This inspired me to look deeper into the troubled teen industry and understand why paid “caregivers” have put so many in danger. If we want to protect the wellbeing of these teens, we must find a solution to regulating these industries. Without increased laws and regulations we continue to place America’s children into potential death traps. Now what is a wilderness therapy program? Wilderness therapy programs, on the surface, seem like a promising solution for troubled teens, offering a blend of nature immersion and psychiatric support. However, the roots of the troubled teen industry date back to the 1970s, with reports of abuse surfacing early on. Shockingly, despite decades of outcry and documentation of fatalities, political inertia persists, and federal oversight remains lacking. It is understandable that parents want their children to be happy, respectful, and well-mannered. However, in an attempt to do what is right for their struggling child, parents may turn to the troubled teen industry. Currently, according to the American Bar Association, there are thousands of teenagers in these programs within the U.S, programs that often induce trauma and abuse, even causing the deaths of their children. So, why do parents continue to put their children into these programs? Is the fear of losing the “perfect” family leading parents to enrolling their children into these troubled teens’ wilderness programs? So why do parents enroll their children in these awful facilities? Simple answer: manipulation. The troubled teen industry (TTI) often manipulates parents through a series of insidious tactics. For instance, leveraging fear by exaggerating the risks associated with a child's behavior and creating a sense of imminent danger. Isolation tactics further reinforce this urgency, convincing parents that the facility is their sole recourse. These industries hire workers framed as “education consultants” that utilize high-pressure sales strategies to exploit parental anxiety, and present their TTI program as the only viable option. In an article by USAtoday, reporters held interviews of parents and teens who experienced a TTI program at Evoke, a Utah facility. "I was just an anxious mom. I loved (Katelyn) to death," Tessie, Katelyn’s mom, says, "I was so desperate and desperately wanting to save my child from herself" (USAtoday). Programs offer promises of rapid transformation and they prey on parental desperation for quick, easy fixes. Emotional manipulation adds another layer, playing on a parents guilt and insecurity. By showcasing selective success stories and controlling information flow, they obscure potential risks and alternatives. Stigmatizing the child's behavior further pressures parents into compliance, painting their facility as the sole refuge from societal judgment. "’[Evoke] just made it seem like (she was) such a rotten kid and that she couldn't come home after the wilderness program,’ Tessie says, instead [Evoke suggested] Katelyn go to an aftercare program” (USAtoday). In this web of manipulation, parents often find themselves coerced into decisions they later regret, unaware of the nuanced realities obscured by these tactics. In an article from the “Cafemoms” blog titled My Daughter Was a Victim of the 'Troubled Teen' Industry & It Haunts Me to This Day, a mother recounts her perspective of the tactics used by Island View (IV) treatment center to send her sixteen year old daughter to their facilities. “We trusted the [education consultant] when he said IV was the best program in the country and the best fit for Colleen. What the [education consultant] didn’t tell us was that the reason so many IV grads did so well after graduation is because nearly all of them went straight from IV to another residential treatment”(Cafemoms). Despite this, there is still hope for change. Imprint News wrote an article that focused on recent protests and youth advocates who were pushing congress to introduce new laws. Specifically, they discussed the Stop Institutional Child Abuse Act. A main advocacy group aiming at these lawmakers is Breaking Code Silence, a group dedicated to advocating for young people who had experienced harm in a youth treatment center (Imprint News). Their main goal is to pass a Bill of Rights for all children in youth treatment centers (Imprint News). The article also mentions that Breaking Code Silence wants children to have guaranteed protection from physical restraint and monitored phone calls. They further require that children are provided with all the basic necessities (Imprint News). Paris Hilton, a well-known celebrity, discussed in a Washington post article when she was 16 years old when she was taken from her home by two men. This was a result of her parents signing her up for a teen wilderness program (Hilton). Hilton describes that she was beaten and malnourished throughout her time at a Utah Facility. In October 2021, she partnered with Breaking Code Silence and pushed for a reform that was signed into law last April (Hilton). In Utah, it is now mandatory for treatment centers to document any time that staff used physical restraint (Hilton). Immediately following they have to submit these reports to the Utah Office of Licensing (Hilton). It also prohibits programs from sedating residents or using mechanical restraints, such as handcuffs and chains (Hilton). Therefore, this proves that reforms can be implemented and that it is important to continue the fight for more. Without regulations these programs can run rampant and place hundreds of children in danger. Continuing to protest, collaborate with government officials, and raise awareness can, and will, eventually stop the persistence of these programs. Enforcing reports and proper care through the law is the only way to give teens struggling with mental illnesses in these programs a fighting chance to recover. On the other hand, supporters of the troubled teen industry have used studies and research to prove the effectiveness of these programs, one example being RedCliff Ascent. RedCliff Ascent is a wilderness therapy program that claims the effectiveness of wilderness therapy. In 2005, this company hired a researcher to study families and adolescents 2 years after the program. The results found that over 90% of adolescents found wilderness therapy as effective and 83% of adolescents were doing better. In another study by Dr. Steve Aldana, it was found that 91.4% of children experienced clinically significant improvement six months post program. The counter argument presented by RedCliff Ascent is not only biased as the research was initiated from a wilderness therapy company, but they do not provide a sample size. This is important because when making conclusive statements such as “Over 90% of adolescents contacted perceived wilderness therapy as effective” they could be talking about six out of seven children or two hundred out of two hundred twenty (RedCliff Ascent). Through further research, the same results can be presented without the use of wilderness therapy. An article by the American Psychology Association (APA) titled “Better options for troubled teens” presents a series of studies and programs that was created to help adolescents. These programs focus on community-based activities, activities to help connect teenagers with their parents, and activities that align with the teens interests. This includes computer labs, dance studios, and machine shops. These programs have found significant success in decreasing the amount of juvenile offenders from 50% to 4% in an area of Connecticut (APA). It did this by helping teens take accountability and understand their actions. It utilized role play, writing assignments, and guided discussions between the teens. Overall, the troubled teen industry has caused abuse, trauma, and death to many children across the United States. It is a trap for children and a trick for desperate parents. Through the personal stories from teens and parents, reports of mistreatment, and protests it can easily be seen the impact and the importance of preventing this industry from expanding, instead increasing regulations and transparency to protect America’s children. To keep these children safe it is imperative that everyone works together to enact legislation. Your support matters to keep America’s children protected.

Attack damage growth reduced to 2.5 from 3.

Attack damage growth reduced to 2.2 from 2.5.
P.S: 12.19 was also the same patch his E ad ration was reduced from 35% to 30%
So overall we’re still down from his 3 AD growth ratio in 12.13 but back to 2.5 from 12.19.
His health growth is also being increased to 105 from 100

So we’re down 1 hp growth.
P.S: this was the same patch his base true damage on his e was nerfed. Before this we had 62 base true damage on E at max level.
It just seems like master yi, a supposedly stat checking purely damage dealing champ has just constantly been losing his stats and damage as time goes by. And all of his nerfs are to balance him around items and runes like old rageblade, old conquerer that gave true damage and the recent duskblade.
All of which ended up getting removed or reworked.
There was a time master yi’s e gave him 70 base true damage at level 5, with +35% ad scaling. You could quite literally see the dps change as the enemy tank stacking full armour’s hp just started to melt when you pressed e.
I know everyone has been whining on here recently but I just wanted to add my 2 cents too. Especially with these buffs I know riot’s gonna use this as an excuse to ignore him for the next year.
It’s just ridiculous, we dont need marginally more hp and durability, we need DPS!!!

[Rules for combining types]
  1. The square brackets [ ] show the order for combining. For example, you first combine the types inside the smallest square bracket and then you start using the types outside of that bracket to change certain attributes of the types in the smallest square bracket. (Rule 12).
  2. The letter A (affector) is used for types that affect E or M types.Types in a double type combination can not be both affectors.
  3. The letter E (effector) is used for types that get affected by affector types. Types in a double type combination can be both Effectors. Being an effector type bring out the type's natural rules such as choose a number or choose wh- questions in double type combinations, but does not combine them. Two E types can be unusable if there is no A type next to them. Additionally, if every type in a combination is an E type, it can be a switch combination. Switch combinations represent what standard form combinations or type combinations you can switch while learning.
  4. When a type can be both an A and E type, the letter M (mixed) is used. M types can not affect A types, but they can affect E types and M types.
  5. When starting the combination process, you go from left to right. If an A type has an E type next to it, you will combine them both. If an A type has an A type next to it, that A type will "hop" over its A type neighbour and keep hopping over other A types until it finds an E or M type to combine with.
  6. The phrase (number) part time is used to indicate the target of a type (what type they want to combine with). The number starts at 0 in the position of the closest E or M type to the right of the type affected by part time, and it increases by 1 every time you reach another type to the right of it. You need to increase the value of the number to the number of the part time.
  7. Full time is used to indicate that a type's targets are every E or M type to its right.
  8. The symbol / is used to indicate "floors of combinations". When the / symbol is used, some types are sorted into (type)/ and /(type). There are two floors and it is behind the / and after the /. This symbol is used to lower the space required for combining. If a type doesn't have a / symbol and it has neighbor types with the / symbol, it affects them both if they can be targeted.

2024.05.22 02:01 adarmec L2 Mock 2 - AM - Question on Time Series/Random Walk

Hi all,
wanted some help to confirm my logic for Random walks and how this relates to the mock answer.
  1. If in an initial AR model bo = 0 and b1=1 then we can be suspicious of a unit root. We can also not trust the output of the regression since it has no mean reverting level and is not covariance stationary.
  2. The hard way to test is to first difference, and if in the first diferenced TS bo=0 and b1=0 we have a mean reverting level which means we are covariance stationary.
I thought point 2 also meant we can conclude the TS is a random walk, since y = error term (as bo=0 and b1=0).
In the mock you can see the correct answer is that the first diferenced TS is covariance stationary (which is correct) but I thought it also means there is a randomn walk with drift in this case.
Btw, as I am writting this out I may have answered my own question. Both intercept and b1 are significant and different than 0, which means b0 and b1 are not zero so we do not have a random walk. Just a covariance stationary TS.
Still would be good to confirm my logic, so any help is appreciated!

It was a strange homecoming for the Grineer tubeman Kahl-175 after they left Cetus and departed Earth. The two of them had barely managed to exit the atmosphere when the RailJack expertly maneuvered in the zero-G environment to lock umbilicus and essentially tow the Skaut along, Cephalon Cy’s voice broadcasting over the comm-link.
“Locked and loaded. Uranus course plotted. Reliquary Drive online.”
“Belay. Utilize the solar rail network instead.” Wukong said quickly.
“Affirmative. Update: riding the rails will be two hours with current traffic volume.”
Wukong waved a taloned hand dismissively, “Acknowledged. Let’s get under-way.”
Kahl-175’s deep-set features were furrowed and perplexed, his voice rumbling out from under his camo helmet. “This longer. You said Blue-Girl saved with plan.”
“That’s correct, Kahl. But I don’t like being under anyone’s thumb, so to speak, thus we’re using the solar rails instead.” the space simian said over his shoulder as his tail wrapped around the ceremonial urn and walked with it towards the umbilicus. “I’ll be aboard the RailJack, stay here and monitor the link between the ships as they’re non-standard connections.”
Kahl-175 made a meaty fist in his ballistics glove with his thumb extended, gazing at it curiously, “Under whose thumb?” he mused aloud but when he looked up, he was alone.
The solar rail network was a series of space stations at nearly every major planet which provided relatively safe and efficient travel to and from each other for vessels that weren’t inherently capable of the velocity required for interplanetary travel. For a modest transit fee, and another less-than-modest bribe, you could ride the light-rails inspection free with the other jockeys from one end of the Origin system to the other in less than a day. As previously stated, it was relatively safe but there are always reports from time to time of space pirates and the like, interrupting the flow of orbital and extra-orbital traffic with their brutal raids and swift pilferings. Such is life in the Origin system.
Thankfully that was not the case when the Railjack reached Mars’ solar rail junction with the Skaut in tow, which appeared to be light with transiting craft. The singular but sizable fee was paid, as it was not standard procedure to have two separate craft buddy-jump together as it was likely an attempt to avoid paying a second transit fee, but Cy cited to the junction cephalon an obscure and entirely likely out-of-date policy about military vessels that was entirely too long and too complicated for it to argue with.
Once their tethered ships were aligned and they were given a healthy push to the next rail transit at Ceres, Cy gave a short laugh with Wukong standing at the Navigation display.
“Ignorant specter. Solar rail junctions have a one minute window to launch. Cephalon interactions, after the fee paid, are manually overridden after sixty seconds. I call it the Ordis Clause. Ha ha.”
“Clever. Ceres to Jupiter, to Saturn, to Uranus then?”
“Correct.”
“Highest degree of probability of attack from undesirables?” the space simian inquired, tilting his head back and looking up at the ceiling from their mapped path after noting the region that Cy marked while he asked.
“Ceres to Jupiter. Sixty-four point six percent chance of incident this solar cycle.”
“Noted. Considering we’re towing another ship, we’re two for the price of one. They’ll probably make a run at us. Link comms to the Skaut. Kahl-175?”
After a brief pause, “Kahl here. Ship still secure.”
“There is a chance we’ll be attacked during the next transit jump at Ceres, so immediately after the push, I’m going to seal the two ships and detach the umbilicus. If we do get attacked, we won’t be connected and can maneuver independently. Are you able to pilot that vehicle in a fight?”
“Kahl came out tube able.” he rumbled quite proudly. “Kahl need someone to shoot tail gun.”
“I’ll handle that. Thank you, Kahl.” and as he spoke, another Wukong came down out of the dorsal turret and headed over to the Skaut while they were still connected.
“Welcome.”
The remaining transit to Ceres was uneventful with Wukong leaving the piloting and forward artillery to Cephalon Cy after he took position in the dorsal turret, which would allow him three hundred and sixty degrees of upper hemisphere coverage. And yet another Wukong was waiting patiently towards the rear of the vessel near what had been deemed the Slingshot. Similar to a coil- or rail-gun, it magnetically propelled whatever object inside it to incredible velocities, and depending on the object, the ability to gain forcible entry to large space-faring ships. This Wukong had also taken the time to don an Itzal-model Archwing chassis and weapon harness allowing him to maneuver in zero-g along with providing more-agile fire support. He wouldn’t be as well protected outside the RailJack’s impressively dense hull but the Itzal was specifically designed for stealth engagement with sensor bafflers and visual distortion, which cumulatively would render him effectively invisible against the black backdrop of stellar space.
Kahl-175 was familiar with the concept of vehicular space combat but he was a foot-slogger by design, so he had spent the intervening time memorizing the various switches and modes he would have to operate in a combat scenario.
“Autocannons online? Check. Engine boost charged? Check. Shields? Hull integrity? Check.”
The Ceres rail junction inquired electronically, re-confirmed their transit and payment, then pushed them along without any audio interaction. Once the tethered craft were outside of the junction’s sensor range, Wukong and Kahl went ahead and locked down their respective vessels, sealing off and retracting the umbilicus to coast together towards the scattered remains of a former asteroid belt that drifted between Ceres and Jupiter. The iron and rubido composition of asteroids had a scattering effect on ship’s sensors, which made it an effective area for ambushes.
Radio silence.
Space pirates, as a whole, aren’t particularly intelligent except for their captains and maybe their enterprising first mates, but even they were more cunning than brilliant. Smarter raiders would have chosen to attack commercial vessels, but perhaps the allure of capturing military vessels and adding them to their armada was too good to ignore.
Once the RailJack and Skaut were fully within the scan-disruptive effects of the surrounding debris, the pirates struck, swarming out from their hiding holes, mostly naturally occurring crevasses, and approached the pair from several attack vectors, radio comms exploding with unshielded demands to surrender and prepare to be boarded.
Cy broadcast in a flattened tone, “Raiders, your short lives are about to become crap dipped in misery. Crew, if you would.”
The Grineer military-grade autocannons on the nose and tail cut loose at that moment as well the Railjack’s Vekti model Laith shrapnel blasters unloaded their barrages from the forward artillery points and dorsal turret while simultaneously executing a split-Y maneuver to distance their vessels away and broaden the enemy’s field of fire from being concentrated on them together.
Wukong stepped onto the chambering sconce, powering up the Archwing chassis, which dutifully fed him into the Slingshot’s barrel.
“Cy, if you’ve got eyes on the lead vessel.” the celestial chimp prompted.
“Prepare to ring their doorbell.”
The RailJack performed a short engine boost, abruptly thrusting forward to gain some distance from the pursuing raiders, quickly spun port-side before fully stopping to briefly divert engine power to the Slingshot, and with a crackle of discharged electricity briefly along the skin of the ship, Wukong was fired out towards a large Corpus crewship. Cy continued his turning maneuver and plowed forward back into the teeth of the now-incoming pirates, guns blazing.
Wukong smashed explosively through the reinforced hull of the crewship, a brilliant shower of sparks flying as he ruptured conduits and circuitry in the skin of the vessel, pulling the emergency release valve on the Archwing unit right before impact, leaving it in standby mode outside the ship with its stealth systems engaged.
Klaxons blared deafeningly with flashing lights at the explosive decompression in the area of the ship he erupted into, which appeared to be an upper bay. The space simian reached out and found the comforting weight of his staff in his hand, raptor-beak blades no longer hinged down but outward like sickles ready to thresh wheat.
He stalked forward at a quickened pace, eyes fixed forward to the corridor outside the bay. Motion ahead.
Uranus - Secret Underwater Lab, formerly of Tyl Regor
The Grineer cloning facility on Uranus, once considered hidden beneath its vast ocean, had been operated under the sole discretion of the renowned biologic experimenter Tyl Regor seeking a reliable means to either treat or ultimately cure the clone rot which plagued the Grineer forces. It provided all the necessary infrastructure that Wukong required for this part of his plan and as it was relatively difficult to reach without detection, they would hopefully remain undisturbed for the duration.
The Skaut craft slowly surfaced into the dock section of the facility, grapples launched, reeled-in, and locked. Wukong regarded their impressive haul of raw Tower material while speaking into the comm to Cy as the exit ramp descended to the loading dock.
“Return to Earth and get those repairs taken care of as soon as possible. You’re free to resume Reliquary Drive use at this time.”
“Inquiry: why is it now permissible to use the-” Cy began.
“That’ll be all. Over and out.” Wukong interjected before muting the comm and turning to regard Kahl-175 with his impassive countenance, the high-pitched screams of the dying space pirates still ringing in his ears. “Do you know this place, Kahl?”
The Grineer tubeman had indeed been looking about fervently, eye, both natural and cybernetic, darting around like he was attempting to spot incoming sniper fire. “Yes. Born here.”
“Is that going to be a problem?”
“No problem. Familiar ground.” he replied with a small shake of his head.
“Excellent. Then I shouldn’t have to show you around.” Wukong said with a curt toss of his own head towards the chamber exit. “Let’s get this loaded onto the lift to sub-level 13-40 with the large centrifurnace. We’ve got a significant amount of work ahead of us.”
Wukong firmly closed the lid atop the thermal centrifuge, spinning the wheel tight after flipping the latches until the seal indicator flashed green. The space simian stepped off the top of the two story tall machine and drifted downward to the floor next to Kahl-175.
“Big tubeman.” the former Grineer rumbled.
“Not exactly.” Wukong replied laconically while giving a thorough final check over the machine as he walked around it. It was essentially a large, transparent sphere, now full to the brim with the Unum’s Tower flesh, that would use a low, simmering heat and centrifugal force to separate the varying densities of organic material, which would either be siphoned off to the seven surrounding smaller, vertical tubes for storage or reintroduced to the suspension for further rendering.
“And by that, I mean this machine will be doing the exact opposite of growing flesh. It will break down the material to its most basic parts, or specifically to the one part I require, which is called ‘amino’. The basic building blocks of life, Kahl.” the mercurial monkey explained as he approached the control panel, striking several keys in quick succession. A slow but insistent hum started beneath their feet, drawing Kahl’s attention downward. “There. I’ve initiated the process by activating the heater cores beneath the centrifuge. It will take some time to bring the mass up to proper temperature, so you have time at your leisure to either eat, rest, whatever it is that you do when you aren’t involving yourself in guerilla tactics with the Narmer.”
Kahl-175 opened his mouth to reply as he brought his attention up from the vibrating floor only to find himself alone with his thoughts in the very place he was created.
A full day passed before Wukong would find Kahl-175 in the centrifuge chamber, which had significantly grown in temperature and noise in the interim. The tubeman was watching the machine with an intense expression, almost a rapt fascination that Wukong wasn’t sure the former Grineer had noticed his approach.
He simply said, “Wukong.” to which the space simian inclined his head in acknowledgement before taking a lap around the machine, noticing that the lateral tubes were indeed beginning to collect liquid. Wukong gestured to the tubeman over to the control panel as he read over the various gauges and indicators on the large holographic display. The vast majority of this field of science wasn’t within Wukong’s realm of esoteric knowledge, but thankfully the computer knew what to do as it had been originally designed to perform a very similar function to Tyl Regor’s tubemen that failed his various experiments.
“Kahl, this reading here is the important one.” Wukong said, pointing a glinting talon at the display before gesturing to one vertical tube over his shoulder nearest the control panel. “That tube is collecting the first render of amino. It’s unfortunately also the material that takes the longest to process, however as we are now operating at full temperature and speed, it’ll go quicker moving forward. Once that tube is full, which means the gauge will be read one hundred percent, we’ll make our trip to Deimos and talk to Kaelli.”
Kahl went to speak, just opening his mouth before Wukong interjected with a raised hand, “Yes, I know you’re eager to move forward but I require a bit more patience and there is still work to be done here, work you and I can accomplish together which should take your mind off things. How does that sound?”
“How long?” Kahl inquired finally.
“Three days.”
“When can we start?”
Kahl-175 and Wukong worked tirelessly over the next few days, disconnecting equipment from one of the various entrances to the facility and then reinstalling around the amino collection tubes as to prevent any type of viral or bacterial contamination, breaking only for Kahl-175 to get food and grab maybe a few hours of sleep before getting back to it. The amino, in its purest state, was extremely susceptible to biological influence and it was of the utmost importance to keep it free from contagion. The devices were powerful entropic field generators that any organic substance would be disintegrated passing through them and their calibrations were very delicate and their alignment with respect to each other very specific as not to inadvertently destroy the sample that they were meant to protect. After the final series of calibrations were complete, Wukong stepped away from the console and turned to Kahl-175.
“It’s time. Let’s go.”

Common themes emerge from industry comments preceding the issuance of the final NHTSA rule. Note, extracts below are from only the first 1/3 of the 300+ page ruling read so far:
Commenters raised potential technical challenges to effective implementation of the proposed requirement. For example, Honda was concerned about AEB and radar sensor limitations when operating at high speeds—mainly the complex interdependency between speed and the distance and accuracy at which objects must be detected to be avoided (or even to mitigate a crash). Honda noted that higher speeds mean that objects will need to be detected at greater distances, and at greater distances there is less image resolution, greater positional error, and greater impact from things like roadway geometry. Honda and Porsche stated that requiring braking to occur at unrestricted high speeds leads to misidentification of objects and increases false positive activations. Honda further asserted that camera resolution is limited by the pixel count on the image capture chip and that at longer distances, the number of pixels for an object will be reduced, resulting in blur that makes it difficult to detect objects (the blur can be further exacerbated by the designed focal length of the lens). Further, Honda stated that a higher resolution can be achieved only through new sensor hardware that would require further developmental work as well as more processing power, including a change of imaging processing electronic control unit (ECU). Honda stated that for camera-radar fusion systems, small errors in the fusion algorithm are amplified at higher speeds (due to the longer distances) and could compromise the system's performance. Additionally, according to Honda, these reductions in sensor accuracy significantly increase the risk of misidentification of potential objects and may lead to excessive false positive activations, potentially creating negative safety consequences. This could include situations where the system mistakenly recognizes the same lane as the adjacent lane or roadway objects as other vehicles. Other commenters also raised concerns about the potential for false activations caused by the need for AEB to operate at very high speeds. For example, Volkswagen commented that false activation becomes more of a risk as speeds increase, and that these risks are not controllable, as defined in ISO 26262. Commenters raised concerns about whether braking was the most appropriate avoidance maneuver in high-speed scenarios. Honda was concerned that AEB activation might interfere with other technologies such as the Automatic Emergency Steering. Mitsubishi, and Toyota echoed the Alliance’s concern that in some situations AEB activation while traveling at high speed may induce unstable vehicle dynamics. Mitsubishi stated that these situations may occur due to unfavorable interactions with road surface conditions, road curvature, or for other unpredictable reasons. Mitsubishi thought that such activation could also lead to unexpected outcomes for a vehicle following the subject vehicle.
...Commenters suggested a number of different solutions to resolve their concerns. Most requested that the all-speeds requirement be removed. Alternatively, Honda and others (as noted earlier) asked that NHTSA establish a maximum speed at which AEB detection performance is assessed according to an established test procedure. Volkswagen asked that NHTSA exclude activation against vulnerable road users at high speeds, believing it would decrease false positive rates significantly. Volkswagen thought this could be justified as pedestrians would not be expected on the roads with these higher speeds. p.59-
The Alliance, Honda, NADA, Porsche, and Volkswagen suggested that the agency should allow manual deactivation to mitigate consumer dissatisfaction. Honda and NADA also stated that not allowing deactivation may lead to substantially higher false positive rates, while AAA stated that allowing for automatic or manual deactivation could increase consumer acceptance and minimize the perception that the systems are overbearing. NADA also stated that AEB false positives are a significant source of consumer complaints about AEB systems and that only 59 percent of respondents to a Consumer Reports survey indicated that they were satisfied with their AEB systems ...
NHTSA is not persuaded by comments that suggest that not permitting deactivation would lead to substantially higher false positive rates. In response to the NPRM, the IIHS, the Advocates, NTSB, AAA, Adasky, and Luminar, expressed support for the full collision avoidance (i.e., no-contact) requirement in all proposed AEB tests. IIHS stated that their evaluations of existing AEB systems indicated that some current systems are completely avoiding collisions at the highest speeds IIHS has tested, which is 70 km/h. Advocates stated that the vehicles are tested under nearly ideal conditions and, by requiring a no-contact condition for success, the benefits of the system will be stronger under less-than-ideal conditions in the real world. NTSB and AAA stated that the no-contact requirement is consistent with the need for safety, and potentially necessary to ensure test repeatability. Luminar stated that they were concerned that regulating some degree of contact in these scenarios presents significant concerns for test efficiency, integrity and cost related to compliance. Luminar stated that the no-contact performance is within the capability of existing technology. Several commenters, including the Alliance, Honda, FCA, Nissan, Volkswagen, SEMA, and MEMA stated that the proposed no-contact requirement in lead vehicle AEB tests is not practicable at the proposed test speeds. Many of these commenters suggested a hybrid approach of collision avoidance at lower speeds and speed reduction at higher speeds. Multiple commenters stated that the proposed test speeds will require earlier intervention by AEB systems to meet the “no-contact” requirement, which they state will cause various unintended consequences, such as false positives due to test speeds or AEB intervention at a time where evasive steering may still be possible. p. 101-
Many commenters stated that the expectation of no contact in the real world is not practical. The Alliance stated that while the research indicated that certain vehicles performed better under certain test conditions, the number of tests run, particularly at higher speeds, is insufficient to make any reliable determination as to the repeatability and reproducibility of testing and that the agency ran only one test per vehicle at each of the different speed ranges in each scenario. Many commenters also observed that no vehicle was found to have met all the proposed requirements ... Further, Honda stated that to meet the proposed higher speed no-contact requirements, current systems would be forced to provide braking intervention with significantly reduced recognition reliability and that current AEB systems would need to be completely redesigned. Bosch stated that its testing shows that when the speed reaches approximately 75 km/h, there are reproducibility challenges with multi-sensor fusion of the object in time to initiate AEB and avoid the obstruction, and considerations should be made on how these requirements align with current functional safety requirements. p. 102-
NHTSA does not expect that false activation would occur for well-designed systems. NHTSA recognizes that false activation could occur when an AEB system has low accuracy and reliability. As mentioned previously, we agree with Luminar and other commentors that no contact performance is within the capability of existing technology. For example, Honda asserted that an AEB system will likely intervene improperly when the road in front of a subject vehicle is curved to the left and there is a vehicle parked on the right side of the road that causes no risk of collision. If the subject vehicle is equipped with sufficient technology to detect the shape of the road ahead, the AEB system would not improperly activate based on the mere fact that a parked vehicle appeared in the middle of AEB’s field of view. There are manners in which an algorithm can assess the shape of the road. The system will also be continuously receiving more data as the vehicle gets closer. p. 109-
Another technical option is having redundant systems as suggested in the Alliance’s comment. Regardless of whatever technical solution manufacturers choose, NHTSA does not believe that it should lower performance to match that of poor performers. Rather, manufacturers with poorly performing vehicles should strive to resolve their systems’ deficiencies so that they can perform as well as the market’s better or best performing vehicles. Additionally, while this rule imposes performance requirements for AEB systems, it does not specify how manufacturers must meet the requirements. The agency is providing maximum flexibility to manufacturers in designing AEB system for their vehicles. NHTSA recognizes that different manufacturers have different economic and practical realities that face their businesses. NHTSA principal concern is with the safety outcome and not the path that a manufacturer chooses to take to get to the required outcome. Given the various technical options, selecting technology for their AEB systems and setting the level of accuracy and reliability are at the manufacturers’ discretion. At the same time, the manufacturers should be responsible for any safety-related defects in their vehicle products, in this case potential false positive activations. Therefore, we expect that vehicle and equipment manufacturers will mitigate and resolve any product defect issues including potential false activation in their AEB systems. NHTSA will continue to monitor complaints on AEB systems from the public, including those involving false activations, and will evaluate the risks they present. p. 110-

Art and religion are divided between humanitarians, sciences between researchers, areas of philosophy between intuitive types, management between rational sensorics, and in the Will matrices there are four branches of government.
Each culture, due to historical and geographical conditions, has formed its own values, traditions and forms of behavior that shape its mentality, strengths and weaknesses. Globally - sensory (feeling) is more dominant in the North West, intuition in the South East, emotion (feeling) in the South West, thinking (logic) in the North East. I recently accepted a dash order from Subway. It said as it is from an external app, I won't be able to see what the customer ordered. When I got to Subway, it was a single cookie (ikr). When I got to the customer's address (standard apt building no unit no buzzer code). I gave the customer a call to get those details. Someone answered claiming to be from Doordash support saying they intercepted my call as the order was booked using a fraudulent credit card and should not be delivered to the client. It seemed legit until they asked me to verify myself. I gave them my phone number, and I got the 6 digit verification code sent to my phone. I was just about to provide that to the person but something clicked and I ended the call as it seemed sus. They kept calling me back.
I called the "real" Doordash support and asked if someone was trying to get in touch with me regarding the subway order. They said no and told me I shouldn't have provided the verification code as the supposed "customer" was trying to get into my dasher account to get my banking info and possibly steal all my earnings for that week.
Sucks that people are willing to stoop down to that level stealing from a hardworking individual who's just trying to pay his student loans. I quickly changed my password and goddamit I ate that cookie.

Using Flurry as an attack speed buff with Heartseeker - is it worth it?
Hi guys, after seeing Wudi and a few others use Flurry to buff their Heartseeker attack speed, I decided to actually test this out to understand if it's worth doing this.
For context, I wrote the guide on the Heartseeker build and shared it on Reddit and the official D4 discord as well as discussing the build with a few others for some time before then, so I'm very familiar with the build.

Anyway, this technique of using Flurry to boost attack speed came to be after Blizzard removed attack speed on weapons and significantly nerfed its values in other gear slots. This opened up an opportunity for theorycrafters to find attack speed elsewhere, hence Flurry.
But, is it worth it?

Testing

I ran some frame-by-frame tests for this on the Kyovashad dummy with the following setup and methodology:
Setup
  • Using my eternal testing character with legacy gear
  • 14.1% attack speed from gear
  • 25.8% basic attack speed from gear
  • 60% rapid aspect on a bow
  • 16% Heartseeker attack speed bonus on a vulnerable target (kept vulnerable using accursed touch)
  • 45% Flurry attack speed bonus after casting with 3 combo points
  • Cap 1 attack speed = 59.1% after Flurry bonus, 14.1% without Flurry bonus
  • Cap 2 attack speed = 100%
  • Expected attack speed increase = 21.02%
  • The build was using 2x daggers (condemnation + legendary) for optimal cast speed of Flurry
Methodology
  • Spam Heartseeker until target stays vulnerable and we gain the Heartseeker attack speed bonus and gain 3 combo points
  • Keep spamming
  • Cast Flurry
  • Keep spamming at least 13+ arrows before casting Flurry again
  • Cast Flurry
  • Keep spamming at least 13+ arrows before casting Flurry again
The data from this video was then taken at specific frames and put into a spreadsheet. The following data was collected:
  • When each Heartseeker hit the dummy and the damage number first shows
  • When the energy consumption of Flurry takes place

Results

How to read this data:
  • Column E: At what frame in the video Heartseeker damaged the dummy
  • Column F: The difference in frame count between the hit recorded in Column E in the current row and the previous row
  • Column G: At what frame we predict (based on previous data) Heartseeker would have damaged the dummy in the hits following had we not cast Flurry
  • Column H: The difference in frame count between the hit prediction recorded in Column G in the current row and the previous row
  • Column I: At what frame in the video Heartseeker damaged the dummy after casting Flurry
  • Column J: The difference in frame count between the hit recorded in Column I in the current row and the previous row
  • Column K: At what frame Flurry was first cast
  • Column L: The difference between when we predicted Heartseeker would hit when not casting Flurry vs what Heartseeker actually hit after casting Flurry

Observations

  • We can see that Flurry introduced an initial 26 to 31 frame deficit between if we were to have just continued casting Heartseeker versus using Flurry to buff attack speed
  • After casting Flurry, the average number of frames per Heartseeker shot went from 15 (1/4 of a second) to 12 (1/5 of a second)
  • Flurry gradually catches up to the non-Flurry scenario, eventually overtaking just casting Heartseeker by 1 arrow or less

Considerations

Although casting Flurry to boost attack speed does net a benefit in the end, some things to keep in mind:
  • Flurry comes with a 26 to 31 frame deficit, which actually reduces your overall damage output for a short period before catching up. Note that these frames may vary depending on timings or potential RNG
  • However, because the Flurry attack speed buff only lasts for 3 seconds, the final amount of extra arrows it shoots is nowhere near as much as the predicted 21% attack speed buff that we were expecting since the initial deficit drags this down
  • In effect, we're only looking at roughly an 8% overall damage output buff when played optimally, per 3 second Flurry buff window
  • It's worth also noting that the attack speed buff from Flurry starts its 3 second timer when Flurry first starts its animation, so you don't realise the benefits until Flurry finishes casting and you start casting Heartseeker again
  • Using this technique also takes up a skill bar slot and requires using combo points instead of using inner sight (which periodically grants you a crit chance buff), so there is also an inherent opportunity cost as well
  • This technique may net a slightly more overall benefit if your build lacks attack speed, since the expected buff will be greater. For example, using this technique on a build with 0% attack speed on gear and only the attack speed on Heartseeker will result in an expected 38.79% attack speed buff
  • This technique also adds some gameplay overhead as well since the effect duration is 3 seconds and it's only optimal to do this once every 3 seconds and not anymore frequent or infrequent than that. This is very difficult to maintain this level of optimal gameplay, even for a short period
  • If using this technique, make sure you use 2x daggers in your build
  • This technique is probably best used when Flurry's animation completes before the boss is staggered, but this requires very good timing. Do not use this technique during the last 40% of the boss' stagger period

Conclusion

In my opinion, it's not worth using Flurry for its attack speed buff in this way. If you're going to use it at all, it would be:
  • during boss stagger windows as described above, which in the scheme of things is a ~20% overall DPS buff that you'll realistically only utilise for a total of 15 seconds in every Pit run (8 minutes+); or
  • when your build severely lacks attack speed gear on it that the benefits are big enough to take advantage of; or
  • you somehow use Flurry itself to deal damage buffs or apply vulnerable or stun, or heal, though realistically not

The United States Navy Judge Advocate General’s Corps now has custody of three of the four Colorado Supreme Court justices who tried striking President Trump’s name from the state’s primary ballot, a JAG source told Real Raw News.
As reported previously, White Hats arrested Justices Monica Marquez and William Hood in December and January, respectively, saying in a criminal affidavit that their irrational, seething hatred for President Trump engendered an atmosphere of radicalism and constitutional hatred within the state’s courts. Charged with treason and insurrection, they were sent to Guantanamo Bay to await a military tribunal, as White Hats continued chasing their still-at-large co-conspirators, Justices Melissa Heart and Richard Gabriel, the latter of whom White Hats apprehended on February 23.
According to our source and a JAG memorandum, which RRN reviewed, Gabriel had fled the United States for Belgium in January following Hood’s arrest, to which he had apparently been tipped off. White Hats opted against following him abroad because they had predicted he’d return to the roost, as do many homesick Deep Staters, and in mid-February, learned Gabriel would reenter the U.S. at the end of the month.
Although dozens of Deep Staters were caught after reentering the U.S. to see loved ones—or lascivious liaisons with consorts—Gabriel’s love of jazz (he fancies himself a musician; a “trumpeter,” amusingly)—played a part in his capture. On February 13, he wrote an email to who he thought was a longtime friend and member of the amateur jazz band to which they belonged. But the recipient reading and responding to Gabriel’s winded prose was an I.T. specialist at U.S. Army Cyber Command, replying with a combination of human ingenuity and predictive artificial intelligence.
“We’d been doing digital surveillance on his known contacts and can redirect electronic correspondence. Richard Gabriel wrote to his pal that he missed playing music with the boys and was worried the band might replace him with someone else. Cyber Command cautiously reassured him that the band missed him too and tried persuading him to come back home, posing as his friend. They did a few rounds of back and forth, and Gabriel hinted he was ready to come home, but he still hesitated. He didn’t mention anything about Trump or the court to his bandmate, but he did to the next person he contacted,” our source said.
That person was—or so he thought—Denver Second Judicial Circuit Chief Judge Christopher Baumann, a longtime non-musically inclined friend of his and a raging activist with a propensity for advocating gender-affirming care (chemical castration) for minors. Without explaining the technology, our source said ARCYBER rerouted Gabriel’s calls to Baumann to ARCYBER’s Fort Gordon headquarters and answered Gabriel’s inquiries using Baumann’s voice and vernacular, and even produced a facsimile of Baumann when Gabriel requested a FaceTime call.
“We’ve learned to adopt the Deep State’s less ethical tactics,” our source said. “Eventually the conversation got around to Gabriel asking about Hood and Marquez, if they’d really been arrested. ARCYBER conned him into believing that it was fake news, that they really went hiding to avoid Trump’s people and were now back on the bench, wondering about him. ARCYBER told him it was safe to come back because Trump was in deep shit and could no longer afford to chase down his enemies, and Gabriel bought the ruse.”
On February 23, Gabriel returned to Denver International Airport, where JAG criminal investigators awaited him. They allowed him to leave the airport and rent a car before pursuing him along Pena Blvd toward downtown Denver. They’d been prepared to sideswipe him, to send his car careening off the road, but Gabriel simplified their mission by stopping at a convenience store a mile from the airport, in the northeast suburb of Montbello. He spent five minutes in the store and returned to his rental, only to find himself staring into an open window, behind which sat, in the driver’s seat, a JAG investigator pointing a pistol at Gabriel’s forehead. As he turned to flee on foot, three more investigators advanced on him from behind and placed him in handcuffs.
Our source said Gabriel will soon join Hood and Marquez at Guantanamo Bay.

Rui-Siang Lin Used the Identity of “Pharoah” to Operate Incognito Market, Which Sold More Than $100M of Illegal Narcotics to Customers Around the World
Rui-Siang Lin, also known as Ruisiang Lin, 林睿庠, Pharoah, and faro, 23, of Taiwan, was arrested today in connection with his operation and ownership of “Incognito Market,” an online dark web narcotics marketplace that enabled its users to buy and sell illegal narcotics anonymously around the world. Lin was arrested at John F. Kennedy Airport on May 18, and will be presented in Manhattan federal court before U.S. Magistrate Judge Willis later today.
“Drug traffickers who think they can operate outside the law on the dark web are wrong,” said Attorney General Merrick B. Garland. “As alleged, Rui-Siang Lin was the architect of Incognito, a $100 million dark web scheme to traffic deadly drugs to the United States and around the world. The long arm of the law extends to the dark web, and we will bring to justice those who try to hide their crimes there.”
As alleged in the complaint and the indictment, Incognito Market was an online narcotics bazaar that existed on the dark web. Incognito Market formed in October 2020. Since that time, and through its closing in March, Incognito Market sold more than $100 million of narcotics — including hundreds of kilograms of cocaine and methamphetamines. Incognito Market was available globally to anyone with internet access and could be accessed using the Tor web browser on the “dark web” or “darknet.” Lin operated the Incognito market under the online pseudonym “Pharoah” or “faro.” As “Pharoah” — the leader of Incognito market — Lin supervised all of its operations, including its employees, vendors, and customers, and had ultimate decision-making authority over every aspect of the multimillion-dollar operation.
“As alleged, Rui-Siang Lin operated a sophisticated and dangerous online narcotics marketplace through which he profited millions of dollars at the community’s expense,” said U.S. Attorney Damian Williams for the Southern District of New York. “The dedicated prosecutors from the Southern District of New York and our law enforcement partners will pursue criminal actors regardless of whether they operate on street corners or in the dark corners of the internet. The so-called ‘dark web’ is not a safe haven for those who seek to break the law.”
“For nearly four years, Rui-Siang Lin allegedly operated ‘Incognito Market,’ one of the largest online platforms for narcotics sales, conducting $100 million in illicit narcotics transactions and reaped millions of dollars in personal profits,” said Assistant Director in Charge James Smith of the FBI New York Field Office. “Under the promise of anonymity, Lin’s alleged operation offered the purchase of lethal drugs and fraudulent prescription medication on a global scale. The FBI is committed to targeting and dismantling all criminal enterprises, especially those whose leaders distribute illegal substances on the dark web.”
“As alleged, Rui-Siang Lin’s brazen operation resulted in the illicit sale of over $100 million in narcotics, including those that were mislabeled and later found to include deadly fentanyl,” said Special Agent in Charge Ivan J. Arvelo of Homeland Security Investigations (HSI) New York. “The defendant’s greed and disregard for others was further demonstrated by his alleged extortion attempt during the platform’s final days. Incognito Market was designed to foster seamless narcotics transactions across the internet and across the world and incorporated many features of legitimate e-commerce sites such as branding, advertising, and customer service. After logging in with a unique username and password, users were able to search thousands of listings for narcotics of their choice. Incognito Market sold illegal narcotics and misbranded prescription medication, including, heroin, cocaine, LSD, MDMA, oxycodone, methamphetamines, ketamine, and alprazolam. Listings included offerings of prescription medication that was advertised as being authentic but was not. For example, in November 2023, an undercover law enforcement agent received several tablets that purported to be oxycodone, which were purchased on Incognito Market. Testing on those tablets revealed that they were not authentic oxycodone at all and were, in fact, fentanyl pills.
Each listing on Incognito Market was sold by a particular vendor. To become an Incognito Market vendor, each vendor was required to register with the site and pay an admission fee. In exchange for listing and selling narcotics as a vendor on Incognito Market, each vendor paid 5% of the purchase price of every narcotic sold to Incognito Market. That revenue funded Incognito Market’s operations, including paying “employee” salaries and for computer servers. Lin collected millions of dollars of profits from Incognito. To facilitate these financial transactions, Incognito Market had its own “bank,” which allowed its users to deposit cryptocurrency on the site into their own “bank accounts.” After a narcotics transaction was completed, cryptocurrency from the buyer’s “bank account” was transferred to the seller’s “bank account,” less the 5% fee that Incognito collected.
