2024.05.16 07:18 Sufficient_Cancel_14 Mending family ties in immigrant household with depressed video game addicted older brother (25M) and aggressive younger sister (17F)

This is going to be long, I'm sorry. It is my first reddit post, and I feel desperate. I'm just wondering if anyone here has ever mended their family ties?
To give context, me (22F), my older brother (25M), and younger sister (17F) grew up in an immigrant household (my brother and I are immigrants, sister first gen) with both mother and father around. Overall, we had a happy childhood. We had family friends and my mothers first cousin living in the same city as us, with her two children around the same age as my brother and I. Fast forward a couple of years, there was family drama and an ending of the family friend group that we had due to petty fights between moms, and we stopped having contact with these people. I was a pretty extroverted child, as was my sister, but my brother was pretty introverted. He had great interests as a child, he loved astrology, reading, and knew everything about cars. My sister loved drawing (as did I), making slime, and reading as well (she's an excellent writer). I had a good relationship with both of them, sometimes getting into fights, but nothing really abnormal. We would go outside to play all of the time, and I would take my sister to the pool with me and my friends during the summer. My brother then got very into video games in high school. It was more of a hobby then, which I think is good and healthy, his grades were still good and he was on the volleyball team so he was socializing and fit. His work ethic was not good though, as he would wait until the last minute to finish his assignments. When he was applying to colleges I remember he didn't really want to do anything. It was a big fight between him and my parents. He started college as a commuter, but this was a pretty difficult time for him and he got pretty depressed. He still had the same work ethic and studying habits that he had in high school. My mother then started to deal with depression, as she was close to my brother and became socially isolated at this time. Her age didn't help, and she started dealing with sciatic pain. I then felt like I had to help her, so I would help her with the house, my sister, and the garden. I enjoyed these things, as I feel my nature is pretty nurturing. I love children and found a love in gardening during this time as well. I worked in retail when I was 17, and have been working in the restaurant industry for about 2 years now. My brother never had a job. My brother was always the golden child and got most of the attention and praise, which I didn't mind because in a way it was motivation for me to do well and live up to him. I was still close with him and my sister during his college years. He graduated with a degree in mechanical engineering in three years, and everyone was so proud of him. This was the year I started at the same college as him, but for biochemistry as I was pre-med. This was the year COVID started. My sister was 12, and I was 18, and my brother 21. My brother didn't apply to any jobs after graduation and would just sit at home playing video games. He played for a year and a half, and my parents got frustrated at him for just sitting at home doing nothing. I spoke to him during this time, and he said he was severly depressed during college, and on the first day he knew he didn't want to do it and wanted to drop out instead. I couldn't understand him, as I always saw education as a privilege and gaining knowledge/learning was so rewarding for me (THINK MALALA). My parents told him he had to get a job or go for his masters. He ended up applying for his masters in computer science, and finished that in two years. Since then, December 2022, he has just been in his room locked away playing video games all night and sleeping all day. My mother has been dealing with depression since he started college, and it took a toll on me during COVID trying to help her. This in turn took a toll on my younger sister as we shared the same room and we had a very close relationship. I ended up developing an eating disorder during the time of COVID (I think due to bad stress management), and I was depressed and weighed close to nothing. I ended up graduating with my undergraduate degree in Biochemistry a year early like my brother, but at the end of my studies I decided I could not become a doctor. I studied for my MCAT and was working on applications and all that, but looking forward, I felt the path of becoming a physician did not align with what I wanted in life. The four years of medical school was fine with me, as I love medicine and would study it for the rest of my life if I could, but the hours in residency and the non-existent balance between work and life during those years (along with the debt of medical school) was not something I could justify doing. I wanted to become a mother (sooner rather than later (which feels stupid now as I don't even have a boyfriend and the disloyalty i've seen in men (not my father) makes me have trust issues)). I was lost and wasn't in a good mental state to begin with. Then, my best friends (American) turned on me and isolated me which made me feel even worse. My sister then became the person that I trauma dumped to, which I see was not a good thing, and she started to become aggressive and took turns on who she would isolate in my family. First it was my dad, then my brother, then my mother, then me. She had phases of who she would consider a friend, and who she hated. It was hard on my whole family. During June of 2022, my grandfather (mothers side) became ill with sepsis due to an untreated UTI (he was a farmer and hated the doctor), and she went back to our country for the first time in 20 years. I wanted to go with her, but I had to stay back and take care of my sister. When she came back after my grandfather's death and funeral, my grandmother was all alone, so I went back to my country to stay with her as her caretaker until she passed in November. During that time, I worked on myself and became healthier. It was easier because I had so much family around, and I made new and great friends who I could relate to. The culture is a lot less stressful and on-the-go than American culture, so I found myself seeing the beauty in life like I did as a child. I was in the village surrounded by nature, which I love, and I finally felt like I fit in, whereas in America I never REALLY fit in. When I came home, my sister was still not talking to me.
Fast forward to recently, I am in a great place mentally and physically. I am back to my normal weight (although I do have issues with my hormones due to my former ED, which makes me scared that I am infertile). I am in school in a direct-entry masters in nursing program, working as a server on weekends, and volunteering with the elderly community with a few very close friends that I love. I've done a lot of self work, and have the mindset of not letting my past define me or stop me from bettering myself. My relationship with my family members is pretty great, individually. My sister is doing better mentally, as she dropped some friends feeding her depression, made some new friends in high school, is working as a host in the restaurant I work in, and has taken up martial arts. She is a very bubbly and laughy person, but she can be very cold if she "hates" you. Her relationship with my mother and brother are still very rocky. My mother still deals with depression due to my brother's "wasted potential", although I think I have helped since coming back because I feel much stronger and know now what I have to do to stay strong for my family and for myself. I understand my sister with both of them. I was also initially frustrated with my mother around my sisters age, but I understand what my mother is/has gone through. My sister deems her as crazy, which I told her was wrong. Her and my brother were never very close, and I feel for her frustration with him. He is always in his room playing video games, never helping around the house, and gets mad at her when she says mean things to my mother. I, too, was frustrated with him. However, I know now that the only thing I can really do is fix myself, I can't fix others if they don't want to change. I understand him in a way too. I think that he blamed school for his depression, but I think he still deals with it in a way today and video games is his outlet. When me and him were her age, we would not even think about saying half of the things she says to my parents. I caught my siblings in a screaming match one day when they thought I had left the house. He was screaming at her about being a b**** (I hate curse words, I think they feed anger) because she called my mother and brother fat a**** that morning for eating some leftovers we had (which I think is terribly wrong on two fronts, as one should never say this to another person let alone their own family, and all of the food we have is for everyone, not just for one person), and she was screaming at him to tell her what he wanted to say for the past 17 years. I intervened and started telling them that it was wrong to be screaming at each other, and that we have to be there for each other because we are siblings. We are each other's first best friends in life, and no one else will understand what we went through together. My sister and I also recently had an argument because she told me that my mother and father were very hard on her for her schooling as a child and that she remembers my mother about to throw a chair at her because of some bad grade, but that I stopped her from throwing it. I don't remember this happening ever. I remember that me and my brother were disciplined as children, and that I would get the most punishment (because I was a more mischievous child), and they were hard on us for school, but I knew it was for our better (remember Malala?). She was much younger than us, so their parenting changed significantly by the time she was born. As a child, she never got hit. I think that she might believe that this actually happened, and the feeling of fear was probably true, but this scene did not happen. My parents were older when they had her, so they were not as playful as they were with us as children, but they did their best. I would always try and give her everything I never had at her age, buying her food and taking her shopping. However, she now eats some form of fast food every day, takes my dad to buy her snacks that she won't share with us (which I told my dad is not okay, even if it is a bonding moment between them which he clings onto, he should teach her to share), and she has no interest in dressing up like she did as a child (she used to change her outfit three times a day, always fashionable). I don't think the fashion thing is a big deal, but I want to give her all of the clothes I wished for at her age.
TL;DR
ANYWAYS, after all that, has anyone ever dealt with a bright child older brother turning into a video game addict with no drive? and a younger sister with aggression and resentment towards family? I want to believe that my sister will get better. I think she should go on vacation with my mother to our home country this summer, as we have cousins her age, and she can see how happy my mother is in our country (instead of the depressed version she is in America). As for my older brother, can I do anything to help him see that life is far more beautiful with real-world social connections, that work can be rewarding (whatever it is that he wants to do), and that his past does not define him or who he could be (even if it takes a lot of self-reflection and work)? If so, how can I do this? Or is it better for me to just focus on my own life, make the goals I want happen, and pray/hope they can find the contentment I have found in life? I don't want to intrude too much, but I want to help them. Family is a very important value in my life, and I think it is for them as well.

In the nineteenth century, the ideal of self-improvement degenerated into a cult of compulsive industry. P.T. Barnum, who made a fortune in a calling the very nature of which the Puritans would have condemned (โ€œEvery calling, whereby God will be Dishonored; every Calling whereby none but the Lusts of men are Nourished: โ€ฆevery such Calling is to be Rejectedโ€), delivered many times a lecture frankly entitled โ€œThe Art of Money-Getting,โ€ which epitomized the nineteenth-century conception of worldly success. Barnum quoted freely from Franklin but without Franklinโ€™s concern for the attainment of wisdom or the promotion of useful knowledge. โ€œInformationโ€ interested Barnum merely as a means of mastering the market. Thus he condemned the โ€œfalse economyโ€ of the farm wife who douses her candle at dusk rather than lighting another for reading, not realizing that the โ€œinformationโ€ gained through reading is worth far more than the price of the candles. โ€œAlways take a trustworthy newspaper,โ€ Barnum advised young men on the make, โ€œand thus keep thoroughly posted in regard to the transactions of the world. He who is without a newspaper is cut off from his species.โ€
Barnum valued the good opinion of others not as a sign of oneโ€™s usefulness but as a means of getting credit. โ€œUncompromising integrity of character is invaluable.โ€ The nineteenth century attempted to express all values in monetary terms. Everything had its price. Charity was a moral duty because โ€œthe liberal man will command patronage, which the sordid, uncharitable miser will be avoided.โ€ The sin of pride was not that it offended God but that it led to extravagant expenditures. โ€œA spirit of pride and vanity, when permitted to have full sway, is the undying cankerworm which gnaws the very vitals of a manโ€™s worldly possessions.โ€
The eighteenth century made a virtue of temperance but did not condemn moderate indulgence in the service of sociability. โ€œRational conversation,โ€ on the contrary, appeared to Franklin and his contemporaries to represent an important value in its own right. The nineteenth century condemned sociability itself, on the grounds that it might interfere with business. โ€œHow many good opportunities have passed, never to return, while a man was sipping a โ€˜social glassโ€™ with his friends!โ€ Preachments on self-help now breathed the spirit of compulsive enterprise. Henry Ward Beecher defined โ€œthe beau ideal of happinessโ€ as a state of mind in which โ€œa man [is] so busy that he does not know whether he is or is not happy.โ€ Russell Sage remarked that โ€œwork has been the chied, and you might say, the only source of pleasure in my life.โ€
Even at the height of the Gilded Age, however, the Protestant ethic did not completely lose its original meaning. In the success manuals, the McGuffey readers, the Peter Parley Books, and the hortatory writings of the great capitalists themselves, the Protestant virtues - industry, thrift, temperance - still appeared not merely as stepping-stones to success but as their own reward.
The spirit of self-improvement lived on, in debased form, in the cult of โ€œself-cultureโ€ - proper care and training of mind and body, nurture of the mind through โ€œgreat books,โ€ development of โ€œcharacter.โ€ The social contribution of individual accumulation still survived as an undercurrent in the celebration of success, and the social conditions of early industrial capitalism, in which the pursuit of wealth undeniably increased the supply of useful objects, gave some substance to the claim that โ€œaccumulated capital means progress.โ€ In condemning speculation and extravagance, in upholding the importance of patient industry, in urging young men to start at the bottom and submit to โ€œthe discipline of daily life,โ€ even the most unabashed exponents of self-enrichment clung to the notion that wealth derives its value from its contribution to the general good and to the happiness of future generations.
The nineteenth-century cult of success placed surprisingly little emphasis on competition. It measured achievement not against the achievements of others but against an abstract ideal of discipline and self-denial. At the turn of the century, however, preachments on success began to stress the will to win. The bureaucratization of the corporate career changed the conditions of self-advancement; ambitious young men now had to compete with their peers for the attention and approval of their superiors. The struggle to surpass the previous generation and to provide for the next gave way to a form of sibling rivalry, in which men of approximately equal abilities jostled against each other in competition for a limited number of places. Advancement now depended on โ€œwill-power, self-confidence, energy, and initiativeโ€ - the qualities celebrated in such exemplary writings as George Lorimerโ€™s Letters from a Self-Made Merchant to His Son. โ€ By the end of the nineteenth century,โ€ writes John Cawelti in his study of the success myth, โ€œself-help books were dominated by the ethos of sales-manship and boosterism. Personal magnetism, a quality which supposedly enabled a man to influence and dominate others, became one of the major keys to success.โ€ In 1907, both Lorimerโ€™s Saturday Evening Post and Orison Swett Mardenโ€™s Success magazine inaugurated departments of instruction in the โ€œart of conversation,โ€ fashion, and โ€œculture.โ€ The management of interpersonal relations came to be seen as the essence of self-advancement. The captain of industry gave way to the confidence man, the master of impressions. Young men were told that they had to sell themselves in order to succeed.
At first, self-testing through competition remained almost in-distinguishable from moral self-discipline and self-culture, but the difference became unmistakable when Dale Carnegie and then Norman Vincent Peale restated and transformed the tradition of Mather, Franklin, Barnum, and Lorimer. As a formula for success, winning friends and influencing people had little in common with industry and thrift. The prophets of positive thinking disparaged โ€œthe old adage that hard work alone is the magic key that will unlock the door to our desires.โ€ They praised the love of money, officially condemned even by the crudest of Gilded Age materialists, as a useful incentive. โ€œYou can never have riches in great quantities,โ€ wrote Napoleon Hill in this Think and Grow Rich,โ€ unless you can work yourself into a white heat of desire for money.โ€ The pursuit of wealth lost the few shreds of moral meaning that still clung to it. Formerly the Protestant virtues appeared to have an independent value of their own. Even when they became purely instrumental, in the second half of the nineteenth century, success itself retained moral and social overtones, by virtue of its contribution to the sum of human comfort and progress. Now success appeared as an end in its own right, the victory over your competitors that alone retained the capacity to instill a sense of self-approval. The latest success manuals differ from earlier ones - even surpassing the cynicism of Dale Carnegie and Peale - in their frank acceptance of the need to exploit and intimidate others, in their lack of interest in the substance of success, and in the candor with which they insist that appearances - โ€œwinning images - count for more than performance, ascription for more than achievement. One author seems to imply that the self consists of little more than its โ€œimageโ€ reflected in othersโ€™ eyes. โ€œAlthough Iโ€™m not being original when I say it, Iโ€™m sure youโ€™ll agree that the way you see yourself will reflect the image you portray to others.โ€ Nothing succeeds like the appearance of success.

The Apotheosis of Individualism
The fear that haunted the social critics and theorists of the fifties - that rugged individualism had succumbed to conformity and โ€œlove-pressure sociabilityโ€ - appears in retrospect to have been premature. In 1960, David Riesman complained that young people no longer had much social โ€œpresence,โ€ their education having provided them not with โ€œa polished personality but [with] an affable, casual, adaptable one, suitable to the losing organizations of an affluent society.โ€ It is true that โ€œa present-oriented hedonism,โ€ as Riseman went on the argue, has replaced the work ethic โ€œamong the very classes which in the earlier stages of industrialization were oriented toward the future, toward distant goals and delayed gratification.โ€ But this hedonism is a fraud; the pursuit of pleasure disguises a struggle for power. Americans have not really become more sociable and cooperative, as the theorists of other-direction and conformity would like us to believe; they have merely become more adept at exploiting the conventions of interpersonal relations for their own benefit. Activities ostensibly undertaken purely for enjoyment often have the real object of doing others in. It is symptomatic of the underlying tenor of American life that vulgar terms for sexual intercourse also convey the sense of getting the better of someone, working him over, taking him in, imposing your will through guile, deception, or superior force. Verbs associated with sexual pleasure have acquired more than the usual overtones of violence and psychic exploitation. In the violent world of the ghetto, the language of which now pervades American society as a whole, the violence associated with sexual intercourse is directed with special intensity by men against women, specifically against their mothers. The language of ritualized aggression and abuse reminds those who use it that exploitation is the general rule and some form of dependence the common fate, that โ€œthe individual,โ€ in Lee Rainwaterโ€™s words, โ€œis not strong enough or adult enough to achieve his goal in a legitimate way, but is rather like a child, dependent on others who tolerate his childish maneuversโ€; accordingly males, even adult males, often depend on women for support and nurture. Many of them have to pimp for a living, ingratiating themselves with a woman in order to pry money from her; sexual relations thus become manipulative and predatory. Satisfaction depends on taking what you want instead of waiting for what is rightfully yours to receive. All this enters everyday speech in language that connects sex with aggression and sexual aggression with highly ambivalent feelings about mothers.
In some ways middle-class society has become a pale copy of the black ghetto, as the appropriation of its language would lead us to believe. We do not need to minimize the poverty of the ghetto or the suffering inflicted by whites on blacks in order to see that the increasingly dangerous and unpredictable conditions of middle-class life have given rise to similar strategies for survival. Indeed the attraction of black culture for disaffected whites suggests that black culture now speaks to a general condition, the most important feature of which is a widespread loss of confidence in the future. The poor have always had to live for the present, but now a desperate concern for personal survival, sometimes disguised as hedonism, engulfs the middle class as well. Today almost everyone lives in a dangerous world from which there is little escape. International terrorism and blackmail, bombings, and hijackings arbitrarily affect the rich and poor alike. Crime, violence, and gang wars make cities unsafe and threaten to spread to the suburbs. Racial violence on the streets and in the schools creates an atmosphere of chronic tension and threatens to erupt at any time into full-scale racial conflict. Unemployment spreads from the poor the white-collar class, while inflation eats away the savings of those who hoped to retire in comfort. Much of what is euphemistically known as the middle class, merely because it dresses up to go to work, is now reduced to proletarian conditions of existence. Many white-collar jobs require no more skill and pay even less than blue-collar jobs, conferring little status or security. The propaganda of death and destruction, emanating ceaselessly from the mass media, adds to the prevailing atmosphere of insecurity. Far-flung famines, earthquakes in remote regions, distant wars and uprisings attract the same attention as events closer to home. The impression of arbitrariness in the reporting of disaster reinforces the arbitrary quality of experience itself, and the absence of continuity in the coverage of events, as todayโ€™s crisis yields to a new and unrelated crisis tomorrow, adds to the sense of historical discontinuity - the sense of living in a world in which the past holds out no guidance to the present and the future has become completely unpredictable.
Older conceptions of success presupposed a world in rapid motion, in which fortunes were rapidly won and lost and new opportunities unfolded every day. Yet they also presupposed a certain stability, a future that bore some recognizable resemblance to the present and the past. The growth of bureaucracy, the cult of consumption with its immediate gratifications, but above all the severance of the sense of historical continuity have transformed the Protestant ethic while carrying the underlying principles of capitalist society to their logical conclusion . The pursuit of self-interest, formerly identified with the rational pursuit of gain and the accumulation of wealth, has become a search for pleasure and psychic survival. Social conditions now approximate the vision of republican society conceived by the Marquis de Sade at the very outset of the republican epoch. In many ways the most farsighted and certainly the most disturbing of the prophets of revolutionary individualism, Sade defended unlimited self-indulgence as the logical culmination of the revolution in property relations - the only way to attain revolutionary brotherhood in its purest form. By regressing in his writings to the most primitive level of fantasy, Sade uncannily glimpsed the whole subsequent development of personal life under capitalism, ending not in revolutionary brotherhood but in a society of siblings that has outlived and repudiated its revolutionary origins.
Sade imagined a sexual utopia in which everyone has the right to everyone else, where human beings, reduced to their sexual organs, become absolutely anonymous and interchangeable. His ideal society thus reaffirmed the capitalist principle that human beings are ultimately reducible to interchangeable objects. It also incorporated and carried to a surprising new conclusion Hobbesโ€™s discovery that the destruction of paternalism and the subordination of all social relations to the market had stripped away the remaining restraints and the mitigating illusions from the war of all against all. In the resulting state of organized anarchy, as Sade was the first to realize, pleasure becomes lifeโ€™s only business - pleasure, however, that is indistinguishable from rape, murder, unbridled aggression. In a society that has reduced reason to mere calculation, reason can impose no limits on the pursuit of pleasure - on the immediate gratification of every desire no matter how perverse, insane, criminal, or merely immoral. For the standards that would condemn crime or cruelty derive from religion, compassion, or the kind of reason that rejects purely instrumental applications; and none of these outmoded forms of thought or feeling has any logical place in a society based on commodity production. In his misogyny, Sade perceived that bourgeois enlightenment, carried to its logical conclusions, condemned even the sentimental cult of womanhood and the family, which the bourgeoisie itself had carried to unprecedented extremes.
At the same time, he saw that condemnation of โ€œwoman-worshipโ€ had to go hand in hand with a defense of womanโ€™s sexual rights - their right to dispose of their own bodies, as feminists would put it today. If the exercise of that right in Sadeโ€™s utopia boils down to the duty to become an instrument of someone elseโ€™s pleasure, it was not so much because Sade hated women as because he hated humanity. He perceived, more clearly than the feminists, that all freedoms under capitalism come in the end to the same thing, the same universal obligation to enjoy and be enjoyed. In the same breath, and without violating his own logic, Sade demanded for women the right โ€œfully to satisfy all their desiresโ€ and โ€œall parts of their bodiesโ€ and categorically stated that โ€œall women must submit to our pleasure.โ€ Pure individualism thus issued in the most radical repudiation of individuality. โ€œAll men, all women resemble each other,โ€ according to Sade; and to those of his countrymen who would become republicans he adds this ominous warning: โ€œDo not think you can make good republicans so long as you isolated in their families the children who should belong to the republic alone.โ€ The bourgeois defense of privacy culminates - not just in Sadeโ€™s thought but in the history to come, so accurately foreshadowed in the very excess, madness, infantilism of his ideas - in the most thoroughgoing attack on privacy; the glorification of the individual, in his annihilation.

The same can be applied in life, where sometimes when we are in the thick of things, our vision narrows and we feel hopeless, overwhelmed so in those situations detach for a bit see the whole picture and strategize accordingly.

Description of Original Problem: The CPU hits very high temps for idle, it hits the mid 60C to low 70C with a 20% cpu util, at least according to HWmonitor. It says the same thing in the CPU driver and mobo bios, any help?
Troubleshooting: I've tried limiting votage to the cpu to 1.35 volts, and I set the base speed to 4.20GhZs, furthermore, I also tried this by u/masterleros. yet hwinfo, Bios, and driver still shows high temps.

The technology within this topic is restricted under the International Traffic in Arms Regulation (ITAR), 22 CFR Parts 120-130, which controls the export and import of defense-related material and services, including export of sensitive technical data, or the Export Administration Regulation (EAR), 15 CFR Parts 730-774, which controls dual use items. Offerors must disclose any proposed use of foreign nationals (FNs), their country(ies) of origin, the type of visa or work permit possessed, and the statement of work (SOW) tasks intended for accomplishment by the FN(s) in accordance with the Announcement. Offerors are advised foreign nationals proposed to perform on this topic may be restricted due to the technical data under US Export Control Laws.

OBJECTIVE: The Defense Logistics Agency (DLA) seeks to promote responsive, best value supplies of related materials, components, and systems to Department of Defense (DoD) customers and other DoD stakeholders. DLA investigates advancements in technologies and business processes for new and improved materials, more efficient means of their production, and competitive domestic supply chains which will lead to greater innovation in current and future defense systems combined with benefits to other commercial and government applications.
DLA is interested in exploring future defense industrial base uses for scandium (Sc) because of its unique properties as a pure metal and, as an alloying agent, to significantly increase the performance of traditional aluminum (Al) alloys, and therefore expand the use of Al alloys. Further benefits include, substituting aluminum-scandium (Al-Sc) alloys for incumbent expensive materials (e.g., titanium) and/or replacing material forms that are both costly and difficult to source (e.g., forging, complex machined parts, and extrusions), as Al-Sc alloys are highly compatible with additive manufacturing techniques.
Scandium can impart high strength properties to Al alloys which allows for reduced weight designs (compared to traditional Al alloy) and components for a wide range of defense platforms and other military items. Al-Sc alloys exhibit increased resistance to high temperature and corrosion when compared to common Al alloys. Of further interest, is the high weldability of Al-Sc alloy. Alloys with high weldability can reduce manufacturing labor and other costs associated with joining components and structures. Al-Sc alloy can be especially useful when used as a powder or wire in additive manufacturing. Potential DoD applications for Al-Sc alloy include the production and sustainment of missiles, aircraft, space launch vehicles, satellites, solider systems, military ground vehicles, marine applications, and other weapon systems (e.g., small arms and artillery).
While Sc metal has many attractive material characteristics, its cost is frequently considered prohibitive for Al alloying purposes compared to other alloying elements. In addition, the supply of Sc metal and compounds is limited and highly concentrated in a small number of foreign countries including China and Russia. As such, there is reluctance to develop wide scale uses for Al-Sc alloys for many applications including DoD weapon systems and large-scale non-defense applications (e.g., commercial aviation and automotive manufacturing).

In the United States mining operations for Sc ore are being planned and developed to feed a domestic supply chain and, recently, new sources of Sc now exist in Canada (an important member country of DoDโ€™s National Technology Industrial Base). There are also established defense industrial base companies and other businesses in both countries that can significantly contribute to development and commercialization of Al-Sc supply chains for both military and commercial applications.

Given the important properties of Sc, and in anticipation of increased affordable domestic supply, DLA is interested in engaging small businesses with the capability to develop and expand expertise and industrial base production capacity of Sc-containing materials, especially in areas relevant to the supply of Al-Sc alloy components for DoD end-uses.

Specific materials, processing and manufacturing areas of interest include:

  • Raw material refining
  • High purity Sc metals, compounds, and alloys
  • Additive manufacturing feedstock
  • Additively manufactured DoD systems prototype parts

Research and Development (R&D) efforts selected under this topic shall demonstrate and involve a degree of risk where the technical feasibility of the proposed work has not been fully established. Further, proposed efforts must be judged to be at a Technology and/or Manufacturing Readiness Level (TRL/MRL) 6 or less, but greater than TRL/MRL 3 to receive funding consideration.

DESCRIPTION: DLA seeks SBIR project opportunities in new and innovative materials, processing, and manufacturing of Sc compounds, Sc metal, Al-Sc alloy and master alloys, and related areas of additive manufacturing. While Al and Sc are the primary metals of interest for this solicitation, it is anticipated that additional alloying elements may be included to tailor the final alloy properties. Specific areas of interest include:

  • Processing mining ores (and/or scrap waste streams) into high purity Sc compounds (ex., Sc-oxide) feedstock for production of pure Sc metal, Al-Sc alloy, master alloys, etc.
  • Commercial production of high purity Sc metal (domestic feedstock preferred)
  • Commercial production of Al-Sc alloy powder and wire for additive manufacturing

PROJECT DURATION and COST: Proposals exceeding these limits will not be evaluated.

PHASE I: Phase I will demonstrate proof of concept in one or more of the above areas of interest in scandium materials and processing. A technology development and commercialization roadmap will be produced along with a preliminary business case analysis for transition and industrial scale up. Strong industry supply chain collaboration with established materials companies relevant to the above areas of interest in scandium materials and processing is expected, along with involvement of one or more traditional or non-traditional DoD weapon systems suppliers. Strong support from one or more interested DoD weapon system program offices and/or relevant DoD RDT&E organization required.

PHASE II: Depending on Phase I results, Phase II will consist of establishing pilot scale or low-rate production of technologies that are successfully demonstrated in Phase I. Additional activities may include further materials and processing testing, characterization, and data base development of related materials and processes that can be used by future producers of scandium materials of interest (e.g., compounds, metals, alloys, and master alloys as well as related additive manufacturing powders and wire, and fabricators of aluminum scandium end-items). Development of a detailed business case analysis and commercialization plan will be required.

Strong industry supply chain collaboration with established materials companies relevant to the above areas of interest in scandium materials and processing, along with involvement from traditional and/or non-traditional DoD weapon systems suppliers, is required, along with strong support from interested DoD weapon system program offices and/or relevant DoD RDT&E organizations.

Innovative materials and processes, and commercially viable sources of their supply, shall be developed with the goal to readily transition to production in support of DoD and its supply chains.
PHASE III DUAL USE APPLICATIONS: Phase III is any proposal that derives from, extends or completes a transition from a Phase I or II project. Phase III proposals will be accepted after the completion of Phase I and or Phase II projects.
There is no specific funding associated with Phase III, except Phase III is not allowed to use SBISTTR coded funding. Any other type of funding is allowed.
Phase III proposal Submission. Phase III proposals are emailed directly to DLA SBIR2@dla.mil. The PMO team will set up evaluations and coordinate the funding and contracting actions depending on the outcome of the evaluations. A Phase III proposal should follow the same format as Phase II for the content and format. There are, however, no limitations to the amount of funding requested, or the period of performance. All other guidelines apply.

Conclusions Noting that AA7075-T6 is widely used by both fixed- and rotary-wing military aircraft, as well as in space structures, the initial objective of this study was to directly compare crack growth in identical AA7075-T6 and Scalmalloy specimens tested in the same servohydraulic facility under the same stresses and by the same operators. The experimental data reveal that Boeing Space, Intelligence, and Weapons Systems AM-built Scalmalloy appears to be more damage tolerant than the conventionally built aluminium alloy AA7075-T6. As a result, Boeing Space, Intelligence, and Weapons Systems printed Scalmalloy would appear to be particularly attractive for use on a range of military aircraft, as well as for space applications. It also highlights the potential for Boeing Space, Intelligence, and Weapons Systems Scalmalloy to be used to extend the operational lives of military aircraft through the on-demand printing of limited life Scalmalloy replacement parts. The results of this initial test program have led to the hypothesis that the da/dN versus โˆ†K curves associated with Scalmalloy and conventionally built AA2024-T3 should be similar. This hypothesis was, subsequently, validated by comparison to AA2024-T3 da/dN versus โˆ†K curves taken from the Nasgro database. This observation subsequently led to the conjecture that the small crack da/dN versus โˆ†K curves associated with Scalmalloy and AA2024-T3, which are needed for a durability analysis, should be similar. If this hypothesis can be confirmed, then given that: (i) Scalmalloy has a yield stress significantly greater than that of AA2024-T3; (ii) AA2024-T3 is widely used in both fixed- and rotary-wing aircraft; (iii) MIL-STD-1530D mandates that there must be no yield at 100% DLL and the US Joint Services Structural Guidelines JSSG2006 states that there should be no yield at 115% DLL, the use of Scalmalloy for both fixed- and rotary-wing aircraft, and drones would appear to be very attractive. As such, the next stage in the study will involve the determination of valid upper bound da/dN versus โˆ†K curves for the growth of short cracks in AA2024-T3.

(โ€œNioCorpโ€ or the โ€œCompanyโ€) (NASDAQ:NB) (TSX:NB) and its development partner Nanoscale Powders LLC (โ€œNanoscaleโ€) successfully produced scandium metal at pilot-scale at a facility owned and operated by Creative Engineers in Pennsylvania.
The next step in the pilot-scale program is to produce kilogram-sized ingots of AlSc master alloy for independent testing and commercial product samples. The first of these AlSc master alloy ingots is expected to be produced in the coming weeks.

Three-Phase Commercialization Program

NioCorp and Nanoscale are pursuing a three-phased development plan for commercial production of AlSc master alloy. The goal of this program is to achieve full-scale AlSc master alloy production at approximately the same time as the Elk Creek Critical Minerals Project (the โ€œElk Creek Projectโ€) achieves commercial operation and planned production of approximately 100 tonnes per year of scandium oxide.
  1. Pilot scale batch production of 10 kilogram master alloy ingots**. Master alloy produced will be fully analyzed (metals and gases) at independent test facilities. Ingot samples will be available for third-party examination and prospective customer testing / sampling.**
  2. Commercial demonstration production of 100 kg ingots**. NioCorp expects to perform this work at a third-party ingot casting facility, which is expected to significantly reduce development timelines and cost as well as leverage existing facility permits and operator experience. The objective of this stage will be to optimize the production process and operating conditions.**
  3. Full scale commercial production of master alloy**. Assuming successful results at the pilot scale and commercial demonstration stages, and once project financing is obtained, NioCorp intends to secure an Engineering, Procurement, and Construction contractor to construct, start up, and commission a full-scale production facility with the capacity to consume up to the Elk Creek Projectโ€™s projected scandium production of approximately 100 tonnes (Sc metal contained in master alloy) per year. NioCorp intends to co-locate the full-scale production facility with the Elk Creek Project in Nebraska in order to take advantage of the infrastructure (i.e., low-cost power, water, and natural gas) that will be in place for mining operations.**

There is always a process within the DoD to select appropriate projects with funding provided to it by Congress. In this case, however, the House and Senate Armed Services Committees provided additional guidance to DoD on this topic in their respective National Defense Authorization bills, including prioritizing domestic production of such materials. The committee recognizes that China is a major producer of high-purity scandium oxide, which has many powerful applications in defense technologies, including strengthening and light-weighting defense and commercial aviation systems. As scandium oxide pro-duction is established in the United States, a missing supply chain component is the conversion of scandium from its oxide form to aluminum-scandium (AlSc) master alloy. This process step is required for utilization of U.S.-mined scandium by many defense applications. President La Follette would announce a major reorganization of cabinet departments following his 1951 impeachment, uniting the Air Force, Navy, War, and State Departments into one grand โ€œDepartment of Peace,โ€ despite opposition from both military leadership and Secretary of State MacArthur, who would depart from the Administration at the commencement of 1952 and be replaced by Farmer-Labor doyen Clarence Dill. The President has framed the move as embodying the national seal of an eagle carrying both arrows and an olive branch, while promoting centralization to improve efficiency while avoiding involving the United States in entangling alliances, an effort that has led to the end of the effort to unite American allies on both sides of the Pacific into a mutual defense pact. First Lady Isen La Follette, personally notably introverted, has been brought before the public as the chief public campaigner for the Department of Peace.
With the centralization of foreign and military policy in full swing at the executive level despite the opposition of Congress, the spring of 1952 would see a second round of mass centralization, with longtime ally Ralph Immell appointed as the head of a new Department of Production, devised by Texasโ€™s Lyndon B. Johnson, to supervise the old Treasury, Interior, Energy, Agriculture, Labor, and Science and Technology Departments, while Dr. Francois Duvalier has been appointed to lead the centralization of the Justice, Health, Education, and Post Office Departments into a united Department of Prosperity and Human Services, commonly referred to only by the former. As in the case of the Department of Peace, the former departments are slated to remain at a sub-cabinet level, and the efforts of opposition forces have successfully left the proposed integrations largely on paper for the time being.
On the level of sub-cabinet departments, the Bureau of Investigation has been merged with the Office of Strategic Services to form the National Security Agency (NSA), an intelligence agency combining the foreign and domestic. Meanwhile, an executive order would begin the National Aeronautics and Space Administration with former President Charles Lindbergh appointed as its first head, however, Lindbergh would soon be dismissed as a part of the executiveโ€™s compromise with congressโ€™s impeachers, with businessman Howard Hughes taking his place.

Foreign Policy:
-President La Follette has found rare common ground with the opposition on matters of foreign policy towards the Soviet Union, echoing Arthur Vandenbergโ€™s declaration that โ€œpolitics ends at the waterโ€™s edge.โ€ The Administration has secured funding for the rebuilding of Indonesia, the Philippines, Japan, and Korea under social democratic anti-communist governments, with President La Follette describing the initiatives as building an โ€œiron curtainโ€ against communism.
-President La Folletteโ€™s term would see the death of two of the worldโ€™s premier foreign leaders: Marshall Philippe Petain of France and Chinese General Feng Yuxiang. President La Follette would visit Paris in 1951 for the funeral of Petain after nearly four decades in power, having hailed the French publicly as future allies in the battle with communism. Yet, already suspicious of the new government of Petain protege Charles De Gaulle after the leaking of Americaโ€™s role in Smedley Butlerโ€™s assassination by Ambassador Gaston-Henry Haye, La Follette would find himself increasingly disenchanted with the French, with private reports indicating his horror at the mass deportation of Flemish, Germans, and Catalans into the French Congo from areas in Europe newly annexed into France.
-However, the President would nonetheless side with the French-supported Roman Legion rebelling against Greece in 1951, marking the creation of the Republic of the Pindus as the first state for the Aromanian people in world history. However, the new state has been accused of engaging in the ethnic cleansing of the Greek population.
-Meanwhile, touring China after the death of Feng Yuxiang, La Follette would become increasingly worried about the possible alignment of the nation towards the Soviet Union and controversially refuse to return the island of Taiwan to China until the election of a successor to Feng. With Communist leader Zhou Enlai rising in popularity and an election planned, American support would be thrown behind former warlord Yan Xishan, who would be selected President by the National Assembly in January of 1951 and promptly announce an indefinite delay on elections. Despite rising tensions with Chinaโ€™s Bolshevik-backed Communist Party, La Follette would sign a treaty of return in February of 1952 relinquishing Taiwan to Chinese control. However, after six decades of intense Japanization under colonial authorities, Taiwan has found itself culturally isolated from the rest of China, speaking almost entirely Japanese and Hokkien rather than Mandarin.
-A similar issue has emerged on the formerly Japanese territories of Sakhalin and the Kuril Islands. Owing to their close location to the Soviet Union, La Follette has authorized it as the site of dozens of American nuclear tests throughout his term and refused to cede sovereignty, with China, Japan, and Russia all harboring alternate claims to the islands.
-The President has impounded funds from the 1950 and 1951 budgets passed by Congress to distribute for the reconstruction of American allies and occupied regions in the Third Pacific War, enacting the MacArthur Plan without the authorization of Congress and repeating to Chinese Premier Yan Xishan his famous remark that โ€œvermin are infesting and polluting democratic organizations and the government itself.โ€
-Working with the Latin American and East Asian nations in the American sphere of influence in the aftermath of the Franco-British Conflict, the President has moved the United States into the new Parliament of Nations headquartered in Rome, sending New Hampshire Progressive Senator Robert P. Bass as the first United States Representative to the largely powerless global body intended to facilitate global cooperation. Notably, however, the La Follette Administration has resisted efforts to include communist-aligned nations into the fold despite the membership of many French-aligned authoritarian regimes and absolute monarchies such as the Ethiopian Empire or the Caliphate.
-1951 would see the formalization of the Treaty of San Diego, officially ending the United States occupation of Japan, and with it La Follette's rule by decree of the islands, while maintaining an American military presence on the island chain and transferring to American control the Ryukyu Islands, Iwo Jima, Samoa, and the Japanese stake in the Nicaraguan Canal shared with Argentina, where former Milford W. Howard associate Harold Lord Varney has been appointed as High Commissioner.
-President La Follette held a summit with Ethiopian Emperor Haile Selassie, and Madagascar Prime Minister Joseph Raseta in 1951 to commemorate the longstanding American support for independent nations in Africa, hosting, among others, independence activists Seretse Khama of Botswana, Jomo Kenyatta of Kenya, and Hastings Banda of Nyasaland. Further, American jazz artist Andy Razaf has taken the throne as King of Madagascar following the lack of an heir apparent to deceased Queen Marie-Louise, however, unfamiliar with the island of his ancestors, the newly-crowned Andriamanantena I has been sidelined by Prime Minister Raseta.

While the President has argued that the system itself has brought boons to the environment and American agriculture, critics have claimed that abuse remains widespread.
-While delaying and, in some cases, entirely pausing the implementation of his executive orders in the wake of the promises of moderation amidst the impeachment trial that rescued his presidency from the brink of collapse, fascist Blackshirts and radical Mormon Destroying Angels have become increasingly violent in the months since impeachment, with headlines telling tales of opposition presses raided and armed men watching poll stations. In a coma, Zioncheckโ€™s supporters have accused the administration alternately of reigniting his documented mental health issues and being behind the attempted murder themselves.
-September 14, 1951, the height of Blackshirt violence in Philadelphia, St. Louis, and New York City, has been labeled the โ€œKnight of the Long Knivesโ€ by opposition critic Styles Bridges. Vice President Musmanno has stood alone in the administration in defending the actions publicly despite condemnation from President La Follette that has carried into the authorization of NSA prosecutions of Blackshirt perpetrators. Representative Richard Nixon, the lead impeachment manager in the La Follette trial, has credited J. Edgar Hoover with the investigations rather than La Follette and accused the administration of only condoning them under pressure from his brother.
-โ€People of America, wake up!โ€ The last words of House Minority Leader Eduardo Chibas, broadcast into a million homes seconds before his suicide on live radio, has fueled the creation of local opposition organizing groups calling themselves โ€œWide-Awakesโ€ and aiming to bridge opposition interests against the La Follette Administration.
-The President has made a half a dozen speeches across the nation under the banner of his loyal National Progressives of America calling for the ratification of a 20th Amendment to shift to the president the powers of Congress, restricting the republicโ€™s legislative branch to a mere veto power, while arguing that the need for a strong legislature would be replaced with a 21st Amendment establishing a process for national referendums. Although not passed by Congress, several state legislatures, including those of Alabama and Washington, have passed resolutions indicating a willingness to ratify the amendment.
-The President further floated the concept of reforming the legislature into a โ€œChamber of Corporationsโ€ balancing representatives from the General Trades Union and Business Council.
-With the arrest of CIO leaders John L. Lewis and Tony Boyle, leadership of the nationโ€™s chief opposition union has fallen to Walter Reuther and Jimmy Hoffa, representing the left and right of the organization. -Following a career in national politics spanning nearly seven decades, former President William Randolph Hearst would stop the presses for a final time on August 14th of 1951, passing away at the age of 88 in his castle in San Simeon, California. Having been alternately king and kingmaker in American politics for a half century, Hearstโ€™s funeral would leave the streets around the Grace Cathedral full for blocks, with his son and heir William Randolph Hearst Jr. managing proceedings. Yet, in light of Hearstโ€™s turn to the opposition and support for Fulgencio Batista, President La Follette would be notably absent from the funeral of the man who once coronated him the Farmer-Labor Partyโ€™s nominee for the presidency.
-President La Follette would push for the statehood of the territory of Tannenbaum, initially in a tandem effort with Territorial Representative Ernest Grueningโ€™s push for Jewish colonization of the region as an alternative to the increasingly violent Palestine. However, with public sentiment against statehood riled up by Father Charles Coughlin in a campaign tinged by anti-semitism, Senator Henrik Shipstead would filibuster the statehood bill, prompting the Administration to declare a moratoria on statehood efforts and a reconsideration of whether statehood stands in line with national security interest.
