I've had a few issues and by no means an adobe expert. I have created a template form that I had intended to fill out and then send to others to sign/authorize.
There are a few issues I encounter:
  1. When using the "Prepare a form" I have 3x types of fields, Dropdowns, Text Boxes and a Date field. I then exit the tool, and start filling out the form by making selections from the Dropdowns, filling in the text boxes and Date field. The problems begin after this, I select "Request e-signatures" and add the recipients and the following happens:
I've tried reverting to the old adobe and it works as intended, but the issue there is that 2 of the people who I send it to for signing for whatever reason never receive the document for signing. Any help would be appreciated.

I'm not a skittish flyer, but this morning my flight from LGA to BNA left me really shaken.

Due to severe weather, LGA seems to have been under a ground delay program and several ground stops. Despite this, my flight took off at 9:11 AM, just after an alleged airport closure at 9:01 AM.

Upon landing, the pilot got on the intercom and thanked a passenger (by name, I'll be withholding) for contacting her friend and helping us get in the air, who I then heard audibly say, to the people she was traveling with, something along the lines of "Yeah, he's and air traffic controller, I texted him to see if he's working today" which apparently helped us get airborne / cut the line or something.
The flight was extremely turbulent, with flight attendants strapped in the entire time and passengers visibly distressed. I mean EVERYONE white knuckling the seat in front of them.
My questions are:
  1. How is it possible for a flight to take off during a ground stop due to severe weather?
  2. Is it legal or common for ATC to do personal favors for passengers?
  3. Were there any specific closures or grounding directives during this flight or am I interpreting things wrong?

So I do not know much about html... but I've played around with it a bit.
I'm trying to make my email signature, which is working on some platforms but not others. When I send the email from my laptop, the user receives it with the written info showing but not the images... but when I send it from the phone... the user doesn't see anything but an error image. I added the photos to a google site which is accessible to the public, so I could copy the image url and insert into the html. Shows up fine on html readers so I'm.... obviously confused :(

I started seeing a girl sometime in march, and everything has been going pretty nicely. She is very sweet towards me, she’s caring and I feel knowing whether she’s interested in me or likes me hasn’t been hard, everything’s feLynn clear from day 1. she however still: - has pictures of her ex on her phone - still has their chats - we once were asking each other questions about stuff, just getting to know each other, and I asked her if there was anything that she has done for others that she wishes someone would do for her (like actions she does that she wishes someone would reciprocate}, she said when she was with her ex, she used to lotion her up because she was always too lazy to do it. And she wishes someone would do that for her. I felt jealous ngl, although she said afterwards that she immediate,y regretted saying it, but she felt that was an answer she ideally would give to that question. - we were once on FaceTime, and just sharing our screen exploring apps on our phones and she showed her Pinterest. On her Pinterest boards there was one board that said, “ Tara’s room” ( her ex name is not Tara but just want to give an example) it was from like 8 months ago when they were still together. But the board is still there. - she has a painting from her ex, and I remember her saying it was from a freind, but likewhenni saw the signature on it with her ex name, she said she did t want to always keep saying “my ex” or like “ pointing to styfff around the house saying ”that’s from my ex” as it may seem somehow. how should I bring this up? I feel sad and a little bothered honestly. Idk if she really likes me or if these are red flags worth talking through or ending our dating over. I want to mention that I’ve followed girls I used to talk to before withiut having any feelings, I’ve forgotten pictures of guys and girls in my gallery because I’ve been lazy to delete all and I rarely look at them too. 2024.05.23 17:56 JeffB1517 The USA's Position on the ICC. Part 2 Bush’s first term 2001-2005

This is the most consequential post in the series. This post will assume familiarity with where the debate left off during the Clinton administration part 1. Bush was president January 20th, 2001 till Jan 20th, 2009. This post will however end in late 2004-early 2006 when European policy shifts induced a USA policy shift.
Where we left off was growing opposition to the ICC in the United States including the United States Senate (that has final authority regarding treaties). Clinton had tried to find a middle ground between accepting and rejecting the treaty, ending his term with a bad-faith signature on the Rome Treaty on the International Criminal Court. The Europeans were taking a hard line with the USA trying to force this system through while mostly ignoring USA objections.
In the first part I mentioned some of the Republican objections to the treaty. In this part I wanted to deal with them in more detail. They are important because the USA’s position on the treaty hasn’t meaningfully changed since the 1990s, the problems that existed then continue to exist a generation later.

America’s reasons for rejecting the Rome treaty

The first is one we briefly mentioned with regard to Clinton’s signing statement. The Hague claims essentially unfettered discretion to investigate, charge, and prosecute individuals, regardless of whether their countries have acceded to the Rome Statute. This is applicable to the sub since this is the basis the ICC is using for charging Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant despite the fact that Israel has never signed the Rome treaty. The idea of. a government that lacks even a pretense to the consent of the governed is contrary to American tradition and law in every way, “Governments are instituted among Men, deriving their just powers from the consent of the governed” is part of the introduction in the Declaration of Independence declaring why King George’ III’s government is illegitimate, “free-wheeling global organization claiming jurisdiction over individuals without their consent*” The ICC meets American definitions of a tyranny, one that the 2nd Amendment (the right to keep and bear arms) explicitly exists for.
Further compounding this tyrannical structure the ICC’s structure lacks a separation of powers. The ICC’s executive branch – the Office of the Prosecutor – is an organ of the court. For foreigners, this is an American concept that government needs to be designed with various powers checking each other rather than the fusion of powers one sees in monarchies. I’ll briefly note that Israel, like most parliamentary democracies has a fusion of powers between the executive and legislative. Prior to Oct 7th the dominant issue in Israeli politics is whether the judiciary would be fused and made completely subordinate to the legislative branch. So this argument can’t be raised by them. But for Americans this sort of fused structure is forbidden, even for relatively small governmental and medium sized private bodies we tend to separate powers and create checks.
Trial protections are not as strong as in the United States. The 6th Amendment guarantees citizens of the USA rights which the ICC would be stripping them of, in particular the right to trial by jury, Article III.S2, “The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury;” and the 6th Amendment, “In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed” FWIW during the Clinton administration the reason I personally was against the Rome Treaty was IMHO it clearly violated this right. To my mind acts towards putting this treaty into law until such rights were amended into the treaty were simply unconstitutional.
Second, is what Americans call substantive due process. Both the 5th and 14th amendments prohibit the government from creating ambiguous laws. Someone educated in the law must be able to determine if they are violating the law for a law to be enforceable. The ICC had no such protections. Which meant given the universal jurisdiction the court had the right to prosecute anyone, anywhere under vague’s crimes. This was rule of men (Hague bureaucrats) not the rule of the law.
Third, the USA believed that it already held its service members to the highest standards. The USA has a very large Judge Advocate’s General (JAG) system, the head of the system is nominated by the President and confirmed by the Senate directly giving them authority independent of the military. The office goes back to the Revolutionary War when General Washington established a military court system independent of himself. Even the name has survived since then. The USA has a history of taking swift action against abuses. It is worth noting that even the EU agreed the USA already had such a system, which to their mind made the freak out inside the USA ridiculous. The ICC would never be able to argue that there wasn’t domestic enforcement when it came to the USA. Though this gets back to a fundamental disagreement in governing philosophy between the USA and the EU: Americans are raised to believe when designing governmental forms you assume the people will have corrupt intent and build a system robust enough that despite their corrupt intent it still functions well. Europeans believe that most people in office intend to the right thing most of the time, thus American style guardrails lead to net harm.
Fourth the USA, especially foreign policy realists, simply did not believe that rule of law could apply between states. The USA believed the only viable deterrent to evil now and in the future was the righteous might of the USA and its allies. The ICC’s vague definition of aggression would prevent that sort of work. The 2nd Iraq War being an instantly good example where the UN stood firmly on the side of keeping the Ba’ath in power in Iraq, against the USA’s attempt to create a Jeffersonian democracy.
Other objections came about later. Over 70 nations representing 2/3rds of the world’s population are not ICC members so this would end up looking like the first world enforcing law on the 3rd and 4th. The ICC was ineffectual for its first 15 years of existence at a cost of $1.5b it achieved 8 convictions.

USA policy under Bush

In line with this consensus the USA’s policy was to make it clear that the United States would not idly sit by and allow the EU to establish a world criminal legal system ignoring US objections. As the treaty went into effect the USA officially revoked its signature.

The Europeans believed, in keeping with their soft power approach that now was an excellent time to try soft power. They responded by sanctioning the United States, throwing the USA out of the United Nations Commission on Human Rights. UNCHR while troubled was until that point very dear to the USA. Eleanor Roosevelt had established it. For Americans, the Cold War had been justified in many ways to Americans as desiring to promote human rights / the American Way to all the world’s peoples. It was until that point a beloved troubled child. The EU had believed that this sanction would have the effect of changing American policy’s direction.
It had in practice the opposite effect, the USA responded with what amounted to a counter-sanction. Primarily now that the USA was no longer on the UNCHR the USA rejected its findings of facts even for purposes of the Security Council. The way the UN is structured in terms of human rights abuses is that UNCHR creates findings of fact and policy recommendations. That report then goes to the Security Council where policy gets debated. With the USA no longer part of UNCHR there were frequently times where CIA or State disagreed with UNCHR’s report on questions of fact. Without the USA that didn’t get addressed so the report would go to the Security Council without dealing with the USA’s objections and the Security Council would then be confronted with disagreements on facts. UNCHR made factual claims that were either provably false or very questionable given the evidence over and over and over.

The American Service Members Protection Act

While Bush was taking a hard line with Europe diplomatically Congress wanted to make sure the Europeans understood his positions represented a broad and bipartisan consensus. Kidnapping foreign leaders and tossing them in a domestic dungeon has been an act of war for millennia. The United States wanted to make sure Europeans understood that the USA continued to believe this was the case. The USA would not be bullied into depriving its citizens of the protections of the 5th and 14th Amendments, separation of powers… just because Europeans thought it was a good idea. Congress would uphold their oath to defend The Constitution against foreign powers hostile to it. The Europeans nicknamed this law “The Hague Invasion Act” which demonstrates that the message was heard loud and clear. It passed the House 280-138 and Senate 71-22.
The Act authorizes in advance the USA president to use all means including military force (i.e. invade the Netherlands) to bring about the release of any U.S. or allied personnel being detained or imprisoned by, on behalf of, or at the request of the International Criminal Court. I’m highlighting or allied because that would apply to Netanyahu or Gallant (though I would seriously doubt Biden would utilize his authority).
The Act prohibits all military aide to ICC signing countries unless they have signed a bilateral immunity agreement (BIA, Article 98 agreements) with the United States. It thus prohibits American forces from participating in actions without bilateral immunity agreements in place. This did not just apply to military actions but also applied to economic support functions of the US military: international counter-terrorism efforts, peace process programs, anti-drug trafficking initiatives, truth and reconciliation commissions, wheelchair distribution, and HIV/AIDS education.
BIAs are of course completely prohibited by the Rome Treaty. So what the American Service Member Protection Act makes mandatory would put most countries in blatant violation of the Rome Treaty. This was understood and quite intentional.

BIAs as a lever

With the strong Congressional support in place the Bush administration now made it clear to Europeans:
The USA would veto Security Council continuing resolutions for force deployments that did not have a BIA. This had almost immediate devastating effect as a counter-sanction on more important areas of European diplomacy.
The USA as a backstop on many foreign deployments would disappear without a BIA. There are lots of places all over the globe that European troops are deployed that Europe’s armies couldn’t get to in time if there were a critical situation. They depend on the USA’s ability to get to them in time in case of emergency. Without a BIA that guarantee would disappear unambiguously and various foreign powers (Iran, Al Qaeda affiliates, China, Israel) would know they had disappeared.
Most countries ended up signing BIAs, over 100 countries total. European countries would quite often both denounce them and sign them. Many countries in the “global south” who believed strongly in the ICC did not cave and took an economic hit.
Typical treaty language was long the lines of: “Persons of one Party present in the territory of the other shall not, absent the expressed consent of the first Party, (a) be surrendered or transferred by any means to the International Criminal Court for any purpose, or (b) be surrendered or transferred by any means to any other entity or third country, or expelled to a third country, for the purpose of surrender to or transfer to the International Criminal Court.

The European Repositioning

The sanctions approach had been designed around the assumption the USA was more divided than it was. Europeans had gotten used to the Clinton administration’s divisions, hadn’t realized that the USA was unifying against. The Service Member Protection Act worked in sending the message that they had badly misread the USA. The degree to which the Bush administration was willing to openly and aggressively undermine UN / EU human rights enforcement with broad internal consensus meant the policy had been misguided.
All through the 1990s the EU had sought to have the USA be another European power. First among equals perhaps, but not a distinct pole from Europe. Europeans in general really did believe the USA was more closely aligned with them on questions of values than it was (very analogous to what Israel has faced). 2000s era European politicians had to shift their diplomacy to one where they were still seen as allies but not “brothers”. The Iraq War, not the ICC being the most important example of that shift. NATO weakened.
In 2003 The European Parliament started trying to discuss agreed upon language regarding BIAs. The ICC openly admits it lacks the capacity for broad based trials of thousands of persons. The USA was quite open that they wanted the protections to apply to all people and wouldn’t allow for a carve out for ‘officials’ and ‘military personnel’ vs. ‘employees’, ‘contractors’, and even ‘nationals’ . The EU wasn’t going to officially endorse broad protections for non-signing countries of even the USA so this didn’t amount to anything.
In terms of the UN’s human rights enforcement, It quickly became obvious the system was entirely broken. BIAs offered a temporary solution with the EU officially not noticing. In 2006 the United Nations Commission on Human Rights disbanded and was replaced by a new structure, the United Nations Human Rights Council. Far from the USA being punished the USA demonstrated it was willing and quite capable of breaking the international human rights system underlying the ICC if it so desired.
Europe moved towards trying to gradually soften America's stance on specific issues where both Europe and the USA sought enforcement. Don't fight the broad war about a global justice system, but specific rather a utilitarian case that the ICC could help in specific situations. This works in cooling down the confrontation. The third post will cover the twelve years of Bush’s second term and the Obama administration where this becomes the dominant Europea approach and meets with some success.

I started seeing a girl sometime in march, and everything has been going pretty nicely. She is very sweet towards me, she’s caring and I feel knowing whether she’s interested in me or likes me hasn’t been hard, everything’s feLynn clear from day 1.
she however still:
- has pictures of her ex on her phone
- still has their chats
- we once were asking each other questions about stuff, just getting to know each other, and I asked her if there was anything that she has done for others that she wishes someone would do for her (like actions she does that she wishes someone would reciprocate}, she said when she was with her ex, she used to lotion her up because she was always too lazy to do it. And she wishes someone would do that for her. I felt jealous ngl, although she said afterwards that she immediate,y regretted saying it, but she felt that was an answer she ideally would give to that question.
- we were once on FaceTime, and just sharing our screen exploring apps on our phones and she showed her Pinterest. On her Pinterest boards there was one board that said, “ Tara’s room” ( her ex name is not Tara but just want to give an example) it was from like 8 months ago when they were still together. But the board is still there.
- she has a painting from her ex, and I remember her saying it was from a freind, but likewhenni saw the signature on it with her ex name, she said she did t want to always keep saying “my ex” or like “ pointing to styfff around the house saying ”that’s from my ex” as it may seem somehow.
how should I bring this up? I feel sad and a little bothered honestly. Idk if she really likes me or if these are red flags worth talking through or ending our dating over. I want to mention that I’ve followed girls I used to talk to before withiut having any feelings, I’ve forgotten pictures of guys and girls in my gallery because I’ve been lazy to delete all and I rarely look at them too. Sges told me she and her ex are not compatible, she tells her freinds and sister about me so much, her texts with her freind about me just so sweet where she talks about me being her type, how pretty I am, she constantly wants me around, wants to make plans to see me.

Short and to the point: I get cold pitches all.the.time. The vast majority of them are getting filtered directly to my spam folder, which I do not check, especially if they're a coming from a non-business email account, (e.g., gmail).
But that's not always the case. Sometimes, cold pitches from gmail accounts and others do get through my filters and into my inbox. I've been trying to piece together why some get through, and some don't. Here are a few ideas I've pieced together that might help some of you who are cold-pitching and getting no responses:
  • Make sure you have a picture attached to your email account. If you're using a gmail account, whether it's a business account or personal account, you can add one in the settings.
  • Make sure your email has a signature with your title. Again, you get usually set this in your email account settings.
  • Make sure you include links to your social media accounts, specifically LinkedIn.
  • Make sure the formatting of your email is well structured. Treat that structure like a blog post without headings. So, bold text where relevant, have bullet points, etc.
Again, I can't be certain this is your best bet for getting past spam filters. However, these are the things that I've noticed tend to be common features of cold pitches that do get past mine.

I'm 17m, and I met this girl online who's 28.. we met through a gaming platform which is normal usually for all ages to come together. I know ppl have their preferences with who they decide to game with, but me I personally don't care if you're 10 or 30 as long as you're cool and for her I think she said the same that as along as you're mature. Anyways, we gamed up and had a blast then I added her and honestly I've talked to her more than my real life friends and I've actually been getting along with her better than people I know. We talked every single day for the first month, and then slowly gradually she stopped getting online. She use to be online literally every time I checked, throughout the day or night. When we met it was like 3am, it just seemed like she was a big gamer to me. I am too, but I have school that I still go too. I didn't ask what her life was like but she didn't seem busy.. I know she does have a kid though but that's it. Anyways, like I said I've noticed she really only checks in the gaming platform maybe once or twice throughout the day now, and we use to have full on conversations throughout the day, and now she's barely sent me a msg everyday. I'll always text her and at times my texts are like "are you alive??" "Are you busy??" And I don't know if I'm just texting to much.. she told me the other day that "there's things outside of (gaming platform) you know that right?" And I'm like 'oh yeah I forgot lol, I just don't do anything all day but talk to you and go to school".. and she hasn't responded... I'm just kinda upset with myself am I expecting to much?? I don't know what happened to her she use to chat with me so much..

Let me preface by saying,I LOVE to work. I’ve never been out of a job for more than a week….until recently and I have now been out of work for over a month.
I’ve done a lot of self reflection as to why it is that I cannot seem to hold down a job lately.
Job history:
My first job was when I was 14 I was in housekeeping with my friend’s mom for four years. When I turned 18 I left that behind me and moved to TX where I started off in bartending and while I was bartending I was also in furniture sales for two years. (Yes I worked two jobs and lived entirely on my own)
I fell in love and transferred to the furniture store branch in a small town where I had moved in with my fiancée (he was a chronic cheater it did not work out) the job there was terrible and because of the area,there was no money to be made there. Eventually I switched to part time management at a humane society as well as full time housekeeping at a nearby hotel. I did that for a little over a year and when I found out about the chronic cheating I took the next flight back to AZ to be with my parents.
From then on I got a “stepping stone” job at a gas station where I worked for about 6months,and at the start of the following new year I was a medical receptionist. I was there for a little over a year and that job was extremely tough. The job itself was not hard,in fact I loved my job and I was damn good at it. 
The biggest challenge I faced is that I kept getting promoted every three months and a lot of the girls next to me were extremely jealous. They started gossip behind my back and I ignored it. I ended up getting complaints about every little thing that I did wrong. (Ex: I briefly checked my phone between calls -as everyone did- because my mom called me and I texted her that I’d call her on my break.) the management was absolutely disgusting and treated everyone like crap,except the few specific mean girls who got their hair braided by the manager. Cringe.
I got fired from that job because of all of the complaints from the same two people.
I ended up landing a job in car sales,quickly got promoted to where I was making 95k a year. That promotion required me to move to a town just an hour away in a dealership I had worked in a handful of times. As a salesman they loved me there. But as a finance manager,they HATED my guts. The salespeople were obviously annoyed I landed the higher position. I was in said position for about 8 months before I quit. The desk manager there had attempted to seduce me in the office and when I cut his advances down,he got extremely cold. He started excluding me from meetings I should’ve gone to, as well as outings they would have as a team. He also started asking me to do frivolous tasks like get him coffee or drive 6 hours round trip to get signatures for a salesman’s customers. (Not a part of my job!)
I sent my letter of resignation and landed a job as an office administrator for a construction company. This job was amazing. But after a year there I got terminated for “not being bubbly enough.” -which I’d totally get it if I was around people,but considering I was the only person in the office all day by myself,I don’t even know how that conclusion was even made. At this point,something has to give. I have superb organizational skills and extensive knowledge on multiple job fields. But clearly I am doing something wrong. The world seems to expect me to be a certain person that I just am not.
Another thing I should note: it’s hard being young and attempting to get into higher positions. I get shot down so fast and I’ve even had interviews where they saw my job hopping as huge red flag. I never miss work,I’m always on time and early and I do my job well.

Arizona

Supporters of an abortion rights initiative in Arizona have reportedly obtained enough signatures to appear on the November ballot, though it still needs to be verified by the secretary of state this summer. Abortion is currently legal during the first 15 weeks of pregnancy. The proposed ballot measure would amend the Arizona Constitution to establish a fundamental right to abortion before the point of fetal viability (generally around the 24th week of pregnancy).
  • The initiative gained steam after the Arizona Supreme Court ruled last month that an 1864 territorial ban on abortions is enforceable. Following several attempts by Republicans to block the bill, a coalition of Democrats and several conservatives passed a repeal of the 160-year-old ban earlier this month, reinstating the state’s previous 15-week limit on abortions.
Now, Republican legislators are trying to limit future ballot initiatives—like the one aiming to enshrine abortion rights—with a measure of their own. If passed, the Arizona Signature Distribution Requirement for Initiatives Amendment would change the threshold for petitioners to get a measure on the ballot: instead of requiring 10-15% of all votes cast in the most recent governor’s race (a statewide threshold), the proposed change would force citizen-led efforts to collect 10-15% from each of the state’s 30 legislative districts.
This would require tremendous logistical feats from any citizen-led effort. Canvassers would need to dramatically scale up their presence in the most remote parts of Arizona, unable to rely on high-traffic areas and denser population centers.
Arizonans who have experience working on signature-gathering told Bolts that this requirement could prove insurmountable to them given the resources and capacity it would call for. “This is nothing but a backdoor way to shut down the initiative process,” said Jim Barton, an election law attorney who has been involved in numerous legal fights over the rules of initiatives in Arizona.
If voters approve the Signature Distribution measure, citizens will be left without a valuable tool to affect change in a state whose legislature has been controlled by Republicans for several decades. Arizonans used the ballot initiative process to enact important policies in recent years, including raising the minimum wage in 2016, legalizing marijuana in 2020, and requiring campaign donor transparency in 2022.

Mississippi

Meanwhile, Republicans in Mississippi again rejected legislation to restore citizens’ ability to put measures on the ballot three years after a court ruling took away that right. According to a provision of the state’s constitution written in 1992, a proposed constitutional amendment may be approved to appear on the ballot if organizers gather one-fifth of their signatures from each of the state’s five congressional districts. However, in the 2000 reapportionment process, Mississippi lost one congressional seat due to a decrease in population.
Two decades and numerous ballot initiatives later, a medical marijuana group collected enough signatures to appear on the 2020 ballot. Voters approved the measure with an overwhelming 74% majority, allowing people with debilitating conditions like cancer, PTSD, epilepsy, and Parkinson’s disease to access medical marijuana. Mary Hawkins Butler, the Republican mayor of Madison (a suburb of Jackson), sued to block the initiative, arguing that organizers did not meet the signature requirement: instead of collecting an equal number of signatures from the mandatory five congressional districts, they could only collect signatures from four, because Mississippi has only had four since 2001.
The state Supreme Court ruled in Mayor Butler’s favor in 2021, voiding not just the medical marijuana initiative but also the state’s entire citizen-led ballot initiative process unless and until the legislature amended the relevant provision of the constitution. Justice Josiah Coleman, writing for the six justice majority, said, “the loss of congressional districts did, indeed, break (the ballot initiative provision) so that, absent amendment, it no longer functions.”
Every year since, the Republican-controlled legislature has killed bills to reinstate voters’ right to place measures on the ballot. The most recent bills, crafted by Republicans themselves, were extremely favorable to the legislature and introduced new barriers to citizen initiatives—and still did not receive consideration.

Missouri

Democrats in Missouri successfully filibustered a bill that would make it harder to pass citizen-led ballot initiatives ahead of a potential measure to enshrine a right to abortion prior to viability. Under current law, a proposed constitutional amendment must be approved by a simple majority of votes cast statewide. The Republican-backed bill, SJR 74, would require proposed amendments to receive a majority of the votes cast statewide as well as a majority of the votes cast in at least a majority of the Congressional districts. Not only would the change institute additional onerous steps for organizers, but it would virtually ensure only conservative amendments succeed due to Missouri’s partisan gerrymandered districts.
In order to entice voters to support their amendment limiting direct democracy, the state GOP attempted to insert what opponents call “ballot candy”: unrelated and superfluous content intended to trick people into voting for a measure they would otherwise oppose. In this case, the ballot candy was a provision banning non-citizens from voting on constitutional amendments and another prohibiting foreign governments from sponsoring initiatives—both of which are already illegal in the state.
Democrats twice filibustered the bill, forcing the Republican supermajority to abandon the measure during the final day of session last week.

Louisiana

Louisiana legislators advanced a proposal (HB 800), backed by Gov. Jeff Landry (R), earlier this month to call a convention to change the state’s 50-year-old constitution. The document is roughly 35,000 words longer than the average state constitution and has been amended more than 200 times. Most people would agree it could be trimmed and streamlined. However, the governor and his Republican allies are pursuing a rewrite for political purposes with little oversight.
First, the timeline: The legislature intends to convene a convention in the next three months, with a two week deadline and no time for public input. The 1973 convention, by contrast, held a series of public meetings across the state for an entire year before writing the state constitution.
Second, the participants: The 1973 convention was composed of elected delegates, many of them average citizens who took an interest in crafting their state’s charter. Landry’s planned convention would be limited to current lawmakers and delegates chosen by Landry himself.
Third, the guidelines: While HB 800 states that delegates cannot change the meaning of certain sections, like retirement benefits for public employees and pay for sheriffs, it lacks any other controls on what they can edit. Furthermore, experts question whether the limits in HB 800 would even be legally binding.
It’s not clear legislators even have the ability to restrict what is discussed during a constitutional convention. Legal experts have said once a convention is called, the entire document can be opened up and altered, regardless of what limitations the lawmakers place on it ahead of time.
Landry and his allies claim they do not have any immediate changes planned and would simply like to move portions of the constitution into the legal code as statutes. However, this would make it easier for the Legislature to change provisions it doesn’t like because of the lower threshold to edit a law versus the constitution. Rep. Beau Beaullieu (R), the author of HB 800, said last week that the provisions he wants to remove from the constitution include sales tax breaks for residential utilities, prescription drugs, and food purchased for home consumption.
“I think all of those tax items should be in statute,” he said. “If there is a better way to bring in revenue for the state, we need to be able to have that on the table.” …The sales tax breaks on food, residential utilities and prescription drugs could be more easily repealed if those provisions were shifted from the constitution into regular law as Beaullieu and Tucker suggested…
[S]ome conservatives in the Legislature want to expand the state sales tax base in exchange for lowering or eliminating the income tax… Advocates for low-income people have opposed proposals to swap out the income tax for broader sales taxes. Wealthy people and businesses pay the state income tax, but poor people do not. People who are struggling would carry a larger share of the financial burden of a sales tax on essentials like food, utilities and prescription drugs, according to the advocates.
