Thanks to Albert1165 for investigating and disclosing many findings about Vingroup and Vinfast's scams. Albert may also be aware of the close relationship between Vingroup - Techcombank - Masan. TCB has repeatedly pumped money into Vingroup and Vinfast, as revealed on this subreddit. But perhaps one question that Albert1165 cannot answer is why TCB keeps rescuing Vingroup and where does TCB get the money to keep pumping it into Vingroup? And I think the revelation of this truth might be the answer to the above questions. Vingroup and Techcombank are no different from the largest loan shark organizations and scam corporations in Vietnam, so they absolutely have to cover for each other.

Grand World Phu Quoc, a high-end resort and villa complex, is located on Gan Dau - Cua Can Street in Bai Dai area, Phu Quoc Island district, Kien Giang province, Vietnam. The project has a scale of 85.3 hectares, with over 2,733 units and a TOTAL PROJECT VALUE OF 1 BILLION USD. Grand World Phu Quoc was introduced by Vingroup as a real estate resort project that was highly sought after by investors. However, in response to these expectations, Vingroup and Techcombank have set up a maze-like scam to blatantly seize customer investments, estimated at OVER 1 BILLION USD.
GRAND WORLD LAND IS ONLY COMMERCIAL AND SERVICE LAND AND CANNOT BE SOLD AT RETAIL
The Grand World land has two certificates, CU 861652 and CU 861653, with a total area of 85.3 hectares. Certificate CU 861652 is state-owned land leased with annual payments, with an area of 407,951.7 m2. And certificate CU 861653 is state-owned land leased with a one-time payment, with an area of 374,975.4 m2. Both of these certificates clearly state that they are COMMERCIAL AND SERVICE LAND.

In addition, according to Decision No. 02/QD-BQLKKTPQ of 2019 of the Phu Quoc Economic Zone Management Board on the planning of the Grand World project, Article 1 clearly states: New Vision Real Estate Company Limited leases land for use for commercial and service purposes (to implement the project to build the Grand World high-end resort and villa complex).
Decision No.: 230/QD-BQLKKTPQ of 2018 of the Phu Quoc Economic Zone Management Board on the planning of the Grand World project also clearly states the project's planning function and nature: "Identified as a mixed-use tourism and service area with tourism services, resort guests, squares, trees, technical infrastructure,...".
Thus, from the project's red book to the decision documents of the BQLKKTPQ, it is clearly confirmed that the Grand World project land is planned as tourism and commercial land and is land leased with annual payments (certificate CU 861652) and a one-time payment (certificate CU 861653). According to Article 175 of the 2013 Land Law, land leased with annual payments is not allowed to transfer the right to use land [2]. And according to Article 174 of the current 2013 Land Law, the lessee is allowed to transfer the right to use land and attached assets owned by the investor to the land [3]. But that is in the case of transferring the entire land lot, project and all assets, facilities, not dividing and selling like dividing lots and selling land. Similarly, LDG Investment can only sell the entire right to use the land to Vingroup, not a part of the project.

This means that Vingroup does not own the land outright and cannot legally sell it to individual buyers. VINPROUP SCAMMED CUSTOMERS BY SELLING WHAT THEY CANNOT SELL.

As stated above, the land of the Grand World project is state-owned leasehold land and cannot transfer land use rights (for land with annual rent) or must transfer the entire land use rights (for land with one-time rent). Vingroup cannot transfer the land use rights of the leased land to be divided into lots and sold. If Vingroup wants to sell to small and individual investors, it can only resell the right to exploit apartments and services.
But if it only sells the right to exploit, Vingroup will not be able to sell for much money. For that reason, there is reason to suspect that "Vingroup has taken advantage of investors' lack of legal knowledge to SCAM" by being vague with customers about "SELLING ALL REAL ESTATE" and issuing a sales contract as a "TOURISM SERVICE CONSTRUCTION SALES CONTRACT".

Article 19 of the 2014 Real Estate Business Law stipulates that the principle of buying and selling houses and construction works (or tourism works as Vingroup calls it) must be attached to land use rights. This is what Vingroup cannot separate and transfer to customers as mentioned above.
According to Appendix No. 01 issued with Circular 27/2018/TT-BTNMT, commercial and service land is land used to build business, service, commercial establishments and other works serving for business, services and trade. That means that the commercial and service land here is only state-owned land leased for businesses to exploit and operate commercial and service activities, not land for subdivision and sale of land plots with accompanying construction works. Thus, it is clear that all transactions transferring tourism service works in Grand World Phu Quoc are "ghost" transfers.
According to the signed TOURISM SERVICE CONSTRUCTION SALES CONTRACT, in clause 5.2 "Obligations of the seller", it is clearly stated that the seller "is responsible for procedures with the competent authorities of Vietnam to apply for a certificate of land use rights, house ownership rights and other assets attached to land for the buyer". According to Article 1 of Circular 23/2014/TT-BTNMT dated May 19, 2014: "This Circular provides for the Certificate of land use rights, house ownership rights and other assets attached to land (hereinafter referred to as the Certificate)".
The "Certificate" in the Sales Contract is understood to mean "Certificate of land use rights, house ownership rights and other assets attached to land".
Even though Grand World sold out the entire project in 2021, by September 15, 2023, the Kien Giang Provincial Department of Construction issued Document No: 2479/SXD-QLN in response to legal matters for a citizen (a project customer) as follows:
"Upon verification, the Department of Construction has the following comments: The Grand World high-class resort and villa project in the Bai Dai eco-tourism area, Ganh Dau commune, Phu Quoc district, Kien Giang province. So far, the Department of Construction has not received any legal documents related to the sale of houses in the project. Therefore, the Department of Construction has no basis to respond."

Why is it that when the project was sold out in 2021, but by 2023, the provincial agencies of Kien Giang province still do not have legal documents related to the sale of houses in the project? TECHCOMBANK COLLUDES WITH VINGROUP TO SEIZE CUSTOMER ASSETS IN A MAFIA-LIKE MANNER THROUGH USURY LOANS

The sales contract for the tourism project that New Vision signed with customers, referred to as buyers, is an illegal contract. Therefore, it is certain that the sales contract and the credit contract for payment are not eligible for notarization of "guaranteed transaction assets" at the Department of Natural Resources and Environment for mortgage in accordance with legal regulations.
As mentioned above, the "tourism projects" in the Grand World project are assets that cannot be "divided into parts or subdivided" for transfer. Therefore, when customers buy products in the Grand World project and need to borrow money, Vingroup and Techcombank colluded with each other to deceive customers. Techcombank lends money to customers, referred to as borrowers, in a mafia-like manner.
Specifically, in order to disburse the loan, Techcombank required the borrower, who is also the buyer of Grand World Phu Quoc tourism projects, to sign a power of attorney for all purchased assets and everything belonging to/located in the purchased assets to Sao Thuy Company at Nguyen Ngoc Notary Office. Sao Thuy is a subsidiary of Techcombank, responsible for collecting debts and harassing buyers/borrowers if they pay late or have the right to seize the property because the borrowebuyer has signed a power of attorney with them. This is a way to avoid going to court to enforce the auction of assets according to the legal process of the Law.
But why did the customer, who is also the borrower, have to accept this unreasonable request from TCB? Because before working with Techcombank on the loan and the method of borrowing, the buyer, who is also the borrower, had made an advance payment to Vingroup from 30% - 40% of the total value of the real estate that they had agreed to transact on the sales contract. Therefore, if they do not agree to sign the power of attorney as required by Techcombank, they will either not be approved for the loan, lose the entire amount of money that has been paid in advance, or have to pay the full 100% of the amount.
In fact, this method is no different from mafia loan sharking. Because it is clear that from the time the customer signed the power of attorney for Sao Thuy Company, the customer has transferred all of their assets to Techcombank. Thus, Techcombank and Vingroup can completely collude with each other to appropriate for other purposes. And this act is a complete violation of the regulations on banking activities.
With the above tricks, Techcombank has violated the regulations on lending in the activities of credit institutions as stipulated in Article 179 of the Criminal Code of 1999. By the 2015 Criminal Code, amended and supplemented in 2017, the name has been changed to the crime of violating the regulations on banking activities and other activities related to banking activities. VINGROUP AND TECHCOMBANK CONSPIRE TO SEIZE CUSTOMER ASSETS WHEN MORTGAGING GRAND WORLD TO ISSUE BONDS.

Accordingly, on October 25, 2023, Thien An Investment Management Co., Ltd (Thien An) completed the issuance of the DTACH2328002 bond lot, with a value of 1.070 trillion VND, for a term of 5 years. Thus, the maturity date of this bond lot is October 25, 2028. Previously, on October 17, 2023, Thien An successfully issued the DTACH2328001 bond lot, with a value of 1.076 trillion VND, along with an interest rate of 9.7%/year, for a term of 5 years from October 17, 2023 – October 17, 2028.
Notably, the Grand World Phu Quoc project continues to be used by Thien An as collateral for the DTACH2328002 bond lot, after having used this asset as collateral for the DTACH2328001 bond lot, a few days earlier. That is, the total pledged value is 2.146 trillion VND.

Looking at the media, these are just two normal bond issuances. However, as everyone knows, the Grand World project at this time has been sold out to customers, even being disputed between Vingroup and customers. But the fact that Vingroup continues to mortgage to borrow through bond issuance is exactly the act of SEIZING THE ASSETS of customers. And TCB, which is also the lender and is holding many AUTHORIZATION CONTRACTS of customers, is definitely related to Vingroup mortgaging to borrow this bond.

Hey, redditors!
We're landing in Hanoi tomorrow, and we're gonna spend 1.5 days there. We just got a SIM card, so cellular data internet won't be a problem for us. I just have a couple questions, preferably for the locals?
  1. What are the BEST restaurants/bars and cafes around, in Old Quarter? We don't have much time in Hanoi, so we want to go to the best acclaimed places!
  2. Which map APP do you recommend using? Is Google Maps sufficient enough?
  3. Could you recommend some good Translator Apps? Specifically for Vietnamese-English, or is Google Translate sufficient?
  4. How should we get cash? Should we exchange it at the airport from cash-to-cash, or withdraw local currency from ATMs? Or should we just carry our international cards and swipe it most of the time?
  5. Where and how do we find rental e-bikes (motorcycles)? We thought of roaming the city on the motorcycle for a day, maybe. What's the price like?

After a fresh install of Arch I installed shortwave with flatpak I made a desktop entry in /usshare/applications it appeared in my openbox menu with an icon. The only issue that have now is that it does not save any music played it says unable o save to Music directory and saves it Home directory but it does not,can someone please point me in the right direction or tell me what I must do for shortwave to save it's music it played,I am very dependent or addicted to shortwave. Hi guys, my name is Huy and I'm a music lover in Hanoi. I liked being on the stage so I'm attracted to the open mics’ scene in Hanoi. After a few months I'm now a regular in the open mic scene here. So, I wanna make a list of coffee shops and pubs that host open mics night in Hanoi and the days they occur. If anyone has any questions, please give me a shout-out.
Here are some notes: Vietnamese open mics are often quite restraint and polite, there are a lot of shy wanna be singers, but it’s just a glorified stripped down acoustic karaoke session with pianos and acoustic guitars, so unless you bring your own stuff, it’s mostly just that to show your singing and instrumentalist skills
Western open mics are quite fun, exuberant and chaotic due to the presence of a stage for electric instruments at the venue. This often attracts good multi-instrumentalists and good singers that can entertain everyone.
Both open mic sessions often have a host to prevent things from being too chaotic. Western ones even offered a sign up sheet to write your name on it.
Both events welcome original materials, just pick the right language :)) in the right event. However, Vietnamese open mics often have more covers than original materials.
Regarding social media marketing to find sessions, Vietnamese open mic venues do it better. When you like their fan page on FB, you can see that they post a lot of content, so don't worry about not finding their open mic event. However, Western open mic venues mostly depend on their reputation or depending on the night’s host. Honorable mention:
Fifi Arts and Crafts Coffee: A medium size coffee shop in Hanoi, next to the Cathedral. Offers live music from morning to evening but audience participation seems to be high. However, it skewers towards older Vietnamese audience and the live band members are also in old age. Drinks seem to be fine compare to the price.

TUESDAY: Tranquil Books and Coffee Nguyễn Quang Bích Street. Host a long-term Vietnamese open mic with piano, acoustic guitar. Large Vietnamese presence, however there are foreigners as well. Quite serene, cozy and quiet. 8h30 pm onwards to around 10h30pm. Update: they have switched back to providing tables and chairs for guest, so no entry fee but should buy drinks for support.

Whiskey Mystics and Men Free Thought Open Mic night: A much more serene open mic night with no jamming much like the Vietnamese one. Offer electric instruments but attracts more than just musicians, there are also poets and artist. For other info see below.
WEDNESDAY: Hanoi Rock City: Needs no introduction. Hosts a long term foreigner open mic night with a big stage filled with enough instrument+gear (guitar, bass, drums, keys) and a sign up sheet. Large expat presence but also large Vietnamese yuppie presence (mostly Mèow Lạc fans). Free entry, buy drinks for support. 9pm onwards to 12pm (cops will come after 12pm) 1 free drink will be provided for performers (please notify the host for ticket post-performance).

Quite short, about 8:30pm to 10:30pm. Often alternative between Tuesday, Wednesday and Thursday.

Starts at 8pm and ends around 11pm. Often attracts many Vietnamese yuppies who are aware of the venue. Note: Now Open Mic takes place twice a week.
Or Whiskey Mystics and Men Open Jam Night: also a well-known and notable expat bar. Host a regular Western open mic on Thursday. Has a nice sign up sheet and a medium sized stage with many electric instruments (guitar, bass, drums, keys). Attracts a large expat presence with many talented instrumentalists and singers. However, it doesn’t attract many Vietnamese audiences. Quite fun, exuberant open mic night. Free Entry, but you should buy drinks to support. Starts at 9pm, often ends at around 1am (no cops but drums ends at around 12 am and other percussion instrument will be provided) 1 free drink will be provided for performers.

Long Waits a modest jazz club: The immediate twin spot of Tranquil Nguyễn Quang Bích, located just next to the coffee shop itself. Mostly focus on Jazz music shows but also have other events. It now hosts an Open Jam night for young musicians on Thursday evening, around 8.30pm to late. It's more of a bar with alcoholic drinks (like the Western spots) and has a medium size stage suitable for both acoustic and electric instruments (mostly for jazz). Tranquil Trần Hưng Đạo branch: this venue hosts the open mic in the 1st floor. However this place is quite cramped and crowded and has limited seating so if you’re late, you gotta stand until someone leaves. Everyone sits really close to each other. Share similarities with other branches: Piano + Acoustic Guitar, Vietnamese host (a well-known Vietnamese theater singer named Khanh). However, the cramped area makes it hard to reach the stage for singing. Furthemore, the regulars there are Vietnamese theaterheads (I know some of them, but not much) but there is a strong Westerner presence as well. 1. Various Artists - Genesis VA Pt. 3 [Yamatai Recordings]

Recommended if you like: Any and all sorts of deep vibes
You know what we haven't had in a while? A good old compilation! Luckily the lads and ladesses behind one of the best up-and-coming deep and dark label, British imprint Yamatai Records, discussed on here many times before, have once again compiled a whole bunch of yamataisty tunes from a ton of yamatalented artists from all across the spectrum. Don't worry, (Yamata-)I'll stop. You know the game, first 3 especially exciting picks, then a summary, let's go!
Pick 1: Teezy - Broken Strings
First, we've got Bristol-based bass afieniado Luke Alexander Trowill, probably better known as Teezy! As part of the modern wave of new UK-based artists merging jump up with more out-there sound design and melodic vibes, Luke has been rising the ranks quickly ever since starting out way back in 2018. After trying to make a name for himself with submissions to various DJ competitions, he changed strategies and decided to start putting out some of the bangers he had been working on in the shadows during all of this. His debut on DNB Vibes in 2021 was soon followed up with releases on SASASAS, via their UNITE album mix, Pick The Lock, which landed him his first VISION Radio play, and DnB Allstars RAW. While this energetic jumpy sound had definitely found its audience, this was of course only the beginning of the prolific Bristolian's journey. With a freshly finished (2023 is still fresh okay) degree from the legendary BIMM university in hand, he plunged head first into full-time production, both under his Techno/House alias Eltee, and as a newly reinvented Teezy, the results of which were immediately picked up by the likes of Underground Soundz, Debunked, PullUp and, since this week, both Flexout's new newcomer platform XOU and the one and only Yamatai!
So what does this new one, Broken Strings, sound like then? Well, we've got free-flowing shuffly drums punctured by two punchy kicks laying down a base rhythm, accentuated further by very deliberately placed, slightly dissonant guitar-tuning-esque synth stabs to create a satisfying rhythm that gets the whole body moving in all sorts of ways, for one. Pair that with a vibey vocal sample, an amazing atmosphere and another futuristic synthwave-y electric guitar shredding its way straight into my heart, and you've got a tune and a half!
Pick 2: Marble Elephant - Fil d'Argent
Next, a duo that's been lighting up even the rainiest of my Sundays with their wonderful liquid creations in recent times: Marble Elephant! Way back in 2017, the DnB power couple consisting of Frenchman Baptiste Lecomte and Gerwoman Christina Woodger first connected at a Brightonian skatepark they both frequented, with their shared love for rave music being the main thing bringing them together. Even though Baptiste was initially not quite convinced of the drums and the basses yet, as he was more of a hardcore and -tek guy, they had enough other shared musical interests that they wanted to give creating music together a try, no matter the genre. However, they were really struggling to actually decide on something concrete and went through a ton of experimentation.
Until they stumbled upon D&B Academy, that is! By that point, DnB had gripped both of them, and the coursework the online platform offered seemed perfect for them to push their production to the next level. Their brief bout of doubt averted thanks to an insightful chat with the academy's founder Humanature, they enrolled and off they went! As Marble Elephant, the duo started releasing their creations on their very own MarbleLabel imprint in 2018, but as time went on, labels like Erculean, C and the legendary Influenza Media took on their delightful creations, and after a feature on none other than UKF in 2021, the stampede could not be stopped anymore. Basically all the Fokuz family labels, pyxis' charity platform Beats In Mind (among a couple others like it), Sunny Moves, Incurzion, Sub Wavelength - wherever you can find lush underground liquid, you could also marble at the loveliness they were putting out.
Now, Yamatai joins the ever-growing list! Fil d'Argent, French for silver thread, lures the listener in with an atmosphere defined by distorted, almost disturbing but luckily distant vocals, slowly creeping up to us along with its accompanying break arrangement. But don't worry, lushness isn't far. With the ol' reliable fast-paced rolling drum action as our motor, we flow through the peaks and troughs of an arrangement of most lovely tribalistic pling plongs, reverberating vocal chants, and menacing bass wubs. I honestly cannot get enough of it!
Pick 3: Ambion - Zyranth
Unlike the medication, this Ambion wakes you the hell up! Straight outta the Channel Island of Guernsey, Sam Broadhurst, the man behind the addictive beats, has been channelling all sorts of different influences into the diverse multi-genre discography he has (b)assembled since starting out in 2019. Garage, House, Techno, Rollers, and regular old Drum and Bass all got their time in the SoundCloud spotlight, but it was the latter that would edge out the competition, and by 2021, the Evolve Audio core member had stopped using his normal, real-life name (who would ever do that) in favour of the shiny new Ambion DnB alias. One free download at the time, Sam covered all sorts of ground on the energy spectrum, with his label debut Mesmic on the one and only Sinful Maze in 2023 probably being his heaviest all around.
Now, he kicks off his paid releases career, with his absolutely masterful contribution to the Yamatai canon, Zyranth! Back and forth, we rock from flickery, distortionated vibrations to truly menacing yet fonky-bouncy bassline responses, as slices of vocal samplery sparkle across it all. The longer this goes on, the more supercharged both parts of this equation become, and once a particularly spicy vocal chopping session begins its reign of terror, we even switch over to a roller-y switchup to round it all off. 2. Reknek - Midnight Vibes EP [Engage Audio]

Now onto someone I've been itching to talk about for a while already: the hecking techy, recklessly break-neck deep and dark master Reknek!
Straight out of Saint Petersburg, Herman Sokolov (depending on the source it's always different so I'll just go with Herman) has been putting in the work in the electronic music scene since more than 20 years at this point. Early on, it was the legendary MTV Music Generator on the PS1 that hooked him, but soon enough he got his hands on FL Studio to put his own spin on the stuff he had grown to love so much in the early 2000s, from Trance and Garage to Hard and Pumping House. Of course, plenty DnB also made its way into his playlists, and around 2006 he even joined a mysterious technoid-dnb collective that I actually don't know anything about. What I do know, however, is that, after a couple years of that, Herman decided to venture off on his own in 2012, with his Atmospheric Electronica, Future Garage and Dubtechno project Vancore, followed by his Experimental Techno and Half-Step alias Personnage. During all of this he wasn't just creating music in more and more incredibly specific genres, he also founded his very own label Sigrún Music and compiled one sample library after the other.
While putting together his latest sound pack, however, he realised he wanted to do more with these sounds. He wanted to go back to his roots, and once again partake in what he calls the Dark Souls of production: Drum and Bass! Inspired by his mate Nami, he started chasing that soul-crushing but consequently all the more rewarding high with his brand new alias, Reknek, in 2021. Right away, the accumulated skills from his decades of experience in all things electronic translated to tunes so sick, they immediately received support by VISION Radio and the Overview Podcast. Across most of the best underground labels around, including but not limited to the likes of Data Music, Impact Music, Overview, Yamatai (ayyy) and Ekou, he's put out one banger after the other, but the name behind his sickest output so far has got to be Engage Audio.
Before we get to talking about his newest wonderfully energetic offering on there, however, let's take a brief look at the London-based imprint! Since being established in 2016 by David "Four Points" Dean, Engage has not only been a vital part of the scene in the capital and beyond, with various collaborative works with the likes of Overview and Transparent Audio and their truly legendary lockdown-times sit-down raves being notable examples, among many others, they've also done a massive service to all the up-and-coming deep and dark artists by championing them from the very beginning. Melysma, Framer, Maykors, Resslek, Rizzle, Yannons and Speaker Louis are just a couple of the myriad of talented names you might not necessarily know yet, but should definitely check out and all provided some proper, dare I say, engaging audio all across the deep spectrum over the years, and now, Reknek joins this illustrious list, with his Midnight Vibes EP!
We kick things off with the perhaps slightly unconvential, wonderfully weird one-drop-wonder Follow Me. Fast-paced, energetic, proper slapping drum action acts as the foundation for some hypnotising, otherworldly processed vocals, ever-evolving, distorted synth melodies and powerful bass bombs to create a vibe unlike any other - what a way to start a project! Speaking of vibes, next we've got title track and incredibly aptly-titled tune Midnight Vibes. Soothing vocals, lowly rumbling bass moving about and occasionally peaking through to the surface, cheeky bits and bops chirping away, bassy flimmers flickering about, coming in one after the other, capturing the beautifully spookiness of the hour of the dead.
We continue rolling with Slip Away. Not only are the shuffly drums crazy detailed and packed with little fun switches and sounds, like the machine gun fire at the peak of the drop's constant evolution, Herman also managed to fit short bursts of vocals, piercing bass stabs and subtle background chords into this wonderful progression, resulting in an incredibly intricately arranged roller of a tune. Lastly, we've got Outun, on which we are once more treated to some excellent rolling drum work, this time accentuated by massive bass wobbles creating a rather infectious rhythm, the occasional rave siren, and 16th note madness. My favourite part has got to be the punctuated bass transforming into these large, drawn-out waves putting huge pressure on you to get yourself on the Dancefloor already.
In a world full of Simula clones and Bristol-flavoured minimalism seemingly dominating the deep and dark scene, it's such a breathe of fresh air to be treated to aggressive, ever-evolving and just plain sick drumwork, both all-encompassing and piercing basses, and all-around infectious energy as is on display here. Amazing EP!
