Can't construct Mechband Dish - help me figure out which mod is preventing it?

Something's preventing the Mechband Dish from being buildable in my game, even though I've done everything to unlock it (defeated the Queen, studied the chip she drops, researched High Mechtech). I'm assuming it's a mod - I've got a lot of them enabled, and I run with a somewhat different set each time. How do I go about figuring out which mod is causing the problem, without having to restart and play to this point over and over with different mods enabled? Do I just assume it must be one of the ones that's not been recently updated, and disable those? This would make me sad, as some of my favorites fit that description. Thoughts?
This is the modlist - I usually use RimPy to sort it, though it's clear that I added some things after the last time I sorted. I have Biotech & Ideology, but not Royalty. I did check and I have not disabled it with Cherry Picker.

The Bible was edited and added to over time
The story of the adulterous woman in John 8 was added later. Not in earliest manuscripts but found in 4th century manuscripts.
Matthew, Mark, Luke and John were not written by Matthew, Mark, Luke and John. The earliest gospel chronologically, Mark, was written in the year 70 CE, decades after Jesus’s death. All four gospels are anonymous, and each one borrows a little from the one before it.
