All dates below are tentative. Check the schedule for more up-to-date information.

Salary Cap

The upper limit is $87.7M (projected), and the lower limit is $64.7M (projected). Though you are allowed to exceed the upper limit by 10% in the offseason, we will require you to have a plan for how to get back under the cap by the end of the sim.

Contracts

For the sake of simplifying contracts, all contract negotiations and signings will be done using average annual value (AAV). Salary structure and signing bonuses will not be considered, with the exceptions of complying with minimum salaries ($775k for the 2023-24 season and beyond) and maximum salaries (an AAV equal to 20% of the current salary cap upper limit).

Basic Definitions

Contract & Roster Limits

During the regular season (before the day of the Trade Deadline) each team may have a maximum of 23 players on their Active Roster and a minimum of 18 skaters and 2 goalies.
Each club may have a maximum of 50 SPCs and must have a minimum of 24 players and 3 goalkeepers. In this sim, we will also require each team to have at least 40 SPCs by the end. Players who meet the following conditions do not count towards this contract limit:
  1. Are 18 or 19 years old
  2. Are in a junior league
  3. Have not played 11 NHL games in one season
Note: the roster sheets currently assume every player eligible for this exemption is assigned to Juniors. If you wish to have that player(s) on your opening day roster, please ask me to correct this (as it will affect the number of contract slots you have available).
A club's reserve list (signed players, unsigned draft picks, and defected players) may not exceed 90 players.

Buried Contracts

For one-way NHL contracts of players reassigned to the AHL, the player's salary cap hit, minus the sum of the minimum NHL salary (for the respective season) and $375k, still counts towards the team’s salary cap total. This implies up to $1.15M can be buried this season per contract.
If a player signs a multi-year contract at 35 years or older (as of June 30 before the effective contract), the player's cap hit counts against the team's cap hit regardless of whether, or where, the player is active. However, a team will receive a $100k relief off of the team's salary cap hit, if a 35+ contract player is playing in the minor leagues after the first year of their contract.

Entry-Level Contracts

Players younger than 25 as of September 15 of the year of their first NHL contract must sign an ELC, all of which are two-way contracts with a maximum AAV of $950k (players drafted in 2022) or $925k (players drafted before 2022). The length of an ELC depends on the player's age:
European players (players drafted from a team outside North America or undrafted players) ages 25-27 must sign a one-year ELC.
If a player signed to an ELC is 18 or 19 years old and does not play in a minimum of 10 NHL games (including both regular season and playoffs), their contract is considered to "slide", or extend, by one year. Signing bonuses do not slide, which can change the AAV of the player's contract.

Contract Length

Clubs may sign a player to an SPC with a term of up to 8 years only if that player was on such club's Reserve List as of and since the most recent Trade Deadline. For UFAs, this right expires when the player hits free agency (i.e., on Sun. June 23rd, 11:59pm ET). Otherwise, the term limit for SPCs is 7 years.

No-Trade Clauses

A No-Move Clause (NMC), No-Trade Clause (NTC), or Modified No-Trade Clause (M-NTC) can be added to a player's contract in the years after they are eligible as a Group 3 player (7 accrued seasons or 27 years old). These clauses restrict the player from being traded without his consent. An NMC also restricts a player from being placed on waivers and assigned to minors without consent. These clauses do not exempt a player from a buyout or contract termination.

Performance Bonuses

Clubs may pay players who meet one of the following criteria a performance bonus:
  1. The player is on an ELC.
  2. The player has signed a one-year contract and is over 35 years old.
  3. The player has signed a one-year contract after returning from a long-term injury (has played 400 or more games, and spent 100 or more days on the Injured Reserve in the last year of their most recent contract).
Performance bonuses count against the cap, however, a team can only exceed the upper limit by a maximum of 7.5% (the overage of which counts towards the next season's cap hit).

Group 6 Unrestricted Free Agents

A player whose contract is expiring and meets all of the following conditions shall become a Group 6 UFA:
  1. The player is 25 years or older (as of June 30th).
  2. The player has completed 3 or more professional seasons - qualified by 11 or more professional games (for an 18/19 year old player), or 1 or more professional games (for a player 20 or older) while under an SPC.
  3. The player has played fewer than 80 NHL games for a skater, or 28 NHL games of 30 minutes or greater for a goaltender.

Restricted Free Agents

Qualifying Offers

A qualifying offer (QO) is an official one-year SPC offer. Clubs have until Sun. June 23rd, 5pm ET to submit their QOs. Submitting a QO gives the club the right of first refusal to match any offer sheet submitted, or receive draft pick compensation. If the player rejects the qualifying offer, he will remain an RFA with their rights retained by the club. If a player does not receive a qualifying offer, he becomes a UFA.
A minimum QO is calculated from the player's base salary (excluding all bonuses) as follows:
The QO must be a one-way offer if the following three requirements are met (a goaltender is considered to have played a game if they are on the bench as a backup):
  1. The player played in 180 NHL games in the previous three seasons.
  2. The player played in 60 NHL games in the previous season.
  3. The player did not clear waivers in the previous season.
Qualifying offers expire on Wed. July 10th, 5pm ET.
Note: If an RFA has signed a contract in another league, the NHL club may extend a QO to retain that player's rights. These players are marked on the roster sheets as signed in another league.

Offer Sheet Compensation

Only Group 2 and 4 RFAs may be signed to an offer sheet. However, clubs only receive draft pick compensation for Group 2 RFAs.
Compensation must be entirely in the next draft (for this sim: 2025) unless multiple of the same round of pick is required (e.g. two first-rounders). In that case, you may skip one year (e.g. two 1sts could be 2025 and 2026 OR 2025 and 2027 OR 2026 and 2027).
Compensation is determined by the AAV outlined in the offer made by the submitting club. The AAV for an offer sheet, which determines the compensation required, is derived by dividing the total contract value by the lesser of the contract length or 5 years. The AAV thresholds are readjusted each season and are based on the average league salary for that season.

The club that receives an Offer Sheet has 7 days to match the offer or accept the draft pick compensation. If the receiving club matches the Offer Sheet, they are bound to the contract details outlined in the offer, must respect all aspects of the contract (such as any NTCs), and cannot trade that player for 1 year from the date of the contract signing.

Buyouts

Teams are permitted to buy out a player's contract to obtain a reduced salary cap hit for twice the remaining length of the contract. The buyout amount is a function of the player's age at the time of the buyout, and is as follows:
The team still takes a cap hit, and the cap hit by year is calculated as follows:
  1. Multiply the remaining salary (excluding signing bonuses) by the buyout amount (as determined by age) to obtain the total buyout cost
  2. Spread the total buyout cost evenly over twice the remaining contract years
  3. Determine the savings by subtracting the annual buyout cost from Step 2. by the player's salary (excluding signing bonuses)
  4. Determine the remaining cap hit by subtracting the savings from Step 3. by the player's AAV (including signing bonuses)
A player can only be bought out after clearing unconditional waivers. A waiver claim by another team pre-empts the buyout process. If a player has a no-movement clause, the player can reject the option of waivers and proceed directly to the buyout process.
A 35+ contract that is bought out receives no salary cap relief. An injured player (who was injured as a result of his job) is entitled to his remaining salary, so long as such injury continues, and therefore cannot be bought out.

Waivers

When a player is reassigned from the NHL to another league, they must pass through waivers (unless they are exempt).
Waiver requests are processed each day at 2pm ET, and are subject to a 24-hour claim period, expiring at 2pm ET the following day.
The sim will have two waiver windows: unconditional waivers (for buyouts) run from Mon. June 17th until Sun. June 23rd and the normal waiver window will run from Thu. July 25th until Sat. August 3rd.
Waiver priority is determined by the lowest percentage of possible standings points at the time of the waiver request (or, when outside the regular season or through October 31st, by the previous season's standings). Tiebreakers: lowest ROW percentage, the fewest number of points in head-to-head games (excluding "odd games"), lowest goal differential per game. Therefore, waiver priority throughout the sim is as follows:

Waiver Exemptions

Age is defined as follows:
For players 20 years or older, the year in which they play their first professional game under an NHL contract is their first year toward the waiver exemption.
Whichever comes first in this table indicates when a player is no longer exempt:

There is an exception (to the above) for 18- and 19-year-olds: if a skater plays 11 NHL games or more, the year exemption reduces to 3, and the following two seasons will count against this regardless of games played. For goalies, the year exemption reduces to 4, and the following three seasons will count against this regardless of games played.
Otherwise:
  1. A player does not need to pass through waivers if he has not been on the NHL active roster for a cumulative 30 days since last clearing waivers, and has not played in 10 or more NHL games.
  2. Any player who consented to a Conditioning Loan can be loaned to a minor league club for a maximum of 14 days without passing through waivers.
  3. A player who was previously on long-term injured reserve (LTIR), may be loaned to a minor league club for a maximum of 6 days or 3 games to determine if the player is fit to play. This player does not need to pass through waivers

Long-Term Injured Reserve

There are two approaches to using LTIR for cap relief:
  1. Put the player on LTIR before the season starts. You can be over at the start of the season, but only get relief for how much the contract is over at the time he is placed on LTIR. Note: offseason cap accounting applies.
  2. Put the player on LTIR after the start of the season. You need to be under the cap at the beginning of the season but get full relief.
The LTIR salary relief cannot be used to pay bonuses. Any excess relief does not accumulate.
At this point, the following players are eligible for LTIR: Nicklas Bäckström (WSH), Ryan Ellis (PHI), Ryan Johansen (PHI), Robin Lehner (VGK), Tucker Poolman (VAN), Carey Price (MTL), and Shea Weber (UT). GMs can petition the commissioners to add players to this list, including relevant information such as the player, injury, and timeline for return.

Retained Salary Transactions

When a team trades a player, they can retain a part of his salary (and cap hit). The team that retains the salary pays the retained percentage of the salary and retains the percentage of the cap hit (until the contract expires). The following requirements must be met:
  1. The percentage retained cannot exceed 50% of the player’s salary (including all bonuses) and cap hit.
  2. The same percentage must be retained for both the player’s salary and cap hit, and cannot be modified year-to-year. As a result, the same amount must be retained through the remainder of the contract.
  3. All teams are limited to a maximum of 3 retained salary contracts per season.
  4. Teams cannot retain an aggregate amount of more than 15% of the Salary Cap Upper Limit.
  5. Players’ contracts are limited to 2 retained salary transactions per contract.

Salary Arbitration

We are not doing salary arbitration as part of this sim. If you feel that a GM and/or agent is negotiating for an RFA in bad faith, contact a commissioner.

Miscellaneous

Performance bonuses count against the cap, however, a team can only exceed the upper limit by a maximum of 7.5% (the overage of which counts towards the next season's cap hit).
Teams may not commit more salary to next season than 110% of the current salary cap (i.e. exceed their tagging space).
Players claimed off waivers cannot be traded to another club (until the termination of the Playoffs of the season in which he was acquired) unless he is first offered on the same terms to the club(s) that previously issued a claim (and the offer has been refused).

Alright, let's get on with Part 2. If this is the first post you're seeing, I recently completed a challenge I'd set for myself to win 100 championships in a row on Insane Difficulty and wanted to write up how it happened, both for personal insight and to share some cool discoveries so you could experiment and learn from what I did, extend it, and have fun and be more effective playing on your own.
In Part 1, we talked about building some Fundamental Knowledge - https://old.reddit.com/BasketballGM/comments/1cyrenplaying_bbgm_at_a_high_level_part_1_fundamental/ - I shared some thoughts on how to build a baseline of quality knowledge around both basketball statistics and the BasketballGM codebase.
I'd originally wrote a different part 2, on Resource Management. I was 2000 words in, but frankly it was kind of dry and I don't think it got the point across well. So I'm instead going to write a faster high-level overview of the Mindset and Principles behind playing at a high level. I think there's obviously specific applicability here to BBGM and the type of ironman consecutive championship streaks I was going for, but maybe also some general life applicability.
Before getting into BBGM specifically — and I'll put up a spoilers warning once we get to that point — I want to talk a little about "navigating the world successfully" in general. I believe it's possible, in almost all fields, to have better performance by thinking carefully and deliberately about what the best course of action is in a situation, and then training in a disciplined execution of that action.
I also believe that there's often overlooked opportunities in the world. Part of this comes from studying baseball statistics in the early 2000's. It's still mind-blowing to me that people didn't realize that on-base percentage was worth paying as much attention to as batting average. I mean, professional baseball had been going for almost a century, but high OBP were undervalued until really not that very long ago.
A personal story, too, about both spotting and failing to spot opportunities. Around 10 years ago, I was in Asia for work a lot and my ex and I would go to the horse races in Hong Kong just as a fun way to have a day out. She's always had an exceptional perceptive ability and a strong knowledge of physiology. She's a businesswoman, but also an athlete and yoga instructor as hobbies.
When we went to the horse races, she'd take a close look at all the horses and the jockeys, and focus in intently on which horses looked strong, energetic, calm, etc on the day of the race. She'd tell me which horses looked the best for any given heat of races. I'd then look at all the statistics and try to match them up. Very frequently, she'd say, "Oh that one, Lucky Trails, that horse is super strong and the jockey looks calm and in control too. That one's great." And I'd look at the math and be like, "well babe, you're probably right but unfortunately that's the #1 favorite for this race." So she'd go through and tell me which horses and jockeys looked good for each race, and I'd go through the odds and payouts for each one of them. When she really liked a horse that was ranked like #7 in betting odds, we'd go wager on that horse to come in top 3 (win, place, or show) — and those bets hit a lot. Every time we went to the track, it more than paid for our day out and our food, and we left with a bit of money too.
Cute little story, huh? Well, that's only half of it. One thing I still kick myself about, ever-so-slightly, is I saw this pattern where we possibly had advantage in those horse races but never followed up. I just had this kind of mentally lazy intuitive sense of "ehhh, there can't be huge edge there or someone else would've taken it already." Well, lo and behold, some years later I came across this article in Bloomberg - https://www.bloomberg.com/news/features/2018-05-03/the-gambler-who-cracked-the-horse-racing-code
It turns out that someone else had the same lines of initial insights as us, but maximized on it and formalized it, and won over a billion dollars doing so. I don't know if we could have done it at that high of a level - maybe not - but there was at least hundreds of thousands of dollars sitting there if you took the insight that, "we can derive predictive physical performance factors of horses on the day of the race via skilled observation and then find mis-priced bets." That was always available. We saw it, did it together and had fun doing it, but then missed the full significance of it. We just had fun, and our winnings covered some meals. We didn't build on it or systematize it in any way. Now, we both had good jobs and work lives and whatever, it's not any great loss, but I still think about this occasionally. There's often untapped opportunities just laying all over the place in the world if you just pay attention and then think carefully.
Ok, let's talk about BasketballGM.
NOTE: "SPOILERS" FOLLOW. IF YOU'RE NEW AND WANT THE JOY OF DISCOVERY, TRIAL AND ERROR, AND LEARNING ON YOUR OWN — THEN YOU MIGHT WANT TO SKIP THIS FOR NOW AND COME BACK LATER.
(2) MINDSET: At the end of the day, BBGM is a purely thinking endeavor — you don't need dexterity, or strength, or charisma to play. To get the best results, you simply need to accurately assess the information in front of you and make the best decisions you can. This is harder than it sounds.
2A. The first thing is you want to take both a "learning mindset" and "scientist mindset" to playing. Sooner or later, anyone who plays the game long enough will have a seemingly overpowered 70-win #1 seed to lose in bizarre fashion to to a 42-40 record #8 seed. Whenever something unexpected happens like this, you want to ask "Why?" and thoroughly investigate until you have a good answer, so that you can develop effective countermeasures going forwards. Many but not all upsets occur because an otherwise bad team has 3 or more of the best 3-point shooters in the league, with decent passing/assists, and they shoot just lights out enough to squeak by your team in 4 games out of 7. Very frustrating when it happens. But if you study and analyze why you lost a season, and study the opposing roster and game logs, you can often develop countermeasures. From time to time, I'll now check all the tallest players in the league and all the best 3-point shooters in the league. If some mix of them is starting to aggregate together, I'll try to trade for 1 or 2 to use as backups for my squad, or just trade a "solid but underwhelming starter" for all the high-variance highly efficient players on one squad and spread them throughout the league. By doing this type of investigation whenever anything goes wrong (or right), you can develop both "principles" — general rules to follow — as well as different strategies and tactics.
2B. Adopt the habit of regularly inquiring. After you play BBGM for a while, you tend to get a sense of some situations where it would be impossible to trade for a given player. But even now, I'm constantly surprised at how sometimes a team will undervalue a prospect or starter I like, or be willing to trade good future first-round picks in a good draft when it seems clear as day they'll be hopelessly bad in a couple years. To play at a high level, get in the habit of inquiring what a team would ask in trades for the top prospects in the league, productive players on great contracts, and their future firsts. You can take any team, click on a future first, and ask "What would you want for this in a trade?" — and see if you can find a fit. Contenders will almost always sell near-term first-round picks, so if there's a really great draft coming up, it can be worth aggressively working to get as many FRPs in it as possible. I'm also surprised where I sometimes get a really great deal on a prospect. You should also occasionally use the Trading Block to see what offers you'd get for any given player on your team: sometimes you'll get 90% of the production in a cheaper contract plus additional useful pieces. You won't know unless you cultivate the habit of doing this.
2C. Be willing to take a break and think before making a critical decision. Again, I played with the goal of a 100 year consecutive championship streak, but I think this really applies to any league. If you have overwhelmingly the best player in the league who is at an 85 OVR but they're only 80% likely to re-sign, that might be one of the most critical decisions you make in your run, and it could well influence the next 10-15 years of gameplay. Both paths are dangerous — you might be dead in the near future if they walk for nothing, or you might not have enough firepower if there isn't a great trade available for them. In those cases, identify your top 2-3 options and then like go get lunch or literally sleep on it and come back the next day. When I take a break before making a call like that, I usually make better decisions even if I wasn't actively trying to think about it. Recognizing when a decision like that is critical and taking the time to get it right is really important... aside from just generally solid gameplay, in many leagues you'll make 3-5 high leverage decisions around a key trade that will have a disproportionate impact. If you're doing a long mentally intense challenge like 100 consecutive streaks, you really owe it to yourself to make the best possible decision out of those high-leverage moments.
2D. Disciplined Execution: There's really no way around it if you want to play at a high level. There's a variety of boring best practices that, if you don't implement them, you're leaving too much on the table.
Whenever you've got a great trade offer in hand, before you click accept you should figure out if there's a second better trade offer. Click the "Save Trade" button and ask around before pulling the trigger.
Many times you'll have something like the #8 pick in a draft and there's two players you like equally but don't have the resources to trade to get both of them. In that case, you should almost always trade down one pick at a time and accumulate extra assets until one of those players is taken — you can almost always get at least a future second-round pick for moving down one slot early in the draft, and sometimes you can pick up a good prospect or veteran. Sometimes, rarely, I've gotten a first-rounder for moving down one spot. You also get your draft pick on a slightly cheaper contract, which helps ever-so-slightly with your finances. Over the course of a 100 year run, you might well pick up 40-60 second-round picks total for doing this whenever the draft board looks like that. It's frankly kind of boring mechanically executing on those trades for second rounders to move down one slot at a time, but the game is too difficult when playing at a high level to leave free value on the table.
Unless there's a specific good reason not to (like a player is expiring that year and wants playing time), you should always rest your aging productive players and most essential players after you lock up home court advantage for the whole playoffs. That means going into your roster screen, setting playing time to 0, and dragging that player specifically out of the starting lineup (otherwise they play 5 minutes before subbing out). Injuries after the trade deadline are very often a factor in losing a streak, and the boring 30 second hassle of tweaking all the playing times to 0 for rest reduces that risk.
Finally, I've lost a 30+ year streak and a 50+ year streak by being lazy. I get to the trade deadline, my squad is pretty good and the top challenger isn't that great... my team is the favorite, but not the overwhelming favorite. And I think "I should probably trade for one more backup or upgrade one starter just to be sure we win this year." And then sometimes I get this really stupid lazy idea of "ehhh, screw it, it'll be fine." Usually it will be fine, but after you lose a 50+ year streak to doing that, where one backup rebounder or guard would've saved you, you eventually stop doing this. But much better to simply cultivate the mindset that you're just going to execute in a disciplined way when you're playing at a serious challenge, and then just do it. It's also a useful life skill.
(3) PRINCIPLES: I'm fond of Ray Dalio's definition of a Principle: "Principles are concepts that can be applied over and over again in similar circumstances as distinct from narrow answers to specific questions. Every game has principles that successful players master to achieve winning results. So does life. Principles are ways of successfully dealing with the laws of nature or the laws of life. Those who understand more of them and understand them well know how to interact with the world more effectively than those who know fewer of them or know them less well." (His original internal document to his hedge fund, called Principles, is still worth reading - https://ia800207.us.archive.org/27/items/BridgewaterRayDalioPrinciples/Bridgewater%20-%20Ray%20Dalio%20-%20Principles.pdf ). I think it's critical to both form your own principles about high level play through trial and error, and adopt other people's effective principles by learning them, testing them, and implementing them if they work.
3A. The biggest realization I had about BasketballGM is this: for a large market team like New York, with skilled scouting/drafting/trading, the game gives you enough raw materials to have on average the best team every single year once you get rolling. So the key to winning consecutively is to reduce variance as much as possible.
3B. No single recipe: Critical principle for playing BBGM at a high level — there is no single recipe for success. Yes, there are many constants that are always true, and there are many strategies that often work. However, any given league will have over 500 players in it at a given time spread between all the team rosters, free agents, and upcoming draft picks. Each of those players has 15 different attributes that can range from 0-100, ages that vary from 19 to 40+, different mixes of the four mood traits, and a mix of contracts ranging from $1M to $42M and from 1 year to 5 years remaining. I don't know how many unique combinations of game state there can possibly be, but it's an incredibly unfathomably large number. All sorts of weird permutations of leagues can emerge, sometimes with "floods" of great players at a particular position, or just many superstar-quality players in general; others with "droughts" where there are no conventionally great players at a position, or no young excellent prospects at all (literally - I've seen it happen), or no excellent aging veterans on good contracts. Which leads to the next point...
3C. Work with what the game gives you: as much as possible, I try to avoid getting a huge "trade penalty" (it looks like: "-4 Worried he'll be traded away") where players refuse to sign with you because you've made too many recent trades, especially if they have the "Loyalty" personality trait. But sometimes, you wind up with a roster where all your veterans are in hard decline, your prospects are okay but not ready yet, and there's a very dominant team you'll need to face in the playoffs that currently is going to beat you. Sometimes you'll need to incur a gigantic trade penalty fixing your roster during a season where you got hit with bad regression, making a whole lot of trades in the process. This can take multiple years of low trading to fix, exacerbated by the fact that you'll likely want to trade away some of your expiring free agents for value because they'll refuse to re-sign. But sometimes that's exactly what you need to do to survive a rough season. For a long time, I had a rule that I'd never trade any player that had a realistic chance of becoming the best player in their league at their position — but that's obviously wrong when you stop and think about it... if there's a lot of good prospects and good aging veterans at the same position, it's less critical to have the very best player there and it might make sense to trade them. Obviously, in a consecutive championships attempt, you might be forced to trade the high-potential 23 year old for an exceptional player to survive a rough year. You've got to work with what the game gives you.
3D. Think multiple years ahead: the further you look out, the harder it gets to predict what will happen due to the nature of the random nature of the progression/regression system, both for yourself and for rival teams. However, many things are perfectly predictable in a 3-year time horizon. You should always be looking at the next 3 drafts to see if there's an incredibly dominant potential superstar at the top of it, and aggressively accumulating first-round draft picks in that draft if so. You should think a little about the different potential aging curves of all your players by position, and reason about how likely it will be they can be a contributor in subsequent years. You should look at who is coming for future re-signings dates and make rough approximations of whether there might be a risk to re-sign and what type of contract they'll likely ask for. In particular, if you have an incredibly dominant superstar player that's a critical re-signing priority but who has the Loyalty trait, that should influence all your decisions around trades even 2-3 years out, because you'll want the trade penalty to be at zero and you'll want a roster that comes into season robust so you don't need to make trades that year. This often means trading away even decent quality young players in their expiring year instead of re-signing them so you don't wind up deep into the luxury tax and get forced to make trades to fix your luxury tax in the superstar's walk year. You also want robust players who will age well going into that year. On the opposite end of the spectrum, you should always be mindful when your roster has no promising prospects to do a certain job in the future — if you've got two aging centers and no prospects, that's a potential risk. This was my final roster at the end of the 100 year run - https://imgur.com/a/gxJWJud - while it looks overpowered and was overpowered, that roster is going to be a huge problem in the near future. That team is already thin at ball-handling and has no young prospects who are future ball-handlers. The roster is already expensive, and while it's very strong and still on the upswing, in 2-3 years it'll be declining. The best player, Gourley, is due to re-sign in two years and has the Loyalty trait. That roster would dominate the next 1-2 years with only minor tweaks around picking up some veteran guards, but will start to be huge problem in 3-5 years if some of that expensive present value isn't converted into relevant future value ASAP. Team implosions in BBGM occasionally happen due to nasty RNG with multiple years of roster-wide regression in a row... but very often you can see a potential roster implosion coming in advance, and start making moves to give yourself the best chance to be in a good spot in 3-4 years.
3E. Balance present value and future value: Generally speaking, it's almost always possible in BBGM to exchange present value for future value, by trading players who are currently good for younger prospects and/or draft picks — and vice-versa. You want enough present value to safely and comfortably win the championship in the current year — more on that in a moment — but then you usually want to exchange as much of your present value as you can for future value. It's not needed to go 80-2 with a +30 margin-of-victory if the second best team in the league is 50-30 with a +8 margin-of-victory and huge holes in their lineup. You can usually get a lower payroll, more profitability, and add some mix of draft picks and prospects in that case.
3F. The goal is not to build the best team possible, but to win the championship this year and in future years.
3G: It's perfectly acceptable and often correct to "lose" trades if you have a huge surplus of present value. Example: facing weak opposition, you have one of those overpowered 80-2 type teams that projects to have all core jobs on the team more than adequately covered for the next 2-3 years and you have a 27 year old 70 OVR really good player whose contract is expiring. In that case, trade them for the best offer you can get, even if it's not fair value — otherwise you'd have either let them depart for nothing or re-sign them to a big contract and take the age 28 likely regression, where they likely are worth less trade value next year. The best offer might only be a "pretty good" prospect and a couple draft picks, and that's fine because you don't need the present value. I've sometimes happily "lost" 2-for-1 trades where I give up an excellent veteran and a pretty good prospect for only a slightly better prospect, but where the upgrade in prospect quality was the best way to convert the unnecessary veteran's present value into future value.
3H: You need to be sufficiently better than the second best team. There's no precise rule here, but I usually find being +10 points better in margin-of-victory is around the breaking point. I usually feel quite comfortable if at +12, +14, or more. I'm usually uncomfortable if it's less than +10, and kind of right on the edge around 10. If the second-best team has a much more dominant player than you at any position (say, an 82 OVR guard or an 85 height center) you need more; if the second best team has a lot of assists and 3-point shooting (which is higher variance) you need more; if the other team is a very "conventional" team that has no unique advantages, you can get away with slightly less. If you have very good players that aren't getting many minutes because your team is stacked, you can get away with slightly less.
3I. You want a "margin of safety" every year, which includes two things. The first is being sufficiently better than the second-best team that you're going to win almost any single time. The second point is that you want redundancy on every core job on the team. You should look at your roster and think about what would happen if any given player had a season ending injury after the trade deadline. When you have a superstar center with high endurance who plays 40+ minutes and a good aging very tall backup center, it can feel a little silly trading for an additional center, FC, or other tall strong rebounder and interior defender — but that's what'll often save your season if your top guy goes down with an injury. In the ideal world, it's rising prospects who aren't quite ready to contribute yet standing in as your backups but that's not always possible. Safety comes from both being sufficiently better and having relevant backups. To flag one thing specifically, if you only have one viable perimeter defender ("DP" tag) and they get injured, you're likely screwed. This is particularly rough because perimeter defenders tend to be young, athletic, and hard to trade for so you should generally be looking to regularly develop DP prospects.
(Ok, this is getting long. Let's do three more and save the rest for part 3.)
3J. Change your evaluation of players based on how they good are relative to the rest of the league. Sometimes the best center in the league, who is the rebounding leader and a strong defender, will be only 68 height and would otherwise be unremarkable. In that case, get that center. If there's a drought on in a key position or role, look to acquire and hold on to players of that type even if they're not conventionally great. Sometimes a 57 OVR guard is the 5th best guard in the league, and you often want them in that case.
3K. Take into account current and future opposition. It's usually acceptable to trade a bunch of middling first round picks to a very small market team like St. Louis, and usually a disastrously bad idea to make that trade to Los Angeles or Mexico City. Which brings us to our final point:
3L. Model the worst-case scenario and ask whether you can live with it. Practically speaking, even if a team like St. Louis has a few good prospects develop at once, they won't be able to re-sign all of them. They'll have low facilities spending and the penalty for being a small market team, so it's highly likely at least 1-2 prospects will depart 3 years after the draft even if they all hit, and the prospects are less likely to hit big because of low spending on coaching. Meanwhile, LA and MXC have the highest chance to retain their players and become a super team. More on this in a future part, but you want to do everything in your power to make sure that rival superteams don't form, and you never want to give the initial building blocks of a superteam to one of the other big market teams. Also for worst-case scenario thinking — before you trade away a very good veteran because you have good rising young players, ask if those young players would be productive if they regress (often - no) and then look at whether there's likely to be acceptable trades if that happens. We all tend to like to think about the best-case scenario where things go great, but you get through the downswings by making sure you'll be in okay situation even if the worst-case scenario happens.
Whew, that was long! There's still points to cover, but hopefully we're building a good foundation together with some general principles mixed with specific examples. Questions, comments, and feedback are welcome and appreciated.

I believe it is the most accurate and most expansive all time roster. I limited the number of top tier players so because of EA's limit on XF and SS development traits. I'll be doing this again in the Madden 25 and College Football 25 but it'll take months so this is what I've got for a while now.

One of my coworkers asked me to be a reference for his California license. There's a section on the form that says:
"Professional references who hold licenses in states other than California, or are legally authorized to practice engineering outside the U.S., must provide sufficient documentation of their license information, including jurisdiction, issue date and expiration date. If the license information needs to be translated to English, please include a notarized translation."
I've looked all over the support documents on the CA PELS website, and I can't find any specifics of what they want for this. Will a screenshot of my state's PE roster work? A PDF of my pocket card? Or do I need to scan and save my certificate?

Will there be a Free-For-All (FFA) competition at this event? Yes! The event will feature a free-to-enter Halo Infinite FFA tournament, which will be open for up to 512 players and spectators. Best of luck to those competing for their share of $5,000! Must have a Spectator ticket to participate. Registration will take place on site!
I don't live in the UK. Can I still compete in this tournament? To check your specific country’s eligibility, please see the list of eligible countries as listed in the Handbook here.
Is there a limit to the number of teams eligible to compete in this tournament? Yes. The 4v4 tournament open bracket has a max capacity of 48 teams.
When do rosters lock? For Pool Play and Travel Coverage teams: 6:00 PM EST on Monday, May 13th. If teams earned travel coverage via the Major #2 Online Qualifier they must retain that same roster. For all other teams, roster lock is Monday, May 27th at 10:00a EST / 3:00p BST.
What equipment should I bring if I'm competing? All players competing must bring: - Your preferred wired peripheral (Xbox wired Controller or Mouse and Keyboard) - USB cord required for your preferred peripheral - Headset with no power outlet and a 3.5 mm plug - Wired Earbuds (needed for Feature Station and Main Stage play) - If you plan on competing with Keyboard & Mouse, you must submit your model number for each device to hcs@ee.gg ahead of the event. What types of payment do you accept? Online and onsite? All major credit cards are accepted. Cash payments will not be accepted at the event.
How will I get my tickets if I buy them online? You will receive a confirmation email from Eventbrite with a QR code and printable tickets. Digital or print tickets will be accepted and scanned at the door at the event.
What if my tickets are lost or stolen? Please contact events@quadrant.gg for more info.
Do you offer refunds? We offer refunds up till 7 days before the event. Note: Eventbrite's fee is nonrefundable.
What if the event is cancelled? If the event is cancelled all tickets purchased will be refunded in full.

Hello! I am a software engineer focusing on web development. One of my hobbies is designing tools for RPGs (one of my recent projects is Monad5, a game aid for Shadowrun).
I recently discovered Delta Green and immediately fell in love with it. Straight away I wanted to make some tool for it. I especially love the in-universe feel of the handbooks and adventures and it inspires me for my work.
I was wondering if there is any sort of character generator or manager that allows you to create and run characters. I saw the fillable PDF in the sidebar, but I was thinking of something more interactive, allowing you to make rolls, manage a roster of agents, etc.
If not, would there be an appetite for something like it? I would love to make it, but there's no point if nobody will use it. If the game runs through agents fast enough for it not to be useful, or if the system is simple enough that no management is necessary, then maybe this isn't a useful idea!
Related question - does anybody know where I can find information about using Delta Green materials in fan products like this? I had a look for some sort of policy, but couldn't find anything.

Disgraced former President Donald Trump now appears to be officially on notice that another violation of the gag order in his New York election-interference & hush-money trial would mean jail. After finding Trump in contempt for the 10th time today, Judge Juan Merchan said fining Trump for non-compliance isn’t working. “Going forward, this court will have to consider a jail sanction,” Merchan warned.
This dynamic raises some gnarly questions. Will Trump risk a jail cell to burnish his self-styled martyrdom and raise more campaign cash? Does he actually have the guts to take the ride to Rikers like his former CFO, Allen Weisselberg has done, twice? How much self-control does Trump actually have over his jumpy Twitter-thumbs? And what does jailing a former Commander-in-Chief even look like, practically speaking?
After court, Trump told reporters jail is a “sacrifice” he’d do “any day.” For days Trump’s been falsely stating that Merchan's gag order keeps him from testifying on his own behalf. Today he added that the Constitution is “much more important than jail.” This could be the empty bluster of a blow-hard, or what Trump imagines is grounds for appeal if he’s convicted. For better, or worse, we’re all about to find out.

What Else?

Trump veep pick-me Gov. Kristi Noem (R-SD) refused over the weekend to say what she and literally everyone else knows to be true: That she’s never met North Korea’s Kim Jong Un. Noem keeps saying she moved to remove the story from her book as soon as “it came to my attention”...which, amusingly, does NOT explain why she blew right through the fabricated Kim tale when she recorded the audiobook version.
Noem has apparently been itching for years to tell the story of how she very leaderishly shot her 14-month-old dog in a gravel pit: She wanted to include the horrible episode in her first book, but literally her entire team of agents, publicists and a ghost writer managed to cut it, according to Politico.
Noem, who insists on tripling down on the importance of shooting dogs, also suggested Joe Biden’s dog, Commander — who has a reputation for biting people — should be shot, too. White House Press Secretary Karine Jean-Pierre called the comments “disturbing.”
GOP and veep c’mon-pick-MEE Sen. Tim Scott (R-SC) arguably out-clowned Noem on Sunday by repeatedly refusing to say he’d honor the results of the 2024 election. WANTED: MAGA VP. Must lie about the election.
Rep. Marjorie Taylor Greene (R-GA) met for two hours with Speaker Mike Johson, who’s she’s threatening to try to oust. She doesn’t have the votes now that Dems are pledging to protect Johnson, but, as ever,she loves to be at the center of GOP chaos. They’re planning to meet again tomorrow. There’s truly no one to root for here, which is, in a way, kind of relaxing!
Sen. Bernie Sanders (I-VT) announced he’s running for re-election to a fourth term in the U.S. Senate in November. Sanders, who’s 82, reiterated his opposition to Pres. Biden’s policies toward Israel and Gaza, but also his support for Biden's re-election.
The Republican who served as Georgia’s Lieutenant Governor when Trump tried to steal the 2020 election there says he’s voting for Joe Biden. “I am voting for a decent person I disagree with on policy over a criminal defendant without a moral compass," Geoff Duncan wrote on Monday.

Greetings all,
I have 6 years of professional experience working in an academic department as a program coordinator in higher education. I am wondering- can the work I did during that job count as experience for the PMP certification requirements due to their start/end dates and my varying levels of involvement (ex. leading a smaller or sub-section of a project vs. leading the entire large scale project/program/initiative). I am jotting down 3 examples below, thanks in advance for your shared insights and guidance.
Example 1: Can I use the semesterly tutoring program I coordinated and led for my "project" experience? Since the tutoring program changed every semester (different budgets, course offerings, tutors/employees, participants, and academic skills workshops offered) can each semester of the tutoring program be considered a "project" with a start date (beginning of semester) and end date (last day of classes)? We did evaluations, analyzed data, and reported to upper administration and faculty during each semester to provide updates and evaluate how the "project" was going, but we also took the zoomed out approach/long term perspective where we compared all of the semesters to identify if there were any trends. (ex. do we always see the highest number of students in need of tutoring for Professor X's upper level calculus course? should we make a recommendation to the math department to maybe hire a TA/Teacher's Assistant for the class so there will be even more additional support for Professor X's future students?, or is there a particular course/subject which consistently has low enrollment and students rarely ever seek tutoring for, so we could eliminate offering tutor for that course/subject in the future?).
Does something like the tutoring program/project apply for the PMP certification experience requirement or is that something which falls outside of it? When writing this experience onto the application for the PMP exam: Would I need to make separate entries for each semester with their start/end dates (ex. Fall 2018 9/1/18-12/15/18, Spring 2019 1/15/19-5/11/19, Summer 5/15/19-8/31/19, etc.), or would I only list the tutoring once for the years September 2018- August 2023 and indicate in the description it changed each semester during that timeframe?
Example 2: I have other examples of projects I oversaw during my work there which I could use, but the one I am 100% most proud of is the one that took nearly all 6 years I worked there and that I dreamed of getting done from my very first day working there... Project Background/Venting: On my first day working there I was SHOCKED to find out everything the department did was paper based and my jaw dropped when I found a key which opened a large room stacked floor to ceiling with messy, disorganized papers and files. It was 2016 & nothing was electronic- it was a chaotic mess- but it makes sense since after starting the job I found out the previous staff had a not great reputation with lawsuit issues involved and they all mysteriously left the university abruptly on the same day (... neighboring departments assumed the entire staff was most likely terminated on the same day once a newly hired higher up administrator actually noticed what was going on and realized there was probably a lot of falsified annual data reporting going on).....
The modernization/software "project": Involved first hiring a team of student workers to assist with matching/sorting/organizing the loose paper files into folders, creating a student roster of all of the paper files and pulling their contact information off of the university's Banner system, drafting PDF letters for students based on information from those paper files which we saved to our university's servers, working with our IT services to create some rudimentary in-house workflow surveys for processing certain student and faculty requests (as a band-aid for the initial 1.5 years). Began interviewing and getting quotes to purchase specialized software for our department's needs, drafted proposals to upper administration, had a couple of false starts with actually getting the new software (lots of employee layoffs/turnover delayed the project), eventually got the green light to purchase it. Bought it, spent countless hours in the nitty gritty of making all of the fine tuned adjustments and setting up the software, meetings and exchanges with IT department and our software company.
Hired another team of student workers and some of our full time staff to create student profiles in the new software then spent nearly an entire summer scanning and uploading every single piece of paper that was in the big storage room to each student's profile. Ran some initial tests/trial runs with student letter distributions and various features involving faculty and campus partners.
Created videos and instructional materials to teach students, faculty, campus partners, prospective students/families, and our own full time staff how to use the software and its various features appropriate for their user level. Eventually launched the software and distributed the instructional materials. We continued to launch & roll out additional features of the software over time and monitosustain it. Went through the introduction, growth, maintenance, etc. phases. After setting up the software, I stayed for 1 full year to ensure the software was fully up & running and it would be sustainable for the department to use in the future before I left my job/the university...I finally mustered up the self-respect to seek a more stimulating career with compensation I can actually survive on (my dream is to be able to go to a grocery store someday and not be limited to only buying like Raamen noodles and $1.00 boxes of spaghetti... gosh I dream of being able to splurge on fancy things like a jar of pasta sauce and garlic bread to go with that spaghetti).
Example 3/Other potential "projects" experience: Other than the 2 examples above, I was also involved in numerous committees (I won't bother listing them all here) and served as an advisor to some student volunteer groups (student groups were responsible for creating events and hosting fundraisers throughout the year). I also facilitated some focus groups on campus climate and did research/reporting on a few select areas for the university's regional accreditation process, but I was not responsible for every aspect of the university's regional accreditation process.
Although I was involved in these committees, advising, and facilitation/research/auditing, can I use these for my PMP certification project experience even if I was not the primary/point person running/leading on the entire large scale project/project as a whole, but rather on these smaller aspects of the project/sub-projects?

There are a few third party services that provide man-in-the-middle LTI/nonLTI interoperability, but they are pricy and introduce security concerns.
There are a bunch of libraries and local service shims so your tool that has a proprietary API can talk to any LTI service provider (e.g. Canvas, Schoology, etc).
The reverse, not so much. I can't find a single library / app / container / service that I can run locally that will let my tool which already speaks LTI (or OneRoster, etc) connect to even one non-LTI provider with a proprietary API (e.g. Google Classroom), let alone more than one.
Is there some keyword I'm missing from my searches, or does this thing really not exist?

In comes a language called XBRL which is completely machine readable. If data is submitted in XBRL, machines can read and analyze it (using machine learning or AI software), analyze it on the fly, and exercise tighter controls, thereby cleaning up the economy and making their country investable and transparent.
This is what governments all over the world desire. That data is collected in time and analyzed immediately and acted upon. XBRL is preferred over 6 continents and the usage is growing by the day. Deloitte and many other services firms call it the future of reporting. And, when governments want data in a certain format, companies have no option but to comply.
While there are many XBRL professionals, there are a handful of companies that offer XBRL-enabled regulation and compliance technologies/software on the cloud (SaaS). Iris is one such company that owns cutting-edge products on the cloud that help governments collect data in machine-readable format, companies to create and submit data in the format that governments desire (XBRL), and individuals and other entities to consume the submitted data for analysis and research.

The demand for such products on the cloud is exploding as more and more countries mandate companies to submit information in machine-readable form. Iris owns the following products in this space:

This is the product that can help Iris generate multi billion $$$$ (and that’s just in India) going forward. It competes head to head globally with Workiva, which is the global leader in this space. The Consume part of Iris’s business offers the following products:

I will now proceed with Elevance Health and its earnings call released on April 18 2024 and take a look specifically at the MA insurance segment section of the report itself. As usual, our disclaimers:

Important points during Earnings call:
  1. Elevance's CarelonRx, which acts as the equivalent of UNH's Optum arm, acquired Paragon infusion services. This will expand the infusion services footprint, and will help Elevance in the infusion space. Personally, I know that there is a focus away from inpatient care and more towards ambulatory care services, so Elevance's acquisition makes market sense. In addition, this space should yield high margins, which therefore will refocus Elevance towards this space than other spaces, especially integration of HealthBenefits using Carelon Rx services.
  2. Elevance is entering into an agreement in purchasing Kroger's pharmacy services, which expands CarelonRx's footprint into retail and Specialty.
  3. Medicaid re-determination impacted Elevance's medicaid patient enrollment, Elevance expects enrollment numbers to change over the next several quarters, although 90% have already been redetermined (therefore numbers added over next 3 quarters should not change significantly).
  4. CMS updated the Elevance 4 STAR plans from 34% to 50%, which will improve Elevance's Star Quality Bonus program revenue for CY 2024.
  5. Elevance blames CMS for CY 2025 rate cuts , "which will negatively impact seniors, notably those who are at the lower end of the income spectrum, who rely on MA for their health and wellbeing". Elevance will be deliberate in their bids and offerings/premiums to balance their margins. We are seeing some of the Big insurance companies openly stating their intent to abandon the lower segment of MA.
  6. NCQA has given Elevance medicaid plans the Health Equity Accreditation recognition, has given Elevance an innovation award for meaningful engagement in the provider level on prenatal care via its Medicaid plan services. https://www.ncqa.org/wp-content/uploads/NCQA-InnovationAwards-2023-24.pdf
  7. Elevance is rolling out its physician enablement value care based management platform as partnerships to PCPs to share risk taking while driving better care.   8. Elevance's prior authorization and physician payments did not get impacted by Change healthcare's cyberattack.
  9. Utilization for Medicare Advantage "were broadly planned for by our underlying assumptions. Translation: there could have been a higher utilization increase, but we buffered them and may have also adjusted our premiums in line with projected utilization increases.
  10. Medicaid utilization increase based on re-determinations.
  11. Elevance's improved guidance is based on overall less utilization s/p COVID wave in the commercial segment within the Health Benefits segment, as well as CarelonRx' better revenue margins.

My own Excel file for Elevance 10K and Q1 2024 ER
Red cell indicate projected yearly operating gain for FY 2024, which is higher than usual. When reviewing FY 2022 and FY 2023 data, using Q1 forward projection is not accurate. Therefore anticipate this cell number to decrease once Q4 2024 is reported.
What we learned from the Earnings report:
  1. There is an almost 1 million member drop within the Medicaid business, which is from re-determination, although there is also probable loss as well.
  2. Overall despite lower health benefits members, premiums YoY is static. This therefore led to an overall premiums per member increase of ~ 16.64%
  3. Overall profit margin per member improved YoY by 34.88%, on the basis of insurance premium increases per member. Overall basis point improvement of 44 bps using projected Q1 2024 numbers compared to full year 2023.
  4. MA insurance member has dropped YoY by -1.47%, which again reinforces Rainy's assertion that the big insurance companies are retreating from MA segment. Both Rainy and I believe there is a probable likelihood that CMS rate tinkering for CY 2025, CMS V28 blending, and reduction in QBP/RA will drive larger players away from the MA space and focus on other segments with higher margins.
  5. Overall profit margin/member improvement of 34.88% is massive, we shall see if this carries into the entire FY 2024 year.
Conclusion
Overall the things we learn from Elevace ER seem to echo that of UNH, namely:
  1. Although Elevance revenue kept static, it was primarily based on premium rise on the number of patients they have on roster, which is ~ 17% YoY.
  2. Their biggest membership growth is no longer in MA.
  3. You can see a slight shift in Elevance's business sentiment away from MA, which echoes what Rainy was talking about when he said that the big insurance companies may be retreating from the MA market. The data certainly corroborates this.
  4. MCR Q1 2024 of 85.57% is a slight improvement over MCR Q1 2023 of 85.83% by 26 basis points. This is a result of overall static revenue but better cost control of 200 million dollars, or a projected cost rise YoY of 1.27%. We shall see if this trend continues into Q4 2024
  5. Medicaid membership dropped, similar to UNH
  6. Elevance will be pivoting towards integrating CarelonRx and Elevance HealthBenefits segment.
I hope you enjoyed reading this earnings report. Once the 10Q is released I may add additional information. I have also sent an investor relations email to see if they would be able to furnish specific information such as Medicare Advantage medical cost in 2021, 2022, and 2023, as well as intra-quarter medical cost in Q1 2024. Unfortunately Elevance IR is unable to provide this data as it is reported as a consolidated basis. Therefore an attempt at normalization may be necessary to tease out individual data points. We shall see with 10Q release if this is necessary.
Although I did not focus on the exact earnings numbers itself, I hope I illustrated some trends within the MA space. My goal is only to focus on MA space, just like I have done with UNH. I would say that Elevance is certainly copying UNH's business plan with CarelonRx stepping the path set by UNH's Optum. Following his defeat, Gene hands him the cache of “funds {he} amassed in secret to build Army’s Heaven”.
But some claim there’s no indication of these funds in the beginning of Peace Walker, 4 years later.
I mean, for god’s sake! They’re wrestling on a beach and staying in a shack!
Here stands another point of contention some have with Portable Ops.
Surely this supposed lack of funds shows Peace Walker contradicting Portable Ops, and a reason PO should just be ignored!
But…it doesn’t.
It’s worth saying from the outset, that Gene never actually says how much money is in the funds he gave Snake. It could be $1,000 or $1,000,000.
People also underestimate how expensive military acquisition is.
So, I thought it was worth diving into how much it would’ve cost Snake to set up even the bare-bones version of MSF we see at the start of Peace Walker. And how this was likely impossible without Gene’s funds.
I’ll also try to be as fair as possible to the opposing argument that Gene’s cache of funds would’ve shown a wealthier MSF at the start of Peace Walker.
I’ll take the lowest estimates of any costs below, and the highest estimates of any funds Gene could’ve passed on.
Alright…Let’s go:
The year’s 1970:
The highest possible pay for a member of the military would be $36,000 per year.
(Remember, this is when you could pick up the average house in America for $23,000)
So, assuming Gene’s Salary is the highest possible for a Military official, this would be his pay.
Accounting for inflation this is ~$280,000 per year in today’s value.
This assumes Gene led Fox almost instantly after joining when Snake left.
Leading Fox for 5 years (1965-1970), saving 100% of his salary (to be fair, this wouldn’t be out of character) and assuming no taxes
= $1,400,000 in today's value.
It’s worth mentioning that’s all Gene is. A soldier. A genetically enhanced soldier, sure. But he’s never stated to be a millionaire or even wealthy. So there’s never any indication that there could be more money than this in his cache of funds.
But, to be as generous as possible, let’s multiply it by 30.
We can say Gene stole it from the countries he was stationed in, or the enemies he fought.
(Even though the only missions we’re told he did are a rescue operation in a prison camp in Russia and a lab in Eastern Europe. Not places known to stash a lot of money.)
We’ll also assume Gene didn’t spend any of these funds during San Hieronymo trying to establish “Army’s Heaven”.
This would amount to:
$42,000,000 in total possible funds in today’s value.

Now, for the expenses: (all in today’s value):
Staff:
  • 16 x Ground staff (shown in the opening cutscene of PW: 15 of which shown on Mother Base roster + 1 Pilot):
Average salary for a Mercenary today: $90,000
$90,000 x 16 = $1,440,000 per year
This assumes the lowest end of salaries (range: $90,000 - $250,000).
While there are some lower estimates of $30,000-53,000 (today’s value) per year for Rhodesian mercenaries in the 1970s, these mercenaries were also offered land/property to make up the shortfall.
Meaning if Big Boss recruited the best soldiers possible, he had to convince everyone to take a massive pay cut.
Or he just didn’t get the best soldiers (which would be out of character).
  • Big Boss’ Salary (to cover cost of living): $15,000*
  • Same for Miller: $15,000* *Assuming they took a pay cut to grow the business in order to make money later.
Multiply by the 2 years (1972-1974):
$2,940,000
This is just accounting for after Snake met Miller. He’d started working as a mercenary and leading a team before he met Miller when “you guys ambushed us”.
So, assuming Big Boss also had a team to pay for then (the smallest military team is normally 4 but can be up to 12), this would add a minimum of:
$90,000 x 4 = $360,000
Add another $15,000 for Big Boss
Again, giving the benefit of the doubt by assuming these are part of the 16 man crew seen in PW and using the weapons already accounted for below, and not additional men.
Total Salary Cost: $3,315,000
Equipment:

MSF’s Standard Issue is the M16:

X 16 = $14,800
  • Sidearms:

X 16 = $5,600
(Ignores Boss’ use of a specialized tranquilizer gun, which would be more expensive)

Assuming 10 grenades per solider
X 170 = $7,650
(Ignores need for Chaff, Stun and Smoke grenades)
Total Cost of Weapons: $28,050
(without accounting for maintenance, replacement or ammunition.)
  • Vehicles:
Minimum of 2 Helicopters required for deployments due to high maintenance hours per flight (4-10h for minor maintenance, or 20-50h for high level maintenance per hour of flight).

Helicopter:
Cheapest type is a Schweizer S333 Training type Helicopter at $1.5 Million
This accounts for the free chopper if Zadornov included one with Mother-base as payment. If not, double it.
Lowest Cost per Flight: $300 (Maintenance and fuel)
Assuming 4 flights for Boss: Motherbase and back, twice.
X 4 = $1,200
Chico’s Fulton Extraction and the 3-5 members of the intel team, call it 5 total:
= $3,000 round trip
(without the cost of the Fulton system and all the materials required)
Motorcycle: $1,000
Total Vehicle Costs: $1,505,200
Housing until Peace Walker:
Relatively cheap in Colombia. Assuming the ability to house all 16 men and Snake/Miller for $8,000 per month in today’s value.
X 12 months = $96,000 X 3 years = $288,000
Moving Staff & Equipment to Motherbase:
Cost of Cargo ship: $30,000,000
(without the cost of fuel/repaimaintenance)
“Couldn’t they just fly in the helicopter?”
Nope. The Schweizer or similar aircraft only holds 2 people, including the pilot (what’d you think you were getting for only $1 Million?! A Black Hawk?!).
Considering the maintenance costs and downtime required, it would’ve taken them over two weeks to get everyone there. And we know from Peace Walker they all arrive within 4 days. Oh, and good luck getting them back off the base afterwards.
It’s also inaccessible by commercial flight, because, you know, no airport. Guns and explosives are kind of frowned upon too.
A Military transport plane would be far more expensive too, so a cargo ship to bring the men and equipment is the cheapest option.
Plus we clearly see a cargo or military transport ship in the beginning at Motherbase.
Now for the big one…
Mother Base Repairs:
Repaimaintenance estimates for an Offshore Thermal Energy Plant:
Minor damage/upkeep: $10s of millions
Moderate to Severe damage/repairs: $100s of millions
Miller: “Working as fast as we can Boss. This place is pretty beat… It looks like hell.”
Even with “the underlying structure intact”, that’s at least mild to moderate damage/disrepair. Take lower estimate of “tens of millions”:
Lowest estimate: $10,000,000
We’ll assume this includes replacing the “old, rusty power turbine” Kaz mentioned (which costs anywhere from $2.5 million to a few hundred million
And at NO POINT does Kaz complain about running out of money, or having none left. In fact, he’s constantly on your back to recruit more men, develop new weapons, and build more divisions. They even start building another platform!
Thanks, Kaz! That’s easily another couple hundred million dollars!
(I’ll leave that cost out as it’s partially dependent on player actions - though I challenge you to try and make it through the early section of Peace Walker without Motherbase being expanded).
This is all BEFORE Big Boss starts accepting contracts for Outer Ops to start making money.
So…
Total Start Up Cost Before Deploying Outer Operation Troops in Peace Walker:
$45,136,250

So, even with a very generous estimate of Gene’s funds, Big Boss would still be running over a $3 million deficit.
  • But couldn’t he have covered this by contracting out his services beforehand?
The $3 million? Possibly.
The $45 Million? Not a chance in hell.
For context, DynCorp obtained a $53 million contract to equip and train the Iraqi Police Force.
DynCorp had 14,000 employees across 16 different countries at the time. And that contract was from the wealthiest country in the world. Both at that time and now.
Scaled for size that would be the equivalent of Big Boss and a team of 4 getting paid just under $20,000.
Even if Boss’ reputation meant he could charge 50 times the going rate for his services, this STILL wouldn’t cut it. And it’s very doubtful the Colombians could afford him then.
The smaller number of men also means there’s only so many contracts he could take. And remember, he only has 2-3 years to make up almost $45,000,000. Minimum.
  • Couldn’t the men have worked for him for free?
It’s possible. But I sincerely hope they don’t have any family depending on them or need to do basic things like eat or buy clothes or equipment.
“Catching fish” on the coast, as mentioned, would only feed so many. Especially without a fishing trawler, which also isn’t cheap.
And good luck trying to fix up a damaged Offshore plant with only 16 volunteers. Or getting the vehicles & materials for free.
  • Couldn’t Snake have stolen the equipment like you do in Peace Walker or MGSV?
Actually, no.
Guns and ammo would be fine, but in PW and MGSV you Fulton out equipment and personnel. Meaning you’d need the Fulton system.
He couldn’t even have stolen that, as Kaz explains it was custom built.
Operating it is also costly as you have to build a custom rig for a helicopter (which Kaz says is the cheaper option overall) and pay the fuel and maintenance costs of the flights (which would skyrocket if it had to tow multiple people/vehicles).
For a PMC with a lot of funds coming in, this would be possible. But without funds, good luck fuelling/maintaining the aircraft for this many flights.
And more equipment means more manpower requirements and maintenance costs.
This is actually illustrated in MGSV with the GMP/Fulton development system.
  • Couldn’t he have just used his share of the Philosophers Legacy?
Nope. Zero had it…but even assuming everyone (Zero, Ocelot, Para-Medic, Eva and SIGINT) split it equally, that would’ve meant he’d have access to a fifth of the $100 Billion legacy.
That’s $20 Billion in 1947-valued Dollars.
Or $340 Billion in today’s value.
That is more than enough to buy as much military hardware, bases and men as he wanted. Snake could literally afford the current cost of the US Air Force. Twice!!
But as Miller said “we don’t have billions of taxpayers dollars to play with”.
So how does Portable Ops address this?
Simple.
Big Boss had to have enough money to pay for a small PMC, Mother Base and all the expenses that came with it over a 2-3 year period.
But not enough that it would make people ask why he was a tiny organisation with only a handful of men and equipment taking whatever job they could get.
Gene’s funds are the only one that match the description. It also helps explain why he based himself right next to San Hieronymo in Colombia.
Gene’s cache didn’t just contain funds, but also “equipment and personnel”. Most of which were likely stationed near San Hieronymo, where Gene was attempting to build “Army’s Heaven”.
The inclusion of equipment such as vehicles and a contact list for personnel also helps explain how the originally estimated $1 million in today’s value could’ve been stretched so far.
It would explain how Big Boss managed to get a couple of military-grade helicopters and a transport ship on such a tight budget, and how some of the cash shortfalls could’ve been made up.
Because while military vehicles might be expensive to buy, that also means any surplus vehicles can be sold to get you extra cash when needed.
(Remember, even a secondhand Black Hawk could get you a few million dollars.)
Like Big Boss said: “Even revolutionaries have to pay the bills!”
And with Boss’ exploits in San Hieronymo in 1970, this was the place he had the most connections and resources to get started. To become, in Gene’s words; “the true successor” to both The Boss, and him!
And it was these connections and resources that made the MSF we see in Peace Walker possible.
